1212 1 AN ACT concerning government.
1313 2 Be it enacted by the People of the State of Illinois,
1414 3 represented in the General Assembly:
1515 4 Section 5. The Illinois State Police Law of the Civil
1616 5 Administrative Code of Illinois is amended by changing Section
1717 6 2605-51 as follows:

1919 8 Sec. 2605-51. Division of the Academy and Training.
2020 9 (a) The Division of the Academy and Training shall
2121 10 exercise, but not be limited to, the following functions:
2222 11 (1) Oversee and operate the Illinois State Police
2323 12 Training Academy.
2424 13 (2) Train and prepare new officers for a career in law
2525 14 enforcement, with innovative, quality training and

2727 16 (3) Offer continuing training and educational programs
2828 17 for Illinois State Police employees.
2929 18 (4) Oversee the Illinois State Police's recruitment

7373 3 (7) Duties assigned to the Illinois State Police in
7474 4 Article 108B of the Code of Criminal Procedure.
7575 5 (b) The Division of the Academy and Training shall
7676 6 exercise the rights, powers, and duties vested in the former
7777 7 Division of State Troopers by Section 17 of the Illinois State
7878 8 Police Act.
7979 9 (c) Specialized training.
8080 10 (1) Training; cultural diversity. The Division of the
8181 11 Academy and Training shall provide training and continuing
8282 12 education to State police officers concerning cultural
8383 13 diversity, including sensitivity toward racial and ethnic
8484 14 differences. This training and continuing education shall
8585 15 include, but not be limited to, an emphasis on the fact
8686 16 that the primary purpose of enforcement of the Illinois
8787 17 Vehicle Code is safety and equal and uniform enforcement
8888 18 under the law.
8989 19 (2) Training; death and homicide investigations. The
9090 20 Division of the Academy and Training shall provide
9191 21 training in death and homicide investigation for State
9292 22 police officers. Only State police officers who
9393 23 successfully complete the training may be assigned as lead
9494 24 investigators in death and homicide investigations.
9595 25 Satisfactory completion of the training shall be evidenced
9696 26 by a certificate issued to the officer by the Division of

107107 1 the Academy and Training. The Director shall develop a
108108 2 process for waiver applications for officers whose prior
109109 3 training and experience as homicide investigators may
110110 4 qualify them for a waiver. The Director may issue a
111111 5 waiver, at his or her discretion, based solely on the
112112 6 prior training and experience of an officer as a homicide
113113 7 investigator.
114114 8 (A) The Division shall require all homicide
115115 9 investigator training to include instruction on
116116 10 victim-centered, trauma-informed investigation. This
117117 11 training must be implemented by July 1, 2023.
118118 12 (B) The Division shall cooperate with the Division
119119 13 of Criminal Investigation to develop a model
120120 14 curriculum on victim-centered, trauma-informed
121121 15 investigation. This curriculum must be implemented by
122122 16 July 1, 2023.
123123 17 (3) Training; police dog training standards. All
124124 18 police dogs used by the Illinois State Police for drug
125125 19 enforcement purposes pursuant to the Cannabis Control Act,
126126 20 the Illinois Controlled Substances Act, and the
127127 21 Methamphetamine Control and Community Protection Act shall
128128 22 be trained by programs that meet the certification
129129 23 requirements set by the Director or the Director's
130130 24 designee. Satisfactory completion of the training shall be
131131 25 evidenced by a certificate issued by the Division of the
132132 26 Academy and Training.

143143 1 (4) Training; post-traumatic stress disorder. The
144144 2 Division of the Academy and Training shall conduct or
145145 3 approve a training program in post-traumatic stress
146146 4 disorder for State police officers. The purpose of that
147147 5 training shall be to equip State police officers to
148148 6 identify the symptoms of post-traumatic stress disorder
149149 7 and to respond appropriately to individuals exhibiting
150150 8 those symptoms.
151151 9 (5) Training; opioid antagonists. The Division of the
152152 10 Academy and Training shall conduct or approve a training
153153 11 program for State police officers in the administration of
154154 12 opioid antagonists as defined in paragraph (1) of
155155 13 subsection (e) of Section 5-23 of the Substance Use
156156 14 Disorder Act that is in accordance with that Section. As
157157 15 used in this Section, "State police officers" includes
158158 16 full-time or part-time State police officers,
159159 17 investigators, and any other employee of the Illinois
160160 18 State Police exercising the powers of a peace officer.
161161 19 (6) Training; sexual assault and sexual abuse.
162162 20 (A) Every 3 years, the Division of the Academy and
163163 21 Training shall present in-service training on sexual
164164 22 assault and sexual abuse response and report writing
165165 23 training requirements, including, but not limited to,
166166 24 the following:
167167 25 (i) recognizing the symptoms of trauma;
168168 26 (ii) understanding the role trauma has played

