11 103RD GENERAL ASSEMBLY State of Illinois 2023 and 2024 SB0184 Introduced 1/31/2023, by Sen. Laura M. Murphy SYNOPSIS AS INTRODUCED: 720 ILCS 5/12-7.1-5 new Amends the Criminal Code of 2012. Creates the offense of peace officer targeting. Provides that a person commits the offense when, by reason of the actual or perceived employment as a peace officer of another individual, regardless of the existence of any other motivating factor or factors, he or she commits assault, battery, aggravated assault, intimidation, stalking, cyberstalking, misdemeanor theft, criminal trespass to residence, misdemeanor criminal damage to property, criminal trespass to vehicle, criminal trespass to real property, mob action, disorderly conduct, transmission of obscene messages, harassment by telephone, or harassment through electronic communications. Provides that peace officer targeting is a Class 3 felony for a first offense and a Class 2 felony for a second or subsequent offense. Provides that the State's Attorney of each county shall submit an annual report to the General Assembly outlining: (1) the number of offenses in which a peace officer was a victim, (2) the charges filed, and (3) the ultimate disposition of each case. 1111 1 AN ACT concerning criminal law.
1212 2 Be it enacted by the People of the State of Illinois,
1313 3 represented in the General Assembly:
1414 4 Section 1. This Act may be referred to as the Police
1515 5 Protection Act.
1616 6 Section 5. The Criminal Code of 2012 is amended by adding
1717 7 Section 12-7.1-5 as follows:

1919 9 Sec. 12-7.1-5. Peace officer targeting.
2020 10 (a) A person commits peace officer targeting when, by
2121 11 reason of the actual or perceived employment as a peace
2222 12 officer of another individual, regardless of the existence of
2323 13 any other motivating factor or factors, he or she commits
2424 14 assault, aggravated assault, battery, intimidation, stalking,
2525 15 cyberstalking, misdemeanor theft, criminal trespass to a
2626 16 residence, misdemeanor criminal damage to property, criminal
2727 17 trespass to vehicles, criminal trespass to real property, mob
2828 18 action, disorderly conduct, transmission of obscene messages,
2929 19 harassment by telephone, or harassment through electronic
3030 20 communications as these crimes are defined in Section 12-1,
3131 21 12-2, 12-7.3, 12-7.5, 16-1, 19-4, 21-1, 21-2, 21-3, 25-1,
3232 22 26-1, 26.5-1, or 26.5-2, subsection (a) of Section 12-3,
