4-AN ACT concerning transportation.
5-Be it enacted by the People of the State of Illinois,
6-represented in the General Assembly:
7-Section 5. The Illinois Vehicle Code is amended by
8-changing Sections 15-107 and 15-116 as follows:
9-(625 ILCS 5/15-107) (from Ch. 95 1/2, par. 15-107)
10-Sec. 15-107. Length of vehicles.
11-(a) The maximum length of a single vehicle on any highway
12-of this State may not exceed 42 feet except the following:
13-(1) Semitrailers.
14-(2) Charter or regulated route buses may be up to 45
15-feet in length, not including energy absorbing bumpers.
16-(a-1) A motor home as defined in Section 1-145.01 may be up
17-to 45 feet in length, not including energy absorbing bumpers.
18-The length limitations described in this subsection (a-1)
19-shall be exclusive of energy-absorbing bumpers and rear view
20-mirrors.
21-(b) (Blank).
22-(c) Except as provided in subsections (c-1) and (c-2),
23-combinations of vehicles may not exceed a total of 2 vehicles
24-except the following:
25-(1) A truck tractor semitrailer may draw one trailer.
26-(2) A truck tractor semitrailer may draw one converter

36-provided the overall dimension does not exceed 60 feet.
37-(4) A truck in transit may draw 3 trucks in transit
38-coupled together by the triple saddlemount method.
39-(5) Recreational vehicles consisting of 3 vehicles,
40-provided the following:
41-(A) The total overall dimension does not exceed 60
42-feet.
43-(B) The towing vehicle is a properly registered
44-vehicle capable of towing another vehicle using a
45-fifth-wheel type assembly.
46-(C) The second vehicle in the combination of
47-vehicles is a recreational vehicle that is towed by a
48-fifth-wheel assembly. This vehicle must be properly
49-registered and must be equipped with brakes,
50-regardless of weight.
51-(D) The third vehicle must be the lightest of the 3
52-vehicles and be a trailer or semitrailer designed or
53-used for transporting a boat, all-terrain vehicle,
54-personal watercraft, or motorcycle.
55-(E) The towed vehicles may be only for the use of
56-the operator of the towing vehicle.
57-(F) All vehicles must be properly equipped with
58-operating brakes and safety equipment required by this

35+2 (3) A truck tractor semitrailer may draw one vehicle

61-Code, except the additional brake requirement in
62-subdivision (C) of this subparagraph (5).
63-(6) A tow truck in combination with a disabled vehicle
64-or combination of disabled vehicles, provided the towing
65-vehicle:
66-(A) Is specifically designed as a tow truck having
67-a gross vehicle weight rating of at least 18,000
68-pounds and equipped with air brakes, provided that air
69-brakes are required only if the towing vehicle is
70-towing a vehicle, semitrailer, or tractor-trailer
71-combination that is equipped with air brakes. For the
72-purpose of this subsection, gross vehicle weight
73-rating, or GVWR, means the value specified by the
74-manufacturer as the loaded weight of the tow truck.
75-(B) Is equipped with flashing, rotating, or
76-oscillating amber lights, visible for at least 500
77-feet in all directions.
78-(C) Is capable of utilizing the lighting and
79-braking systems of the disabled vehicle or combination
80-of vehicles.
81-(D) Does not engage a tow exceeding 50 highway
82-miles from the initial point of wreck or disablement
83-to a place of repair. Any additional movement of the
84-vehicles may occur only upon issuance of authorization
85-for that movement under the provisions of Sections
86-15-301 through 15-318 of this Code.

89-The Department may by rule or regulation prescribe
90-additional requirements regarding length limitations for a
91-tow truck towing another vehicle.
92-For purposes of this Section, a tow-dolly that merely
93-serves as substitute wheels for another legally licensed
94-vehicle is considered part of the licensed vehicle and not
95-a separate vehicle.
96-(7) Commercial vehicles consisting of 3 vehicles,
97-provided the following:
98-(A) The total overall dimension does not exceed 65
99-feet.
100-(B) The towing vehicle is a properly registered
101-vehicle capable of towing another vehicle using a
102-fifth-wheel type assembly or a goose-neck hitch ball.
103-(C) The third vehicle must be the lightest of the 3
104-vehicles and be a trailer or semitrailer.
105-(D) All vehicles must be properly equipped with
106-operating brakes and safety equipment required by this
107-Code.
108-(E) The combination of vehicles must be operated
109-by a person who holds a commercial driver's license
110-(CDL).
111-(F) The combination of vehicles must be en route
112-to a location where new or used trailers are sold by an
113-Illinois or out-of-state licensed new or used trailer

