Makes appropriations for the ordinary and contingent
expenses of the Illinois State Board of Education and teacher
retirement contributions for the fiscal year beginning July 1,

Be it enacted by the People of the State of Illinois, represented 2
in the General Assembly: 3
ARTICLE 1 4
Section 1. The amount of $27,590,000, or so much thereof as 5
may be necessary, is appropriated from the General Revenue Fund 6
to the Illinois State Board of Education to meet its operational 7
expenses for the fiscal year beginning July 1, 2024. 8
Section 5. The following amounts, or so much thereof as 9
may be necessary, are appropriated to the Illinois State Board 10
of Education for Evidence -Based Funding, provided for in 11
Section 18-8.15 of the School Code: 12

Section 45. The amount of $3,000,000, or so much thereof 3
as may be necessary, is appropriated from the General Revenue 4
Fund to the Illinois State Board of Education for all costs 5
associated with Computer Science Equity Program. 6
Section 50. The amount of $3,512,000, or so much thereof 7
as may be necessary, is appropriated from the General Revenue 8
Fund to the Illinois State Board of Education for deposit into 9
The Imagination Library of Illinois Fund for grants associated 10
with the Imagination Library of Illinois Grant Program. 11
Section 55. The amount of $45,000,000, or so much thereof 12
as may be necessary, is appropriated from the General Revenue 13
Fund to the Illinois State Board of Education for grants, 14
contracts, and administrative expenses for costs associated 15
with Teacher Vacancy Pilot Program. 16

to the Illinois State Board of Education for all costs related 19
to development of an Illinois Comparable Wage Index for the 20

Section 65. The amount of $150,000, or so much thereof as 1
may be necessary, is appropriated from the General Revenue Fund 2
to the Illinois State Board of Education for support of the P -3
20 Council. 4
Section 70. The amount of $3,000,000, or so much thereof 5
as may be necessary, is appropriated from the General Revenue 6
Fund to the Illinois State Board of Education for grants, 7
contracts, and administrative expenses associated with 8
implementation of the Illinois Comprehensive Literacy Plan. 9

Section 5. The amount of $6,000,000, or so much thereof as 11
may be necessary, is appropriated from the Teacher Certificate 12
Fee Revolving Fund to the Illinois State Board of Education for 13
all costs authorized by the Educator Licensure Article of the 14
School Code, including refunds. 15
Section 10. The amount of $ 10,000,000, or so much of that 16
amount as may be necessary, is appropriated from the State 17
Board of Education Special Purpose Trust Fund to the Illinois 18
State Board of Education for expenditures by the Board in 19

that the Board has received or may receive from any source, 1
public or private, in support of projects that are within the 2
lawful powers of the Board, including refunds. 3
Section 15. The amount of $ 8,150,000, or so much of that 4
amount as may be necessary, is appropriated from the State 5
Board of Education Special Purpose Trust Fund to the Illinois 6
State Board of Education for its ordinary and contingent 7
expenses. 8
Section 20. The amount of $1,000,0 00, or so much thereof 9
as may be necessary, is appropriated from the School District 10
Emergency Financial Assistance Fund for use by the Illinois 11
State Board of Education as provided in Section 1B -8 of the 12
School Code. 13
Section 25. The amount of $ 2,208,900, or so much thereof 14
as may be necessary, is appropriated from the ISBE Teacher 15
Certificate Institute Fund to the Illinois State Board of 16
Education for costs authorized by the School Code, including 17
refunds. 18
Section 30. The amount of $ 200,000, or so much of that 19
amount as may be necessary, is appropriated from the After -20

Section 35. The amount of $ 600,000, or so much thereof as 2
may be necessary, is appropriated from the School 3
Infrastructure Fund to the Illinois State Board of Education 4

Section 40. The amount of $1,000,000, or so much thereof 6
as may be necessary, is appropriated from the Temporary 7
Relocation Expenses Revolving Grant Fund for use by the 8
Illinois State Board of Education as provided in Section 2 -9
3.77 of the School Code. 10
Section 45. The amount of $ 1,050,000, or so much thereof 11
as may be necessary, is appropriated from the State Board of 12
Education Special Purpose Trust Fund to the Illinois State 13
Board of Education for all costs associated with its Charter 14
School Department, per Section 27A-7.5 of the School Code. 15
Section 50. The amount of $13,000,000, or so much thereof 16
as may be necessary, is appropriated from the Personal Property 17
Tax Replacement Fund to the Illinois State Board of Education 18
for the fiscal year beginning July 1, 2024, for Regional 19
Superintendents’ and Assistants’ Compensation and Related 20

