1111 1 AN ACT concerning education.
1212 2 Be it enacted by the People of the State of Illinois,
1313 3 represented in the General Assembly:
1414 4 Section 5. The Illinois Educational Labor Relations Act is
1515 5 amended by changing Section 1 as follows:
1616 6 (115 ILCS 5/1) (from Ch. 48, par. 1701)
1717 7 Sec. 1. Policy. It is the the public policy of this State
1818 8 and the purpose of this Act to promote orderly and
1919 9 constructive relationships between all educational employees
2020 10 and their employers. Unresolved disputes between the
2121 11 educational employees and their employers are injurious to the
2222 12 public, and the General Assembly is therefore aware that
2323 13 adequate means must be established for minimizing them and
2424 14 providing for their resolution. It is the purpose of this Act
2525 15 to regulate labor relations between educational employers and
2626 16 educational employees, including the designation of
2727 17 educational employee representatives, negotiation of wages,
2828 18 hours and other conditions of employment and resolution of
2929 19 disputes arising under collective bargaining agreements. The
3030 20 General Assembly recognizes that substantial differences exist
3131 21 between educational employees and other public employees as a
3232 22 result of the uniqueness of the educational work calendar and
3333 23 educational work duties and the traditional and historical

6868 1 patterns of collective bargaining between educational
6969 2 employers and educational employees and that such differences
7070 3 demand statutory regulation of collective bargaining between
7171 4 educational employers and educational employees in a manner
7272 5 that recognizes these differences. Recognizing that harmonious
7373 6 relationships are required between educational employees and
7474 7 their employers, the General Assembly has determined that the
7575 8 overall policy may best be accomplished by (a) granting to
7676 9 educational employees the right to organize and choose freely
7777 10 their representatives; (b) requiring educational employers to
7878 11 negotiate and bargain with employee organizations representing
7979 12 educational employees and to enter into written agreements
8080 13 evidencing the result of such bargaining; and (c) establishing
8181 14 procedures to provide for the protection of the rights of the
8282 15 educational employee, the educational employer and the public.
