11 103RD GENERAL ASSEMBLY State of Illinois 2023 and 2024 SB2290 Introduced 2/10/2023, by Sen. Mary Edly-Allen SYNOPSIS AS INTRODUCED: 20 ILCS 2605/2605-625 new Amends the Illinois State Police Law of the Civil Administrative Code of Illinois. Provides that the Illinois State Police shall establish a Uniform Statewide Crime Statistics Task Force within 90 days after the effective date of the amendatory Act. Provides for the appointment of the members to the Task Force by the Director of the Illinois State Police. Provides that the Task Force shall meet at least monthly to assist the Illinois State Police in the development and implementation of an integrated software system for gathering and publishing crime data from all law enforcement agencies throughout the State. Requires submission, within one year after the effective date of the amendatory Act, of a final report and recommendations to the Director of the Illinois State Police with, at a minimum, the following information: progress on the development of the integrated software system, what the expected cost would be to implement the integrated software system, and what protocols on accessing and updating the information should be implemented. Dissolves the Task Force and repeals the provisions 2 years after the effective date of the amendatory Act. 1111 1 AN ACT concerning State government.
1212 2 Be it enacted by the People of the State of Illinois,
1313 3 represented in the General Assembly:
1414 4 Section 1. Findings. The General Assembly finds:
1515 5 (1) As data tracking is necessary to develop effective
1616 6 solutions to lower crime and to prioritize limited
1717 7 resources, an integrated and accurate data system will
1818 8 allow law enforcement agencies to better serve victims, to
1919 9 analyze responses, and to strive to eliminate racial
2020 10 disparities in the local and State responses to crime.
2121 11 (2) Aside from allowing local prosecutors and police
2222 12 to calibrate their response to crime trends, updated data
2323 13 will allow State leaders and policymakers to effectively
2424 14 hone their legislative responses and to distribute
2525 15 resources to successful strategies.
2626 16 (3) An integrated software system would better assist
2727 17 law enforcement agencies in keeping Illinois communities
2828 18 safe from crime.
2929 19 Section 5. The Illinois State Police Law of the Civil
3030 20 Administrative Code of Illinois is amended by adding Section
3131 21 2605-625 as follows:

6767 1 Sec. 2605-625. Uniform Statewide Crime Statistics Task
6868 2 Force.
6969 3 (a) The Illinois State Police shall establish a Uniform
7070 4 Statewide Crime Statistics Task Force within 90 days after the
7171 5 effective date of this amendatory Act of the 103rd General
7272 6 Assembly.
7373 7 (b) The Task Force shall include the following members
7474 8 appointed by the Director of the Illinois State Police:
7575 9 (1) Two individuals representing the Illinois State
7676 10 Police.
7777 11 (2) Two individuals from an organization representing
7878 12 State's Attorneys in Illinois.
7979 13 (3) Two individuals from an organization representing
8080 14 Illinois chiefs of police.
8181 15 (4) Two individuals from an organization representing
8282 16 sworn officers of Illinois law enforcement agencies.
8383 17 (5) Two individuals representing the Office of Firearm
8484 18 Violence Prevention of the Department of Human Services.
8585 19 (6) Two individuals from a membership organization
8686 20 whose mission is to stop domestic violence.
8787 21 (7) Two individuals from the Office of the Secretary
8888 22 of State.
8989 23 (8) Two individuals representing the Department of
9090 24 Innovation and Technology.
9191 25 The Director of the Illinois State Police, or his or her
9292 26 designee, shall serve as Chair of the Task Force. Members

103103 1 shall serve for the entirety of the Task Force without
104104 2 compensation. If a vacancy occurs in the Task Force
105105 3 membership, the vacancy shall be filled in the same manner as
106106 4 the original appointment for the remainder of the unexpired
107107 5 term.
108108 6 (c) The Illinois State Police shall provide administrative
109109 7 and other support to the Task Force.
110110 8 (d) The Task Force shall meet at least monthly to assist
111111 9 the Illinois State Police in the development and
112112 10 implementation of an integrated software system for gathering
113113 11 and publishing crime data from all law enforcement agencies
114114 12 throughout the State.
115115 13 (e) At the conclusion of its work, the Task Force shall
116116 14 submit, no later than one year after the effective date of this
117117 15 amendatory Act of the 103rd General Assembly, a final report
118118 16 and recommendations to the Director of the Illinois State
119119 17 Police that reports, at a minimum, on the development of the
120120 18 integrated software system, what the expected cost would be to
121121 19 implement the integrated software system, and what protocols
122122 20 on accessing and updating the information should be
123123 21 implemented.
124124 22 (f) The Task Force is dissolved and this Section is
125125 23 repealed 2 years after the effective date of this amendatory
126126 24 Act of the 103rd General Assembly.
