The amount of $ 5,538,700, or so much thereof 5 as may be necessary, is appropriated from the General Revenue 6 Fund to the Board of Higher Education to meet its operational 7 expenses for the fiscal year ending June 30, 2025. 8 Section 10. The sum of $ 443,100, or so much thereof as may 9 be necessary, is appropriated from the General Revenue Fund to 10 the Board of Higher Education for costs and expenses associated 11 with the administration and enforcement associated with the P -12 20 Longitudinal Education Data System Act. 13 Section 15. The sum of $183,300, or so much thereof as may 14 be necessary, is appropriated from the General Revenue Fund to 15 the Board of Higher Education for costs associated with the My 16 Credits Transfer System . 17 Section 20. The following named amount, or so much thereof 5 as may be necessary, is appropriated from the General Revenue 6 Fund to the Board of Higher Education for distribution as grants 7 authorized by the Higher Education Cooperation Act: 8 Quad-Cities Graduate Study Center .................... 73,800 9 Section 30. The following named sums, or so much thereof 10 as may be necessary, are appropriated from the General Revenue 11 Fund to the Illinois Board of Higher Education for Sc ience, 12 Technology, Engineering and Math (S.T.E.M.) diversity 13 initiatives to enhance S.T.E.M. programs for students from 14 underrepresented groups: 15 Illinois Mathematics and Science 16 Academy Fusion Program .............................. 95,900 17 Section 35. The sum of $1,433,600, or so much thereof as 18 may be necessary, is appropriated from the General Revenue Fund 19 to the Illinois Board of Higher Education for Science, 20 Technology, Engineering and Math (S.T.E.M.) diversity 21 initiatives to enhance S. The sum of $6,000,000, or so much thereof as 4 may be necessary, is appropriated from the General Revenue Fund 5 to the Board of Higher Education for the Grow Your Own Teachers 6 Program, including prior year s’ costs. 7 Section 45. The sum of $2,050,200, or so much thereof as 8 may be necessary, is app ropriated from the General Revenue Fund 9 to the Board of Higher Education for the administration and 10 distribution of grants authorized by the Diversifying Higher 11 Education Faculty in Illinois Program. 12 Section 50. The sum of $1,500,000, or so much thereo f as 13 may be necessary, is appropriated from the General Revenue Fund 14 to the Board of Higher Education for competitive grants for 15 nursing schools to increase the number of graduating nurses. 16 Section 55. The sum of $800,000, or so much thereof as may 17 be necessary, is appropriated from the General Revenue Fund to 18 the Board of Higher Education for nurse educator fellowships 19 to supplement nurse faculty salaries. 20 HB5745 -4- OMB103 00373 KMH 45373 b Section 60. The sum of $980,500, or so much thereof as may 1 be necessary, is appropriated from the General Revenue Fund to 2 the Board of Higher Education for distribution as grants for 3 Cooperative Work Study Programs to institutions of higher 4 education. 5 Section 65. The sum of $1,055,700, or so much thereof as 6 may be necessary, is appropriated fr om the General Revenue Fund 7 to the Board of Higher Education for a grant to the Board of 8 Trustees of the University Center of Lake County for the 9 ordinary and contingent expenses of the Center. 10 Section 66. The sum of $ 100,000, or so much thereof as may 11 be necessary and remains unexpended at the close of business 12 on June 30, 2023, from appropriations heretofore made for such 13 purpose in Article 1 09, Section 66 of Public Act 103-0006 as 14 amended, is reappropriated from the General Revenue Fund to the 15 Board of Higher Education for costs and expenses associated 16 with a Public Higher Education Assessment in the Quad Cities. 17 Section 70. The sum of $150,000 or so much thereof as may 18 be necessary, is appropriated from the Distance Learning Fund 19 to the Board of H igher Education as supplemental support for 20 costs and expenses associated with the administration and 21 enforcement of 110 ILCS 145/40. 22 HB5745 -5- OMB103 00373 KMH 45373 b Section 75. The amount of $ 800,000, or so much thereof as 1 may be necessary, is appropriated from the Academic Quality 2 Assurance Fund to the Board of Higher Education as supplemental 3 support for costs and expenses associated with the 4 administration and enforcement of 110 ILCS 1010. 