1111 1 AN ACT concerning education.
1212 2 Be it enacted by the People of the State of Illinois,
1313 3 represented in the General Assembly:
1414 4 Section 5. The School Code is amended by adding Section
1515 5 2-3.104a as follows:
1616 6 (105 ILCS 5/2-3.104a new)
1717 7 Sec. 2-3.104a. Committee on Mandate Review.
1818 8 (a) In this Section, "school district category" includes
1919 9 unit school districts, rural school districts, suburban school
2020 10 districts, and a school district organized under Article 34 of
2121 11 this Code.
2222 12 (b) The State Board of Education shall create a Committee
2323 13 on Mandate Review for the purpose of completing a statewide
2424 14 review of State mandates on school districts.
2525 15 (c) The membership of the committee shall include, but is
2626 16 not limited to, all of the following members:
2727 17 (1) The State Superintendent of Education or a
2828 18 designee who shall serve as chairperson.
2929 19 (2) One member representing a statewide association of
3030 20 regional superintendents of schools appointed by the
3131 21 chairperson of the State Board of Education.
3232 22 (3) Two members appointed by the Speaker of the House
3333 23 of Representatives.

140140 1 (d) The committee shall meet at the call of the
141141 2 chairperson. Members of the committee shall serve without
142142 3 compensation but shall be reimbursed for their reasonable and
143143 4 necessary expenses from funds appropriated to the State Board
144144 5 of Education for that purpose, including travel, subject to
145145 6 the rules of the appropriate travel control board. The State
146146 7 Board of Education shall provide administrative and other
147147 8 support to the committee.
148148 9 (e) The committee shall report its findings and
149149 10 recommendations to the State Board of Education and General
150150 11 Assembly on or before December 1, 2024.
151151 12 The report shall include, but is not limited to, all of the
152152 13 following items:
153153 14 (1) An analysis of the cost to implement a mandate by
154154 15 each school district category.
155155 16 (2) An analysis of the amount of staff time and the
156156 17 number of staff needed to implement the mandate by each
157157 18 school district category.
158158 19 (3) An analysis of the resources available for the
159159 20 consistent implementation of the mandate by each school
160160 21 district category.
161161 22 (4) An analysis of the duplication of any mandates
162162 23 that school districts are required to implement and are
163163 24 related to a legislative mandate.
164164 25 (5) A summary of the practices used by school
165165 26 districts that have been granted waivers of a legislative
