The sum of $135,000, or so much thereof as may 11 be necessary, is appropriated to the Secretary of State from 12 the Illinois Pan Hellenic Trust Fund to provide grants for 13 charitable purposes sponsored by African -American fraternities 14 and sororities. 15 Section 110. The sum of $215,000, or so much thereof as may 1 be necessary, is appropriated to the Secretary of State from 2 the Illinois Route 66 Heritage Project Fund to provide grants 3 for the development of tourism, education, preservation and 4 promotion of Route 66. 5 Section 120. The sum of $600,000, or so much thereof as may 6 be necessary, is appropriated from the Police Memorial 7 Committee Fund to the Office of the Secretary of State for 8 grants to the Police Memorial Committee for maintaining a 9 memorial statue, holding an annual memorial commemoration, and 10 giving scholarships or grants to children and spouses of police 11 officers killed in the line of duty. 12 Section 125. The following named sum, or so much thereof 13 as may be necessary, respectively, a re appropriated to the 14 Office of the Secretary of State for such purposes in Section 15 3-646 of the Illinois Vehicle Code, for grants to the Regional 16 Organ Bank of Illinois and to Mid -America Transplant Services 17 for the purpose of promotion of organ and tiss ue donation 18 awareness. These amounts are in addition to any amounts 19 otherwise appropriated to the Office of the Secretary of State: 20 From Organ Donor Awareness Fund ..................... 170,000 21 Section 130. The sum of $450,000, or so much thereof as may 22 SB2556 -20- LRB103 31563 DTM 59699 b be necessary, is app ropriated to the Secretary of State from 1 the Chicago Police Memorial Foundation Fund for grants to the 2 Chicago Police Memorial Foundation for maintenance of a 3 memorial and park, holding an annual memorial commemoration, 4 giving scholarships to children of p olice officers killed or 5 catastrophically injured in the line of duty, providing 6 financial assistance to police officers and their families when 7 a police officer is killed or injured in the line of duty, and 8 paying the insurance premiums for police officer s who are 9 terminally ill. 10 Section 135. The sum of $155,000, or so much thereof as may 11 be necessary, is appropriated to the Secretary of State from 12 the U.S. Marine Corps Scholarship Fund to provide grants per 13 Section 3-651 of the Illinois Vehicle Code. 14 Section 140. The sum of $1,000,000, or so much thereof as 15 may be necessary, is appropriated from the SOS Federal Projects 16 Fund to the Office of the Secretary of State for the payment 17 of any operational expenses relating to the cost incident to 18 augmenting the Illinois Commercial Motor Vehicle safety program 19 by assuring and verifying the identity of drivers prior to 20 licensure, including CDL operators; for improved security for 21 Drivers Licenses and Personal Identification Cards; and any 22 other related program deemed appropriate by the Office of the 23 SB2556 -21- LRB103 31563 DTM 59699 b Secretary of State. 1 Section 145. The sum of $1,500,000, or so much thereof as 2 may be necessary, is appropriated to the Office of the Secretary 3 of State from the Securities Investors Education Fund for any 4 expenses used to promote public awareness of the dangers of 5 securities fraud. 6 Section 150. The sum of $5,000, or so much thereof as may 7 be necessary, is appropriated to the Office of the Secretary 8 of State from the Secretary of State Evidence Fund for the 9 purchase of evidence, for the employment of persons to obtain 10 evidence, and for the payment for any goods or services related 11 to obtaining evidence. 12 Section 155. The sum of $225,000, or so much thereof as may 13 be necessary, is appropriated from the Electric Vehicle Rebate 14 Fund to the Office of Secretary of State for the cost of 15 administering the Electric Vehicle Rebate Act . 16 Section 160. The sum of $15,000, or so much thereof as may 11 be necessary, is appropriated from the Secretary of State 12 Police DUI Fund to the Secretary of State for the payments of 13 goods and services that will assist in the prevention of 14 alcohol-related criminal violence throughout the State. 