4	4	2 WHEREAS, The members of the Illinois House of
5	5	3 Representatives wish to congratulate Matt Baughman on the
6	6	4 occasion of his retirement from Southern Illinois University
7	7	5 Carbondale (SIUC); and
8	8	6 WHEREAS, Matt Baughman is one of the most experienced
9	9	7 administrators in Illinois higher education; and
10	10	8 WHEREAS, Matt Baughman's career spans four decades from
11	11	9 the 1990s to the 2020s, with service ranging from the
12	12	10 University of Central Florida's executive development program
13	13	11 to working alongside the founder of the eponymous Paul Simon
14	14	12 Public Policy Institute; and
15	15	13 WHEREAS, Matt Baughman pursued a career in higher
16	16	14 education administration following studies at Illinois
17	17	15 College, where he was a recipient of the Student Laureate
18	18	16 Award by the Lincoln Academy of Illinois; he was also selected
19	19	17 to be a Dunn Fellow and served in then-Governor Jim Edgar's
20	20	18 press office; he later earned his Master of Business
21	21	19 Administration from SIUC and was an Edgar Fellow at the
22	22	20 University of Illinois; and
23	23	21 WHEREAS, As chief of staff to three SIUC chancellors, Matt

32	32	1 Baughman's work included managing direct report responsibility
33	33	2 for various programs, including Head Start, Public
34	34	3 Broadcasting, and Events/Outreach; and
35	35	4 WHEREAS, As an administrator, Matt Baughman helped guide
36	36	5 SIUC to growth following declining enrollment and towards
37	37	6 fiscal stability after a historic two-year budget impasse; and
38	38	7 WHEREAS, Matt Baughman has also brought service and
39	39	8 leadership to the board of Elevate Illinois, a not-for-profit
40	40	9 organization formed to provide unique attention to the people
41	41	10 and programs that reflect positive successes occurring within
42	42	11 the State; and
43	43	12 WHEREAS, Matt Baughman will conclude his SIUC career at
44	44	13 the end of 2023; his competent, steady leadership will be
45	45	14 reflected in ongoing legacy showcase programs such as the Paul
46	46	15 Simon Public Policy Institute, a now nationally respected
47	47	16 think tank, and the quality and reach of WSIU-TV and WSIU-FM,
48	48	17 which produce award-winning telecasts and broadcasts that are
49	49	18 available in nearly every region of Illinois; therefore, be it
50	50	19 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
51	51	20 HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
52	52	21 we congratulate Matt Baughman on his retirement from Southern
53	53	22 Illinois University Carbondale (SIUC), and we thank him for