of business on June 30, 2024, from a reappropriation heretofore 12
made for such purpose in Article 101, Section 80 of Pub lic Act 13
103-0006, is reappropriated from the State Coronavirus Urgent 14
Remediation Emergency Fund to the Illinois State Board of 15
Education for costs associated with implementing after school 16
programs for purposes permitted by Section 9901 of the American 17
Rescue Plan Act of 2021 and related federal guidance. 18
Section 75. The amount of $ 7,558,057, or so much of that 19
amount as may be necessary and remains unexpended at the close 20
of business on June 30, 2024, from a reappropriation heretofore 21
made for such purpose in Article 101, Section 85 of Public Act 22 HB5739 -19- OMB103 00361 LCN 45361 b
103-0006 is reappropriated from the State Coronavirus Urgent 1
Remediation Emergency Fund to the Illinois State Board of 2
Education for a grant to the Southwest Organizing Project 3
Parent Mentoring Program for imp lementing parent mentoring 4
programs for purposes permitted by Section 9901 of the American 5
Rescue Plan Act of 2021 and related federal guidance. 6
Section 80. The amount of $ 51,784, or so much of that 7
amount as may be necessary and remains unexpended at the close 8
of business on June 30, 2024, from a reappropriation heretofore 9
made for such purpose in Article 101, Section 90 of Public Act 10
103-0006, is reappropriated from the State Coronavirus Urgent 11
Remediation Emergency Fund to the Illinois State Board of 12
Education for a grant to the Black and Gold Initiative for 13
mentoring, educational programming, and violence prevention for 14
high school students, for purposes permitted by Section 9901 15
of the American Rescue Plan Act of 2021 and related federal 16
guidance. 17
Section 85. The amount of $ 1,500,000, or so much of that 18
amount as may be necessary and remains unexpended at the close 19
of business on June 30, 2024, from a reappropriation heretofore 20
made for such purpose in Article 101, Section 95 of Public Act 21
103-0006, is reappropriated from the State Coronavirus Urgent 22
Remediation Emergency Fund to the Illinois State Board of 23 HB5739 -20- OMB103 00361 LCN 45361 b
Education for a grant to Virtual Learning Systems for costs 1
associated with expenses to provide social studies curriculum 2
to include African Am erican history chapters to all schools 3
statewide, for purposes permitted by Section 9901 of the 4
American Rescue Plan Act of 2021 and related federal guidance. 5

Section 1. The sum of $6,203,622,413, or so much thereof 7
as may be necessary, is appropriated from the Common School 8
Fund to the Teachers’ Retirement System of the State of Illinois 9
for the State’s contribution, as provided by law. 10
Section 5. The sum of $300,000, or so much thereof as may 11
be necessary, is appropriated from the Education Assistance 12
Fund to the Teachers’ Retirement System of the State of Illinois 13
for additional costs due to the establishment of minimum 14
retirement allowances pursuant to Sections 16 -136.2 and 16-15
136.3 of the Illinois Pension Code. 16
Section 10. The sum of $475,000, or so much thereof as may 17
be necessary, is appropriated from the Common School Fund to 18
the Teachers’ Retirement System of the State of Illinois for 19
the employer contributions required by the State as an employer 20
of teachers described under subsection (e) or subsection (f) 21

Section 15. The amount of $113,815,903, or so much thereof 1
as may be necessary, is appropriated from the General Revenue 2
Fund to the Teachers’ Retirement Syst em of the State of Illinois 3
for deposit into the Teacher Health Insurance Security Fund as 4
the State’s contribution for teachers’ health insurance. 5
Section 20. The amount of $15,195,000, or so much thereof 6
as may be necessary, is appropriated from the Common School 7
Fund to the Public School Teachers’ Pension and Retirement Fund 8
of Chicago for the State’s contribution pursuant to subsection 9
(c) of Section 17-127 of the Illinois Pension Code. 10
Section 25. The amount of $338,683,000, or so much thereof 11
as may be necessary, is appropriated from the Common School 12
Fund to the Public School Teachers’ Pension and Retirement Fund 13
of Chicago for the State’s contribution pursuant to paragraph 14
(2) of subsection (d) of Section 17 -127 of the Illinois Pensio n 15
Code. 16
Section 999. Effective date. This Act takes effect July 1, 17
2024. 18
