1 AN ACT concerning education.
2 Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
4 Section 1. Short title. This Act may be cited as the
5 Failure to Fund Instruction Act.
6 Section 5. Definition. As used in this Act, "public
7 institutions of higher education" means the University of
8 Illinois; Southern Illinois University; Chicago State
9 University; Eastern Illinois University; Governors State
10 University; Illinois State University; Northeastern Illinois
11 University; Northern Illinois University; Western Illinois
12 University; the public community colleges of this State; and
13 any other public universities, colleges, and community
14 colleges now or hereafter established or authorized by the
15 General Assembly.
16 Section 10. Failure to fund.
17 (a) Public institutions of higher education that spends
18 less on instruction than 33% of the amount of revenue it
19 receives in tuition and fees shall report details on revenue
20 and expenditures and submit a plan to spend more than 33% on
21 instruction to the State Board of Education.
