11	11	1 AN ACT concerning education.
12	12	2 Be it enacted by the People of the State of Illinois,
13	13	3 represented in the General Assembly:
14	14	4 Section 5. The School Code is amended by adding Section
15	15	5 2-3.104a as follows:
16	16	6 (105 ILCS 5/2-3.104a new)
17	17	7 Sec. 2-3.104a. Committee on Mandate Review.
18	18	8 (a) In this Section, "school district category" includes
19	19	9 unit school districts, rural school districts, suburban school
20	20	10 districts, and a school district organized under Article 34 of
21	21	11 this Code.
22	22	12 (b) The State Board of Education shall create a Committee
23	23	13 on Mandate Review for the purpose of completing a statewide
24	24	14 review of State mandates on school districts.
25	25	15 (c) The membership of the committee shall include, but is
26	26	16 not limited to, all of the following members:
27	27	17 (1) The State Superintendent of Education or a
28	28	18 designee who shall serve as chairperson.
29	29	19 (2) One member representing a statewide association of
30	30	20 regional superintendents of schools appointed by the
31	31	21 chairperson of the State Board of Education.
32	32	22 (3) Two members appointed by the Speaker of the House
33	33	23 of Representatives.

140	140	1 (d) The committee shall meet at the call of the
141	141	2 chairperson. Members of the committee shall serve without
142	142	3 compensation but shall be reimbursed for their reasonable and
143	143	4 necessary expenses from funds appropriated to the State Board
144	144	5 of Education for that purpose, including travel, subject to
145	145	6 the rules of the appropriate travel control board. The State
146	146	7 Board of Education shall provide administrative and other
147	147	8 support to the committee.
148	148	9 (e) The committee shall report its findings and
149	149	10 recommendations to the State Board of Education and General
150	150	11 Assembly on or before December 1, 2024.
151	151	12 The report shall include, but is not limited to, all of the
152	152	13 following items:
153	153	14 (1) An analysis of the cost to implement a mandate by
154	154	15 each school district category.
155	155	16 (2) An analysis of the amount of staff time and the
156	156	17 number of staff needed to implement the mandate by each
157	157	18 school district category.
158	158	19 (3) An analysis of the resources available for the
159	159	20 consistent implementation of the mandate by each school
160	160	21 district category.
161	161	22 (4) An analysis of the duplication of any mandates
162	162	23 that school districts are required to implement and are
163	163	24 related to a legislative mandate.
164	164	25 (5) A summary of the practices used by school
165	165	26 districts that have been granted waivers of a legislative