15 Section 180. The sum of $1,000,000, or so much thereof as 16 may be necessary, is appropriated from the Secretary of State 17 Police Services Fund to the Secretary of State for purposes as 18 indicated by the grantor or contractor or, in the case of money 19 bequeathed or granted for no specific purpose, for any purpose 20 as deemed appropriate by the Director of the Secretary of State 21 Department of Police in administering the responsibilities of 22 SB2556 -23- LRB103 31563 DTM 59699 b the Secretary of State Department of Polic e. 1 Section 185. The sum of $300,000, or so much thereof as may 2 be necessary, is appropriated from the Office of the Secretary 3 of State Grant Fund to the Office of the Secretary of State to 4 be expended in accordance with the terms and conditions upon 5 which such funds were received. 6 Section 190. The sum of $24,300, or so much thereof as may 7 be necessary, is appropriated to the Office of the Secretary 8 of State from the State Library Fund to increase the collection 9 of books, records, and holdings; to hold public forums; to 10 purchase equipment and resource materials for the State 11 Library; and for the upkeep, repair, and maintenance of the 12 State Library building and grounds. 13 Section 195. The following sum, or so much thereof as may 14 be necessary, is appropr iated to the Office of the Secretary 15 of State for any operations, alterations, rehabilitations, new 16 construction, and maintenance of the interior and exterior of 17 the various buildings and facilities under the jurisdiction of 18 the Secretary of State to enhan ce security measures in the 19 Capitol Complex: 20 From General Revenue Fund ......................... 5,000,000 21 SB2556 -24- LRB103 31563 DTM 59699 b Section 200. The sum of $50,000,000, or so much thereof 1 as may be necessary, is appropriated from the Secretary of 2 State Identification Security and Theft Prevention Fun d to the 3 Office of Secretary of State for all costs related to 4 implementing identification security and theft prevention 5 measures. 6 Section 205. The sum of $2,500,000, or so much thereof as 7 may be necessary, is appropriated to the Office of the Secretar y 8 of State from the Driver Services Administration Fund for the 9 payment of costs related to the issuance of temporary visitor’s 10 driver’s licenses, and other operational costs, including 11 personnel, facilities, computer programming, and data 12 transmission. 13 Section 210. The sum of $2,400,000, or so much thereof as 14 may be necessary, is appropriated from the Monitoring Device 15 Driving Permit Administration Fee Fund to the Office of the 16 Secretary of State for all Secretary of State costs associated 17 with administering Monitoring Device Driving Permits per Public 18 Act 95-0400. 19 Section 215. The sum of $300,000, or so much thereof as 20 may be necessary, is appropriated from the Indigent BAIID Fund 21 to the Office of the Secretary of State to reimburse ignition 22 SB2556 -25- LRB103 31563 DTM 59699 b interlock device providers per Public Act 95 -0400, including 1 reimbursements submitted in prior years. 2 Section 220. The sum of $45 ,000,000, or so much thereof as 3 may be necessary, is appropriated to the Office of the Secretary 4 of State from the Vehicle Hijacking and Motor Vehicle Theft 5 Prevention and Insurance Verification Trust Fund for awards, 6 grants, and operational support to implement the Illinois 7 Vehicle Hijacking and Motor Vehicle Theft Prevention and 8 Insurance Verification Act, and for operational expenses of the 9 Office to implement the Act. 10 Section 225. The sum of $50,000, or so much thereof as may 11 be necessary, is appropriated to the Secretary of State from 12 the Illinois Professional Golfers Association Junior Golf Fund 13 for grants to the Illinois Professional Golfers Association 14 Foundation to help Ass ociation members expose Illinois 15 youngsters to the game of golf. 16 Section 230. The sum of $160,000, or so much thereof as 17 may be necessary, is appropriated to the Secretary of State 18 from the Agriculture in the Classroom Fund for grants to support 19 Agriculture in the Classroom programming for public and private 20 schools within Illinois. 