11	11	1 AN ACT concerning State government.
12	12	2 Be it enacted by the People of the State of Illinois,
13	13	3 represented in the General Assembly:
14	14	4 Section 5. The State Comptroller Act is amended by
15	15	5 changing Section 21 as follows:
16	16	6 (15 ILCS 405/21) (from Ch. 15, par. 221)
17	17	7 Sec. 21. Rules and Regulations - Imprest accounts. The
18	18	8 Comptroller shall promulgate rules and regulations to
19	19	9 implement the exercise of his or her powers and performance of
20	20	10 his or her duties under this Act and to guide and assist State
21	21	11 agencies in complying with this Act. Any rule or regulation
22	22	12 specifically requiring the approval of the State Treasurer
23	23	13 under this Act for adoption by the Comptroller shall require
24	24	14 the approval of the State Treasurer for modification or
25	25	15 repeal.
26	26	16 The Comptroller may provide in his or her rules and
27	27	17 regulations for periodic transfers, with the approval of the
28	28	18 State Treasurer, for use in accordance with the imprest
29	29	19 system, subject to the rules and regulations of the
30	30	20 Comptroller as respects vouchers, controls and reports, as
31	31	21 follows:

75	75	8 (b) To the Department of Agriculture and the
76	76	9 Department of Commerce and Economic Opportunity for the
77	77	10 operation and closing of overseas offices, not to exceed
78	78	11 $500,000 for each Department for each overseas office.
79	79	12 (c) To the Department of Agriculture for the purpose
80	80	13 of making change for activities at each State Fair, not to
81	81	14 exceed $200,000, to be returned within 5 days of the
82	82	15 termination of such activity.
83	83	16 (d) To the Department of Agriculture to pay (i) State
84	84	17 Fair premiums and awards, State Fair competition
85	85	18 personnel, and State Fair entertainment contracts, and
86	86	19 entertainment support contracts necessary to provide the
87	87	20 entertainment at each State Fair, and (ii) ticket refunds
88	88	21 for cancelled events. The amount transferred from any fund
89	89	22 shall not exceed the appropriation for each specific
90	90	23 purpose. This authorization shall terminate each year
91	91	24 within 60 days of the close of each State Fair. The
92	92	25 Department shall be responsible for withholding State
93	93	26 income tax, where necessary, as required by Section 709 of

104	104	1 the Illinois Income Tax Act.
105	105	2 (e) To the State Treasurer to pay for securities'
106	106	3 safekeeping charges assessed by the Board of Governors of
107	107	4 the Federal Reserve System as a consequence of the
108	108	5 Treasurer's use of the government securities' book-entry
109	109	6 system. This account shall not exceed $25,000.
110	110	7 (f) To the Illinois Mathematics and Science Academy,
111	111	8 not to exceed $100,000.
112	112	9 (g) To the Department of Natural Resources to pay out
113	113	10 cash prizes associated with competitions held at the World
114	114	11 Shooting and Recreational Complex, to purchase awards
115	115	12 associated with competitions held at the World Shooting
116	116	13 and Recreational Complex, to pay State and national
117	117	14 membership dues associated with competitions held at the
118	118	15 World Shooting and Recreational Complex, and to pay State
119	119	16 and national membership target fees associated with
120	120	17 competitions held at the World Shooting and Recreational
121	121	18 Complex. The amount of funds advanced to the account
122	122	19 created by this subsection (g) must not exceed $250,000 in
123	123	20 any fiscal year.
