14	14	5 SENATE CONCURRING HEREIN, that there shall be submitted to the
15	15	6 electors of the State for adoption or rejection at the general
16	16	7 election next occurring at least 6 months after the adoption
17	17	8 of this resolution a proposition to amend Section 2 of Article
18	18	9 VIII of the Illinois Constitution as follows:

22	22	13 SECTION 2. STATE FINANCE
23	23	14 (a) The Governor shall prepare and submit to the General
24	24	15 Assembly, at a time prescribed by law, a State budget for the
25	25	16 ensuing fiscal year. The budget shall set forth the estimated
26	26	17 balance of funds available for appropriation at the beginning
27	27	18 of the fiscal year, the estimated receipts, and a plan for
28	28	19 expenditures and obligations during the fiscal year of every
29	29	20 department, authority, public corporation and quasi-public
30	30	21 corporation of the State, every State college and university,
31	31	22 and every other public agency created by the State, but not of
32	32	23 units of local government or school districts. The budget

61	61	1 shall also set forth the indebtedness and contingent
62	62	2 liabilities of the State and such other information as may be
63	63	3 required by law. Proposed expenditures shall not exceed funds
64	64	4 estimated to be available for the fiscal year as shown in the
65	65	5 budget.
66	66	6 (b) The General Assembly shall pass a balanced budget that
67	67	7 is based on funds estimated to be available by the Commission
68	68	8 on Government Forecasting and Accountability, or its successor
69	69	9 agency, and that makes The General Assembly by law shall make
70	70	10 appropriations for all expenditures of public funds by the
71	71	11 State. Appropriations for a fiscal year shall not exceed funds
72	72	12 estimated by the Commission on Government Forecasting and
73	73	13 Accountability, or its successor agency, General Assembly to
74	74	14 be available during that year.

77	77	17 This Constitutional Amendment takes effect upon being
78	78	18 declared adopted in accordance with Section 7 of the Illinois
79	79	19 Constitutional Amendment Act.