117-(c-1) A combination of 3 vehicles is allowed access to any
118-State designated highway if:
119-(1) the length of neither towed vehicle exceeds 28.5
120-feet;
121-(2) the overall wheel base of the combination of
122-vehicles does not exceed 62 feet; and
123-(3) the combination of vehicles is en route to a
124-location where new or used trailers are sold by an
125-Illinois or out-of-state licensed new or used trailer
126-dealer.
127-(c-2) A combination of 3 vehicles is allowed access from
128-any State designated highway onto any county, township, or
129-municipal highway for a distance of 5 highway miles for the
130-purpose of delivery or collection of one or both of the towed
131-vehicles if:
132-(1) the length of neither towed vehicle exceeds 28.5
133-feet;
134-(2) the combination of vehicles does not exceed 40,000
135-pounds in gross weight and 8 feet 6 inches in width;
136-(3) there is no sign prohibiting that access;
137-(4) the route is not being used as a thoroughfare
138-between State designated highways; and
139-(5) the combination of vehicles is en route to a
140-location where new or used trailers are sold by an
141-Illinois or out-of-state licensed new or used trailer
142-dealer.

151-(2) The distance between the kingpin and the center of
152-the rear axle of a semitrailer longer than 48 feet, in
153-combination with a truck tractor, may not exceed 45 feet 6
154-inches. The limit contained in this paragraph (2) shall
155-not apply to trailers or semi-trailers used for the
156-transport of livestock as defined by Section 18b-101.
157-(3) The length of a semitrailer or trailer, unladen or
158-with load, operated in a truck tractor-semitrailer-trailer
159-or truck tractor semitrailer-semitrailer combination, may
160-not exceed 28 feet 6 inches.
161-(4) Maxi-cube combinations, as defined in Chapter 1,
162-may not exceed 65 feet overall dimension.
163-(5) Combinations of vehicles specifically designed to
164-transport motor vehicles or boats may not exceed 65 feet
165-overall dimension. The length limitation is inclusive of
166-front and rear bumpers but exclusive of the overhang of
167-the transported vehicles, as provided in paragraph (i) of
168-this Section.
169-(6) Stinger-steered semitrailer vehicles specifically
170-designed to transport motor vehicles or boats and

173-automobile transporters, as defined in Chapter 1, may not
174-exceed 80 feet overall dimension. The length limitation is
175-inclusive of front and rear bumpers but exclusive of the
176-overhang of the transported vehicles, as provided in
177-paragraph (i) of this Section.
178-(7) A truck in transit transporting 3 trucks coupled
179-together by the triple saddlemount method may not exceed
180-97 feet overall dimension.
181-(8) A towaway trailer transporter combination may not
182-exceed 82 feet overall dimension.
183-Vehicles operating during daylight hours when transporting
184-poles, pipes, machinery, or other objects of a structural
185-nature that cannot readily be dismantled or disassembled are
186-exempt from length limitations, provided that no object may
187-exceed 80 feet in length and the overall dimension of the
188-vehicle including the load may not exceed 100 feet. This
189-exemption does not apply to operation on a Saturday, Sunday,
190-or legal holiday. Legal holidays referred to in this Section
191-are the days on which the following traditional holidays are
192-celebrated: New Year's Day; Memorial Day; Independence Day;
193-Labor Day; Thanksgiving Day; and Christmas Day.
194-Vehicles and loads operated by a public utility while en
195-route to make emergency repairs to public service facilities
196-or properties are exempt from length limitations, provided
197-that during night operations every vehicle and its load must
198-be equipped with a sufficient number of clearance lamps on

202-projecting load to clearly mark the dimensions of the load.
203-A tow truck in combination with a disabled vehicle or
204-combination of disabled vehicles, as provided in paragraph (6)
205-of subsection (c) of this Section, is exempt from length
206-limitations.
207-The length limitations described in this paragraph (d)
208-shall be exclusive of safety and energy conservation devices,
209-such as bumpers, refrigeration units or air compressors and
210-other devices, that the Department may interpret as necessary
211-for safe and efficient operation; except that no device
212-excluded under this paragraph shall have by its design or use
213-the capability to carry cargo.
214-Section 5-35 of the Illinois Administrative Procedure Act
215-relating to procedures for rulemaking shall not apply to the
216-designation of highways under this paragraph (d).