5 Section 80. The amount of $30,000, or so much thereof as 6 may be necessary, is appropriat ed from the BHE Data and Research 7 Cost Recovery Fund to the Board of Higher Education as 8 supplemental support for costs and expenses associated with the 9 administration and enforcement of 110 ILCS 205. 10 Section 85. The amount of $650,000, or so much ther eof as 11 may be necessary, is appropriated from the Private Business and 12 Vocational Schools Quality Assurance Fund to the Board of 13 Higher Education as supplemental support for costs and expenses 14 associated with the administration and enforcement of the 15 Private Business and Vocational Schools Act of 2012. 16 Section 90. The sum of $5,500,000, or so much thereof as 17 may be necessary, is appropriated from the BHE Federal Grants 18 Fund to the Board of Higher Education to be expended under the 19 terms and conditions associated with the federal contracts and 20 grants moneys received, including prior year s’ costs. 21 HB5745 -6- OMB103 00373 KMH 45373 b Section 95. The sum of $2 87,000, or so much thereof as 1 maybe necessary, is appropriated from the General Revenue Fund 2 to the Board of Higher Educ ation for costs and expenses 3 associated with the implementation of the new strategic plan. 4 Section 100. The sum of $25,000,000, or so much thereof 5 as may be necessary, is appropriated from the BHE Federal Grants 6 Fund to the Board of Higher Education fo r costs and expenses 7 associated with High Impact Tutoring, including prior year s’ 8 costs. 9 Section 105. The sum of $10,000,000, or so much thereof 10 as may be necessary, is appropriated from the Board of Higher 11 Education State Contracts and Grants Fund to the Board of Higher 12 Education for costs and expenses associated with Community 13 Behavioral Health Workforce Education Center. 14 Section 110. The sum of $5,000,000, or so much thereof as 15 may be necessary, is appropriated from the Board of Higher 16 Education State Contracts and Grants Fund to the Board of Higher 17 education to be expended under the terms and conditions 18 associated with the moneys being received, including prior 19 years’ expenditures. 20 HB5745 -7- OMB103 00373 KMH 45373 b Section 115. The sum of $2,000,000, or so much thereof as 1 may be necessary, is appropriated from the General Revenue Fund 2 to the Board of Higher Education for grants and administration 3 of a program to address basic needs insecurity, including 4 housing and homelessness prevention, for students at four -year 5 colleges and universities. 6 Section 120. The sum of $450,000, or so much thereof as 7 may be necessary, is appropriated from the General Revenue Fund 8 to the Board of Higher Education for costs and expenses 9 associated with the Higher Education Accountability Dashboard 10 program. 11 Section 125. The sum of $200,000, or so much thereof as 12 may be necessary, is appropriated from the General Revenue Fund 13 to the Board of Higher Educ ation for costs and expenses 14 associated with the Sexual Misconduct on Campus Climate Survey 15 program. 16 Section 130. The sum of $1,500,000, or so much thereof as 19 may be necessary and remains unexpended at the close of business 20 on June 30, 2024, from an appropriation heretofore made for 21 such purpose in article 109, Section 155 of Public Act 103 -22 0006, as amended, is reappropriated from the General Revenue 23 HB5745 -10- OMB103 00373 KMH 45373 b Fund to the Illinois Mathem atics and Science Academy for 1 personnel and operational costs relating to creating a 2 philanthropic office in order to raise funds for its capital 3 facilities. 4 ARTICLE 2 5 Section 5. The sum of $300,000, or so much thereof as may 6 be necessary and remains unexpended at the close of business 7 on June 30, 2024 , from appropriations heretofore made such 8 purpose in Article 123, Section 490 of Public Act 103 -0006 as 9 amended, is reappropriated from the State Coronavirus Urgent 10 Remediation Emergency Fun d to the Board of Higher Education to 11 the Grow Your Own Teachers Program for costs and expenses 12 associated with the Historically Disadvantaged Male Initiative, 13 including but not limited to, for purposes permitted by Section 14 9901 of the American Rescue Plan Act of 2021 and related federal 15 guidance, including prior year s’ costs. 16 Section 99. Effective date. This Act takes effect July 1, 17 2024. 18
