11	11	1 AN ACT concerning regulation.
12	12	2 Be it enacted by the People of the State of Illinois,
13	13	3 represented in the General Assembly:
14	14	4 Section 5. The Professional Counselor and Clinical
15	15	5 Professional Counselor Licensing and Practice Act is amended
16	16	6 by adding Section 46 as follows:
17	17	7 (225 ILCS 107/46 new)
18	18	8 Sec. 46. Counselor in training.
19	19	9 (a) The Department shall designate a person as a counselor
20	20	10 in training and authorize the practice of professional
21	21	11 counseling under the supervision of a licensed clinical
22	22	12 professional counselor to an applicant who:
23	23	13 (1) has applied in writing on the prescribed form and
24	24	14 has paid the required fee;
25	25	15 (2) is at least 21 years of age and has not engaged in
26	26	16 conduct or activities that would constitute grounds for
27	27	17 discipline under this Act;
28	28	18 (3) holds a master's degree in mental health
29	29	19 counseling from a program accredited by the Council for
30	30	20 Accreditation of Counseling and Related Educational
31	31	21 Programs;
32	32	22 (4) has submitted all transcripts and test scores
33	33	23 required by the National Board for Certified Counselors;

68	68	1 (5) has identified an approved supervising licensed
69	69	2 clinical professional counselor who has signed the
70	70	3 application; and
71	71	4 (6) has paid the fees required by this Act.
72	72	5 (b) The counselor in training designation shall expire one
73	73	6 year after the date the person was designated as a counselor in
74	74	7 training.
75	75	8 (c) All billing for services provided by the counselor in
76	76	9 training shall be under the license of the supervising
77	77	10 licensed clinical professional counselor.
78	78	11 (d) The Department shall develop, by rule, the
79	79	12 requirements for the supervision of counselors in training
80	80	13 under this Section.
