Dale Fowler SYNOPSIS AS INTRODUCED: 110 ILCS 947/65.107 new Amends the Higher Education Student Assistance Act. Provides that, subject to appropriation, the Illinois Student Assistance Commission shall establish and administer a workforce industry needs scholarship program to provide scholarships to qualified students who, in order to meet regional or statewide workforce needs, are pursuing a professional certificate, credential, diploma, or degree from a public institution of higher learning. Sets forth the qualifications that a student must meet to receive a scholarship. Provides that each scholarship awarded shall be in an amount sufficient to pay the tuition and fees and room and board costs of the public institution of higher learning at which the recipient is enrolled, up to an annual maximum of $5,000, except that in the case of a recipient who does not reside on campus at the institution of higher learning at which he or she is enrolled, the amount of the scholarship shall be sufficient to pay tuition and fee expenses and a commuter allowance, up to an annual maximum of $5,000. Provides that the Commission shall adopt rules to define what constitutes a postsecondary course of study or other program in order to meet regional or statewide workforce needs. Provides that priority for receiving a scholarship may be given to students seeking a professional certificate, credential, diploma, or degree from a public institution of higher learning in an industry sector identified annually by the Commission as having significant regional or statewide workforce needs. Provides for the approval and suspension of approval of a postsecondary course of study or other program of a public institution of higher learning. Provides for rulemaking. Makes other changes. 1111 1 AN ACT concerning education.
1212 2 Be it enacted by the People of the State of Illinois,
1313 3 represented in the General Assembly:
1414 4 Section 5. The Higher Education Student Assistance Act is
1515 5 amended by adding Section 65.107 as follows:

1717 7 Sec. 65.107. Workforce industry needs scholarship.
1818 8 (a) The Commission shall, subject to appropriation,
1919 9 establish and administer a workforce industry needs
2020 10 scholarship program to provide scholarships to qualified
2121 11 students who, in order to meet regional or statewide workforce
2222 12 needs, are pursuing a professional certificate, credential,
2323 13 diploma, or degree from a public institution of higher
2424 14 learning.
2525 15 (b) For the purposes of this Section, a qualified student
2626 16 shall be a student who meets the following qualifications:
2727 17 (1) is a resident of this State and a citizen or
2828 18 eligible noncitizen of the United States;
2929 19 (2) is enrolled or accepted, on at least a half-time
3030 20 basis, at a public institution of higher learning;
3131 21 (3) is pursuing a postsecondary course of study or
3232 22 other program in order to meet regional or statewide

6868 1 (4) is employed, is enrolled or has completed a
6969 2 financial literacy course at a public institution of
7070 3 higher learning, or has completed 100 hours of voluntary
7171 4 time contributing to a nonprofit or public service
7272 5 organization approved by the Commission.
7373 6 (c) Each scholarship awarded under this Section shall be
7474 7 in an amount sufficient to pay the tuition and fees and room
7575 8 and board costs of the public institution of higher learning
7676 9 at which the recipient is enrolled, up to an annual maximum of
7777 10 $5,000, except that in the case of a recipient who does not
7878 11 reside on campus at the institution of higher learning at
7979 12 which he or she is enrolled, the amount of the scholarship
8080 13 shall be sufficient to pay tuition and fee expenses and a
8181 14 commuter allowance, up to an annual maximum of $5,000. All
8282 15 scholarship funds distributed in accordance with this Section
8383 16 shall be paid to the institution on behalf of recipients.
8484 17 (d) The Commission shall adopt rules to define what
8585 18 constitutes a postsecondary course of study or other program
8686 19 in order to meet regional or statewide workforce needs under
8787 20 subsection (b). The Commission shall provide high schools and
8888 21 public institutions of higher learning, by March 31 of each
8989 22 year, a list of postsecondary courses of study or other
9090 23 programs that are approved by the Commission to meet regional
9191 24 or statewide workforce needs.
9292 25 (e) The total amount of scholarship assistance awarded by
9393 26 the Commission under this Section to an individual in any

