Provides that the government shall not contract for public goods or services with any prohibited source. 1111 1 AN ACT concerning finance.
1212 2 Be it enacted by the People of the State of Illinois,
1313 3 represented in the General Assembly:
1414 4 Section 5. The Illinois Procurement Code is amended by
1515 5 adding Section 20-5.1 as follows:
1616 6 (30 ILCS 500/20-5.1 new)
1717 7 Sec. 20-5.1. Prohibited Sources.
1818 8 (a) It is the policy of the State that it will not do
1919 9 business with entities that promote or tolerate discrimination
2020 10 or infringement of civil rights.
2121 11 (b) No State agency shall contract for goods or services
2222 12 with any prohibited source.
2323 13 (c)"prohibited source" means a contractor or subcontractor
2424 14 that has been determined by an adjudicative body to
2525 15 discriminate against employees or customers on the basis of
2626 16 actual or perceived race, color, creed, religion, ancestry,
2727 17 gender, marital status, sexual orientation, gender identity or
2828 18 expression, physical or mental disability, national origin or
2929 19 age.
3030 20 (d) That contract for public goods or services shall amend
3131 21 their procurement procedures to enforce this Section.
3232 22 (e) Any contract entered into, amended, or renewed by a
3333 23 government agency on or after the effective date of this

6868 1 amendatory Act of the 103rd General Assembly shall include a
6969 2 binding agreement consistent with this Section, and no
7070 3 government agency shall enter into a contract with any
7171 4 government contractor without such a binding agreement.
7272 5 (f) Any anti-discrimination provisions referenced in this
