44 2 WHEREAS, The members of the Illinois House of
55 3 Representatives wish to congratulate Matt Baughman on the
66 4 occasion of his retirement from Southern Illinois University
77 5 Carbondale (SIUC); and
88 6 WHEREAS, Matt Baughman is one of the most experienced
99 7 administrators in Illinois higher education; and
1010 8 WHEREAS, Matt Baughman's career spans four decades from
1111 9 the 1990s to the 2020s, with service ranging from the
1212 10 University of Central Florida's executive development program
1313 11 to working alongside the founder of the eponymous Paul Simon
1414 12 Public Policy Institute; and
1515 13 WHEREAS, Matt Baughman pursued a career in higher
1616 14 education administration following studies at Illinois
1717 15 College, where he was a recipient of the Student Laureate
1818 16 Award by the Lincoln Academy of Illinois; he was also selected
1919 17 to be a Dunn Fellow and served in then-Governor Jim Edgar's
2020 18 press office; he later earned his Master of Business
2121 19 Administration from SIUC and was an Edgar Fellow at the
2222 20 University of Illinois; and
2323 21 WHEREAS, As chief of staff to three SIUC chancellors, Matt

3232 1 Baughman's work included managing direct report responsibility
3333 2 for various programs, including Head Start, Public
3434 3 Broadcasting, and Events/Outreach; and
3535 4 WHEREAS, As an administrator, Matt Baughman helped guide
3636 5 SIUC to growth following declining enrollment and towards
3737 6 fiscal stability after a historic two-year budget impasse; and
3838 7 WHEREAS, Matt Baughman has also brought service and
3939 8 leadership to the board of Elevate Illinois, a not-for-profit
4040 9 organization formed to provide unique attention to the people
4141 10 and programs that reflect positive successes occurring within
4242 11 the State; and
4343 12 WHEREAS, Matt Baughman will conclude his SIUC career at
4444 13 the end of 2023; his competent, steady leadership will be
4545 14 reflected in ongoing legacy showcase programs such as the Paul
4646 15 Simon Public Policy Institute, a now nationally respected
4747 16 think tank, and the quality and reach of WSIU-TV and WSIU-FM,
4848 17 which produce award-winning telecasts and broadcasts that are
4949 18 available in nearly every region of Illinois; therefore, be it
5050 19 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
5151 20 HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
5252 21 we congratulate Matt Baughman on his retirement from Southern
5353 22 Illinois University Carbondale (SIUC), and we thank him for