104104 1 given academic year, when added to other financial assistance
105105 2 awarded to that individual for that year, shall not exceed the
106106 3 cost of attendance at the institution of higher learning at
107107 4 which the student is enrolled. In any academic year for which a
108108 5 qualified student under this Section accepts financial
109109 6 assistance through any other program administered by the
110110 7 Commission, the qualified student is not eligible for
111111 8 scholarship assistance under this Section.
112112 9 (f) A recipient may receive up to 6 semesters or 9 quarters
113113 10 of scholarship assistance under this Section. Scholarship
114114 11 funds are applicable toward 2 semesters or 3 quarters of
115115 12 enrollment each academic year.
116116 13 (g) A student may not be eligible to receive a scholarship
117117 14 under this Section for more than one professional certificate,
118118 15 credential, diploma, or degree from a public institution of
119119 16 higher learning within any 5-year period following the
120120 17 student's last scholarship disbursement, unless the additional
121121 18 professional certificate, credential, diploma, or degree from
122122 19 a public institution of higher learning constitutes progress
123123 20 in the same field of study.
124124 21 (h) Priority for receiving a scholarship under this
125125 22 Section may be given to students seeking a professional
126126 23 certificate, credential, diploma, or degree from a public
127127 24 institution of higher learning in an industry sector
128128 25 identified annually by the Commission as having significant
129129 26 regional or statewide workforce needs.

140140 1 (i) Through an annual program evaluation process, the
141141 2 Commission may suspend its approval of a postsecondary course
142142 3 of study or other program of a public institution of higher
143143 4 learning if the Commission determines that the postsecondary
144144 5 course of study or other program of the public institution of
145145 6 higher learning no longer meets the qualifications of the
146146 7 Commission under subsection (d). If approval of a
147147 8 postsecondary course of study or other program is suspended
148148 9 during the Commission's annual program evaluation process,
149149 10 then a qualified student may not continue to receive a
150150 11 scholarship under this Section for the suspended postsecondary
151151 12 course of study or other program. However, the qualified
152152 13 student is able to continue to receive a scholarship under
153153 14 this Section if the student transfers to a similar
154154 15 postsecondary course of study or other program at another
155155 16 public institution of higher learning. The Commission shall
156156 17 advise the student on how to transfer to another similar
157157 18 postsecondary course of study or other program.
158158 19 (j) The Commission shall issue a report, by April 15 of
159159 20 each year, to the General Assembly detailing the use of funds
160160 21 appropriated in the prior fiscal year under this Section. The
161161 22 report must include a list of approved postsecondary courses
162162 23 of study or other programs for each public institution of
163163 24 higher learning that received scholarship funds, the amount
164164 25 spent on each approved postsecondary courses of study or other
165165 26 programs, the number of students that received scholarships,

177177 2 professional certificates, credentials, diplomas, or degrees
178178 3 completed by scholarship students, the average amount of money
179179 4 received by each scholarship student for each professional
180180 5 certificate, credential, diploma, or degree received, and the
181181 6 job placement rates for scholarship students.
182182 7 (k) The Commission and the Department of Employment
183183 8 Security shall inform individuals who are receiving
184184 9 unemployment insurance about scholarships under this Section
185185 10 and any postsecondary courses of study or other programs
186186 11 available at public institutions of higher learning.
187187 12 (l) All applications for scholarships under this Section
188188 13 shall be made to the Commission in a form as set forth by the
189189 14 Commission. The form of application and the information
190190 15 required to be set forth in the application shall be
191191 16 determined by the Commission, and the Commission shall require
192192 17 eligible applicants to submit with their applications such
193193 18 supporting documents as the Commission deems necessary.
194194 19 (m) The Commission shall adopt all necessary and proper
195195 20 rules not inconsistent with this Section for its effective
196196 21 implementation.
197197 22 Section 99. Effective date. This Act takes effect upon
198198 23 becoming law.
