11	11	1 AN ACT concerning business.
12	12	2 Be it enacted by the People of the State of Illinois,
13	13	3 represented in the General Assembly:
14	14	4 Section 5. The Consumer Fraud and Deceptive Business
15	15	5 Practices Act is amended by changing Section 2PP as follows:
16	16	6 (815 ILCS 505/2PP)
17	17	7 Sec. 2PP. Mail; disclosure.
18	18	8 (a) It is an unlawful practice under this Act to knowingly
19	19	9 mail or send or cause to be mailed or sent a postcard or letter
20	20	10 to a recipient in this State if:
21	21	11 (1) the postcard or letter contains a request that the
22	22	12 recipient call a telephone number; and
23	23	13 (2) the postcard or letter is mailed or sent to induce
24	24	14 the recipient to call the telephone number so that goods,
25	25	15 services, or other merchandise, as defined in Section 1,
26	26	16 may be offered for sale to the recipient; and
27	27	17 (3) the postcard or letter does not disclose or
28	28	18 disclaim that it is not a bill and that it is a
29	29	19 solicitation for that goods, services, or other
30	30	20 merchandise, as defined in Section 1, that may be offered
31	31	21 for sale if the recipient calls the telephone number; and
