44 2 WHEREAS, The members of the Illinois House of
55 3 Representatives are saddened to learn of the death of Rockford
66 4 Alderman Theophelo "Tuffy" Quinonez, who passed away on
77 5 February 27, 2023; and
88 6 WHEREAS, Tuffy Quinonez was born in Chicago to Tiofilo
99 7 "Ted" M. and Alberta M. (Martinez) Quinonez on January 31,
1010 8 1947; he moved to Rockford at the age of five and graduated
1111 9 from West High School in 1965 before attending Lincoln Barber
1212 10 College; he served his country honorably in the United States
1313 11 Army; and
1414 12 WHEREAS, As a successful businessman and strong small
1515 13 business advocate, Tuffy Quinonez was a pillar of his
1616 14 community; he was the founder of the Rockford Area Mexican
1717 15 Business Association and a member of the American Legion, the
1818 16 VFW, the Navy Club, Club Patriotico Mexicano (CPM), Lo Vox
1919 17 Latina, the Latin American Community Organization, the 7th
2020 18 Street VFW in Rockford where he served as a Delegate, the
2121 19 Association of Clubs, and the Broadway Business Association;
2222 20 and
2323 21 WHEREAS, Tuffy Quinonez sought to uplift those in his
2424 22 community through public service; he served multiple terms as

3333 1 both a Winnebago County Board Member and most recently as an
3434 2 alderman for Rockford's 11th ward; and
3535 3 WHEREAS, Tuffy Quinonez was preceded in death by his
3636 4 mother; his brother, Thomas M. Quinonez; and his
3737 5 sister-in-law, Josephine Carmona; and
3838 6 WHEREAS, Tuffy Quinonez is survived by his daughter,
3939 7 Martine (Johnny) Guerrero; his grandchildren, Dominic and
4040 8 Angelino Guerrero; his siblings, Celena Quinonez and Frank
4141 9 Carmona; and numerous other family members; therefore, be it
4242 10 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
4343 11 HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
4444 12 we mourn the passing of Rockford Alderman Theophelo "Tuffy"
4545 13 Quinonez and extend our sincerest condolences to his family,
4646 14 friends, and all who knew and loved him; and be it further
4747 15 RESOLVED, That a suitable copy of this resolution be
4848 16 presented to the family of Tuffy Quinonez as an expression of
4949 17 our deepest sympathies.
