1717 2 Be it enacted by the People of the State of Illinois,

1919 4 Section 5. The State Officials and Employees Ethics Act is

2525 10 (a) Each officer or member who, on or after the effective
2626 11 date of this amendatory Act of the 103rd General Assembly, is
2727 12 elected or appointed to office must complete, at his or her own
2828 13 expense, the 8-hour continuing education program approved by
2929 14 the Illinois Community College Board under subsection (b) of
3030 15 this Section within 2 years after the date the officer or
3131 16 member is first elected or appointed and every 2 years
3232 17 thereafter for as long as he or she remains an officer or
3333 18 member. However, an officer or member who is elected or
3434 19 appointed to more than one public office must complete the
3535 20 8-hour continuing education program only once every 2 years.
3636 21 (b) The Illinois Council on Economic Education, located at

8282 1 Community College Board shall review for approval, an 8-hour
8383 2 continuing education program for officers and members. The
8484 3 continuing education program curriculum shall consist of
8585 4 courses focusing on macroeconomic and microeconomic theories
8686 5 and the interaction between economic theory and governmental
8787 6 policy, including, but not limited to, the impact of
8888 7 government financial decisions and policy decisions on
8989 8 individuals and businesses.
9090 9 (c) An officer or member who fails to timely complete the
9191 10 continuing education program required under this Section is
9292 11 subject to the penalties specified in subsection (e) of
9393 12 Section 50-5 of this Act, and if that officer or member does
9494 13 not timely pay an administrative fine levied under that
9595 14 Section and complete the continuing education program, then he
9696 15 or she may not subsequently be elected or appointed as an
9797 16 officer or member.
9898 17 (d) An officer or member who is currently licensed by the
9999 18 State in a financial field and is already required to take
100100 19 continuing education classes concerning accounting, economics,
101101 20 or finance shall be exempt from the requirements of this
102102 21 Section Section.
103103 22 Section 10. The Election Code is amended by changing

243243 12 The person circulating the petition, or the candidate on
244244 13 whose behalf the petition is circulated, may strike any
245245 14 signature from the petition, provided that:
246246 15 (1) the person striking the signature shall initial
247247 16 the petition at the place where the signature is struck;

249249 18 (2) the person striking the signature shall sign a

251251 20 each signature struck from the petition. Such
252252 21 certification shall be filed as a part of the petition.

940940 9 conformity with the provisions of this Act, shall be deemed to
941941 10 be valid unless objection thereto is duly made in writing
942942 11 within 5 business days after the last day for filing the
943943 12 certificate of nomination or nomination papers or petition for
944944 13 a public question, with the following exceptions:
945945 14 A. In the case of petitions to amend Article IV of the

969969 3 subsection (c) of Section 7-5 of the State Officials and
970970 4 Employees Ethics Act. If the electoral board finds that a
971971 5 candidate is barred from being elected or appointed under
972972 6 subsection (c) of Section 7-5 of the State Officials and
973973 7 Employees Ethics Act, then that candidate shall be removed
974974 8 from the ballot regardless of whether or not an objection has
975975 9 been filed. Such a finding by the electoral board is subject to
976976 10 judicial review as provided in Section 10-10.1.
977977 11 Any legal voter of the political subdivision or district
978978 12 in which the candidate or public question is to be voted on, or
979979 13 any legal voter in the State in the case of a proposed
980980 14 amendment to Article IV of the Constitution or an advisory

982982 16 State, having objections to any certificate of nomination or