314-(e-3) Combinations of vehicles over 65 feet in length
315-operated by household goods carriers or towaway trailer
316-transporter combinations, with no overall length limitations
317-except as provided in subsections (d) and (e) of this Section,
318-have unlimited access to points of loading, unloading, or
319-delivery to or from a manufacturer, distributor, or dealer.
320-(f) On non-designated highways, the maximum length
321-limitations for vehicles in combination are as follows:
322-(1) A truck tractor in combination with a semitrailer
323-may not exceed 65 feet overall dimension. An agency or
324-instrumentality of the State of Illinois or any unit of
325-local government shall not be required to design or
326-construct a new non-designated highway or to widen or
327-otherwise alter a non-designated highway constructed
328-before January 1, 2018 to accommodate truck
329-tractor-semitrailer combinations under this paragraph (1).
330-(2) Semitrailers, unladen or with load, may not exceed
331-53 feet overall dimension.
332-(3) A truck tractor-semitrailer-trailer or truck
333-tractor semitrailer-semitrailer may not exceed 60 feet
334-overall dimension.
335-(4) The distance between the kingpin and the center
336-axle of a semitrailer longer than 48 feet, in combination
337-with a truck tractor, may not exceed 42 feet 6 inches. The
338-limit contained in this paragraph (4) shall not apply to

341-trailers or semi-trailers used for the transport of
342-livestock as defined by Section 18b-101.
343-(g) Length limitations in the preceding subsections of
344-this Section 15-107 do not apply to the following:
345-(1) Vehicles operated in the daytime, except on
346-Saturdays, Sundays, or legal holidays, when transporting
347-poles, pipe, machinery, or other objects of a structural
348-nature that cannot readily be dismantled or disassembled,
349-provided the overall length of vehicle and load may not
350-exceed 100 feet and no object exceeding 80 feet in length
351-may be transported unless a permit has been obtained as
352-authorized in Section 15-301. As used in this Section,
353-"legal holiday" means any of the following days: New
354-Year's Day; Memorial Day; Independence Day; Labor Day;
355-Thanksgiving Day; and Christmas Day.
356-(2) Vehicles and loads operated by a public utility
357-while en route to make emergency repairs to public service
358-facilities or properties, but during night operation every
359-vehicle and its load must be equipped with a sufficient
360-number of clearance lamps on both sides and marker lamps
361-upon the extreme ends of any projecting load to clearly
362-mark the dimensions of the load.
363-(3) A tow truck in combination with a disabled vehicle
364-or combination of disabled vehicles, as provided in
365-paragraph (6) of subsection (c) of this Section, is exempt
366-from length limitations.

369-The towing vehicle, however, may tow any disabled vehicle
370-from the initial point of wreck or disablement to a point where
371-repairs are actually to occur. This movement shall be valid
372-only on State routes. The tower must abide by posted bridge
373-weight limits.
374-All other combinations not listed in this subsection (f)
375-may not exceed 60 feet overall dimension.
376-(h) The load upon any vehicle operated alone, or the load
377-upon the front vehicle of a combination of vehicles, shall not
378-extend more than 3 feet beyond the front wheels of the vehicle
379-or the front bumper of the vehicle if it is equipped with a
380-front bumper. The provisions of this subsection (h) shall not
381-apply to any vehicle or combination of vehicles specifically
382-designed for the collection and transportation of waste,

389-extend more than 7 feet beyond the front wheels of the vehicle
390-or the front bumper of the vehicle if it is equipped with a

392-(i) The load upon the front vehicle of an automobile

421-(a) The Department of Transportation shall maintain and

401+8 (f) On non-designated highways, the maximum length
402+9 limitations for vehicles in combination are as follows:
403+10 (1) A truck tractor in combination with a semitrailer
404+11 may not exceed 65 feet overall dimension. An agency or
405+12 instrumentality of the State of Illinois or any unit of
406+13 local government shall not be required to design or
407+14 construct a new non-designated highway or to widen or
408+15 otherwise alter a non-designated highway constructed
409+16 before January 1, 2018 to accommodate truck
410+17 tractor-semitrailer combinations under this paragraph (1).

450+21 upon the extreme ends of any projecting load to clearly

454+25 paragraph (6) of subsection (c) of this Section, is exempt

473+8 (h) The load upon any vehicle operated alone, or the load
474+9 upon the front vehicle of a combination of vehicles, shall not

476+11 or the front bumper of the vehicle if it is equipped with a
477+12 front bumper. The provisions of this subsection (h) shall not
478+13 apply to any vehicle or combination of vehicles specifically
