Celina Villanueva SYNOPSIS AS INTRODUCED:  20 ILCS 1405/1405-28 new  Amends the Department of Insurance Law of the Civil Administrative Code of Illinois. Provides that the Department of Insurance shall establish an easy enrollment program that shall establish a Statebased reporting system to provide information about the health insurance status of State residents obtained through State income tax returns to identify uninsured individuals and determine whether an uninsured individual is interested in obtaining minimum essential coverage through the program of medical assistance under the Illinois Public Aid Code or another State health plan, determine whether an uninsured individual who is interested in obtaining minimum essential coverage qualifies for an insurance affordability program, proactively contact an uninsured individual who is interested in obtaining minimum essential coverage to assist in enrolling the uninsured individual in an insurance affordability program and minimum essential coverage, and maximize enrollment of eligible uninsured individuals in insurance affordability programs and minimum essential coverage to improve access to care and reduce insurance costs for all residents of the State. Provides that the Department of Public Health, the Comptroller, and the Department of Revenue shall develop and implement systems, policies, and practices that encourage, facilitate, and streamline determination of eligibility for insurance affordability programs and enrollment in State insurance coverage to achieve the purposes of the easy enrollment program. 1  AN ACT concerning State government.
2  Be it enacted by the People of the State of Illinois,
3  represented in the General Assembly:
4  Section 5. The Department of Insurance Law of the Civil
5  Administrative Code of Illinois is amended by adding Section
6  1405-28 as follows:
7  (20 ILCS 1405/1405-28 new)
8  Sec. 1405-28. Illinois easy enrollment program.
9  (a) The Department shall establish an easy enrollment
10  program that shall:
11  (1) establish a Statebased reporting system to
12  provide information about the health insurance status of
13  State residents obtained through State income tax returns
14  to identify uninsured individuals and determine whether an
15  uninsured individual is interested in obtaining minimum
16  essential coverage through the program of medical
17  assistance under Article V of the Illinois Public Aid Code
18  or another State health plan;
19  (2) determine whether an uninsured individual who is
20  interested in obtaining minimum essential coverage
21  qualifies for an insurance affordability program;
22  (3) proactively contact an uninsured individual who is

1  assist in enrolling the uninsured individual in an
2  insurance affordability program and minimum essential
3  coverage; and
4  (4) maximize enrollment of eligible uninsured
5  individuals in insurance affordability programs and
6  minimum essential coverage to improve access to care and
7  reduce insurance costs for all residents of this State.
8  (b) The Department of Public Health, the Comptroller, and
9  the Department of Revenue shall develop and implement systems,
10  policies, and practices that encourage, facilitate, and
11  streamline determination of eligibility for insurance
12  affordability programs and enrollment in State insurance
13  coverage to achieve the purposes of the easy enrollment
14  program.
15  Section 99. Effective date. This Act takes effect January
16  1, 2025.
