4-AN ACT concerning State government.
5-Be it enacted by the People of the State of Illinois,
6-represented in the General Assembly:

10-Section 5. The Legislative Commission Reorganization Act
11-of 1984 is amended by repealing Sections 4-4, 4-5, and 4-6.
12-Section 10. The Commission on Government Forecasting and
13-Accountability Act is amended by changing Sections 3 and 4 as
14-follows:

16-Sec. 3. The Commission shall:
17-(1) Study from time to time and report to the General
18-Assembly on economic development and trends in the State.
19-(2) Make such special economic and fiscal studies as
20-it deems appropriate or desirable or as the General
21-Assembly may request.
22-(3) Based on its studies, recommend such State fiscal
23-and economic policies as it deems appropriate or desirable
24-to improve the functioning of State government and the
25-economy of the various regions within the State.

35-in relation to long range planning and budgeting.
36-(6) Study and make such recommendations as it deems
37-appropriate to the General Assembly on local and regional
38-economic and fiscal policy and on federal fiscal policy as
39-it may affect Illinois.
40-(7) Review capital expenditures, appropriations and
41-authorizations for both the State's general obligation and
42-revenue bonding authorities. At the direction of the
43-Commission, specific reviews may include economic
44-feasibility reviews of existing or proposed revenue bond
45-projects to determine the accuracy of the original
46-estimate of useful life of the projects, maintenance
47-requirements and ability to meet debt service requirements
48-through their operating expenses.
49-(8) Receive and review all executive agency and
50-revenue bonding authority annual and 3 year plans. The
51-Commission shall prepare a consolidated review of these
52-plans, an updated assessment of current State agency
53-capital plans, a report on the outstanding and unissued
54-bond authorizations, an evaluation of the State's ability
55-to market further bond issues and shall submit them as the
56-"Legislative Capital Plan Analysis" to the House and
57-Senate Appropriations Committees at least once a year. The

60-Commission shall annually submit to the General Assembly
61-on the first Wednesday of April a report on the State's
62-long-term capital needs, with particular emphasis upon and
63-detail of the 5-year period in the immediate future.
64-(9) Study and make recommendations it deems
65-appropriate to the General Assembly on State bond
66-financing, bondability guidelines, and debt management. At
67-the direction of the Commission, specific studies and
68-reviews may take into consideration short and long-run
69-implications of State bonding and debt management policy.
70-(10) Comply with the provisions of the "State Debt
71-Impact Note Act" as now or hereafter amended.
72-(11) Comply with the provisions of the Pension Impact
73-Note Act, as now or hereafter amended.
74-(12) Prepare By August 1st of each year, the
75-Commission must prepare and cause to be published by
76-August 1 of each year a summary report of State
77-appropriations for the State fiscal year beginning the
78-previous July 1st, except that, if no State appropriations
79-have been enacted by July 1 for the State fiscal year, then
80-the summary report shall be prepared and published within
81-60 days after the enactment of appropriations for that
82-State fiscal year. The summary report must discuss major
83-categories of appropriations, the issues the General
84-Assembly faced in allocating appropriations, comparisons
85-with appropriations for previous State fiscal years, and

88-other matters helpful in providing the citizens of
89-Illinois with an overall understanding of appropriations
90-for that fiscal year. The summary report must be written
91-in plain language and designed for readability, and it
92-must be provided in a report to the General Assembly and
93-published on the General Assembly's website. Publication
94-must be in newspapers of general circulation in the
95-various areas of the State to ensure distribution
96-statewide. The summary report must also be published on
97-the General Assembly's web site.
98-(13) Comply with the provisions of the State
99-Facilities Closure Act.
100-(14) For fiscal year 2012 and thereafter, develop a
101-3-year budget forecast for the State, including
102-opportunities and threats concerning anticipated revenues
103-and expenditures, with an appropriate level of detail.
104-(15) Perform the powers, duties, rights, and
105-responsibilities of the Legislative Research Unit as
106-transferred to the Commission under Section 7.
107-The requirement for reporting to the General Assembly
108-shall be satisfied by filing copies of the report as required
109-by Section 3.1 of the General Assembly Organization Act, and
110-filing such additional copies with the State Government Report
111-Distribution Center for the General Assembly as is required
112-under paragraph (t) of Section 7 of the State Library Act.

117-Sec. 4. (a) The Commission shall publish, during at the
118-convening of each regular session of the General Assembly, a
119-report on the estimated income of the State from all
120-applicable revenue sources for the next ensuing fiscal year
121-and of any other funds estimated to be available for such
122-fiscal year. The Commission, in its discretion, may consult
123-with the Governor's Office of Management and Budget in
124-preparing the report. By On the third Wednesday in March after
125-the session convenes, the Commission shall issue the report
126-required by this Section containing the a revised and updated
127-set of revenue figures reflecting the latest available
128-information. The House and Senate by joint resolution shall
129-adopt or modify such estimates as may be appropriate. The
130-joint resolution shall constitute the General Assembly's
131-estimate, under paragraph (b) of Section 2 of Article VIII of
132-the Constitution, of the funds estimated to be available
133-during the next fiscal year.
134-(b) On the third Wednesday in March or within 14 days after
135-the Governor's budget address, whichever is later, the
136-Commission shall issue estimated:
137-(1) pension funding requirements under P.A. 86-273;
138-and
139-(2) liabilities of the State employee group health
140-insurance program.