180180 2 (iii) responding to the needs and concerns of
181181 3 a victim;
182182 4 (iv) delivering services in a compassionate,
183183 5 sensitive, and nonjudgmental manner;
184184 6 (v) interviewing techniques in accordance with
185185 7 the curriculum standards in this paragraph (6);
186186 8 (vi) understanding cultural perceptions and
187187 9 common myths of sexual assault and sexual abuse;
188188 10 and
189189 11 (vii) report writing techniques in accordance
190190 12 with the curriculum standards in this paragraph
191191 13 (6).
192192 14 (B) This training must also be presented in all
193193 15 full and part-time basic law enforcement academies.
194194 16 (C) Instructors providing this training shall have
195195 17 successfully completed training on evidence-based,
196196 18 trauma-informed, victim-centered responses to cases of
197197 19 sexual assault and sexual abuse and have experience
198198 20 responding to sexual assault and sexual abuse cases.
199199 21 (D) The Illinois State Police shall adopt rules,
200200 22 in consultation with the Office of the Attorney
201201 23 General and the Illinois Law Enforcement Training
202202 24 Standards Board, to determine the specific training
203203 25 requirements for these courses, including, but not

215215 1 (i) evidence-based curriculum standards for
216216 2 report writing and immediate response to sexual
217217 3 assault and sexual abuse, including
218218 4 trauma-informed, victim-centered interview
219219 5 techniques, which have been demonstrated to
220220 6 minimize retraumatization, for all State police
221221 7 officers; and
222222 8 (ii) evidence-based curriculum standards for
223223 9 trauma-informed, victim-centered investigation
224224 10 and interviewing techniques, which have been
225225 11 demonstrated to minimize retraumatization, for
226226 12 cases of sexual assault and sexual abuse for all
227227 13 State police officers who conduct sexual assault
228228 14 and sexual abuse investigations.
229229 15 (7) Training; human trafficking. The Division of the
230230 16 Academy and Training shall conduct or approve a training
231231 17 program in the detection and investigation of all forms of
232232 18 human trafficking, including, but not limited to,
233233 19 involuntary servitude under subsection (b) of Section 10-9
234234 20 of the Criminal Code of 2012, involuntary sexual servitude
235235 21 of a minor under subsection (c) of Section 10-9 of the
236236 22 Criminal Code of 2012, and trafficking in persons under
237237 23 subsection (d) of Section 10-9 of the Criminal Code of
238238 24 2012. This program shall be made available to all cadets
239239 25 and State police officers.
240240 26 (8) Training; hate crimes. The Division of the Academy

252252 2 officers in identifying, responding to, and reporting all
253253 3 hate crimes.
254254 4 (d) The Division of the Academy and Training shall
255255 5 administer and conduct a program consistent with 18 U.S.C.
256256 6 926B and 926C for qualified active and retired State Police
257257 7 officers.

260260 10 Section 10. The Illinois Police Training Act is amended by
261261 11 changing Section 10 as follows:
262262 12 (50 ILCS 705/10) (from Ch. 85, par. 510)
263263 13 Sec. 10. The Board may make, amend and rescind such rules
264264 14 and regulations as may be necessary to carry out the
265265 15 provisions of this Act, including those relating to the annual
266266 16 certification of retired law enforcement officers qualified
267267 17 under federal law to carry a concealed weapon. The Board may
268268 18 not charge retired law enforcement officers more than $30
269269 19 annually to complete the annual certification. A copy of all
270270 20 rules and regulations and amendments or rescissions thereof
271271 21 shall be filed with the Secretary of State within a reasonable
272272 22 time after their adoption. The schools certified by the Board
273273 23 and participating in the training program may dismiss from the
274274 24 school any trainee prior to the officer's completion of the

285285 1 course, if in the opinion of the person in charge of the
286286 2 training school, the trainee is unable or unwilling to
287287 3 satisfactorily complete the prescribed course of training.
288288 4 The Board shall adopt emergency rules to administer this
289289 5 Act in accordance with Section 5-45 of the Illinois
290290 6 Administrative Procedure Act. For the purposes of the Illinois
291291 7 Administrative Procedure Act, the General Assembly finds that
292292 8 the adoption of rules to implement this Act is deemed an
293293 9 emergency and necessary to the public interest, safety, and
294294 10 welfare.