21 SB2556 -26- LRB103 31563 DTM 59699 b Section 235. The sum of $25,000, or so much thereof as may 1 be necessary, is appropriated to the Secretary of State from 2 the Boy Scout and Girl Scout Fund for grants to th e Illinois 3 divisions of the Boy Scouts of America and the Girl Scouts of 4 the U.S.A. 5 Section 240. The sum of $45,000, or so much thereof as may 6 be necessary, is appropriated to the Secretary of State from 7 the Support Our Troops Fund for grants to Illin ois Support Our 8 Troops, Inc. for charitable assistance to the troops and their 9 families in accordance with its Articles of Incorporation. 10 Section 245. The sum of $4,000, or so much thereof as may 11 be necessary, is appropriated to the Office of the Secre tary 12 of State from the Rotary Club Fund for grants for charitable 13 purposes sponsored by the Rotary Club. 14 Section 250. The sum of $13,000, or so much thereof as may 15 be necessary, is appropriated to the Office of the Secretary 16 of State from the Ovarian C ancer Awareness Fund for grants to 17 the National Ovarian Cancer Coalition, Inc. for ovarian cancer 18 research, education, screening, and treatment. 19 Section 255. The sum of $6,000, or so much thereof as may 20 be necessary, is appropriated to the Office of th e Secretary 21 SB2556 -27- LRB103 31563 DTM 59699 b of State from the Sheet Metal Workers International Association 1 of Illinois Fund for grants for charitable purposes sponsored 2 by Illinois chapters of the Sheet Metal Workers International 3 Association. 4 Section 260. The sum of $120,000, or so much thereof as 5 may be necessary, is appropriated to the Office of the Secretary 6 of State from the Illinois Police Association Fund for 7 providing death benefits for the families of police officers 8 killed in the line of duty, and for providing scholarships , for 9 graduate study, undergraduate study, or both, to children and 10 spouses of police officers killed in the line of duty. 11 Section 265. The sum of $8,000, or so much thereof as may 12 be necessary, is appropriated to the Secretary of State from 13 the International Brotherhood of Teamsters Fund for grants to 14 the Teamsters Joint Council 25 Charitable Trust for religious, 15 charitable, scientific, literary, and educational purposes. 16 Section 270. The sum of $16,000, or so much thereof as may 17 be necessary, is ap propriated to the Office of the Secretary 18 of State from the Fraternal Order of Police Fund for grants to 19 the Illinois Fraternal Order of Police to increase the 20 efficiency and professionalism of law enforcement officers in 21 Illinois, to educate the public ab out law enforcement issues, 22 SB2556 -28- LRB103 31563 DTM 59699 b to more firmly establish the public confidence in law 1 enforcement, to create partnerships with the public, and to 2 honor the service of law enforcement officers. 3 Section 275. The sum of $35,000, or so much thereof as may 4 be necessary, is appropriated to the Secretary of State from 5 the Share the Road Fund for grants to the League of Illinois 6 Bicyclists, a not for profit corporation, for educational 7 programs instructing bicyclists and motorists how to legally 8 and more safely share the roadways. 9 Section 280. The sum of $0, or so much thereof as may be 10 necessary, is appropriated to the Office of the Secretary of 11 State from the St. Jude Children’s Research Fund for grants to 12 St. Jude Children’s Research Hospital for pediatric t reatment 13 and research. 14 Section 285. The sum of $25,000, or so much thereof as may 15 be necessary, is appropriated to the Office of the Secretary 16 of State from the Ducks Unlimited Fund for grants to Ducks 17 Unlimited, Inc. to fund wetland protection, enhance ment, and 18 restoration projects in the State of Illinois, to fund 19 education and outreach for media, volunteers, members, and the 20 general public regarding waterfowl and wetlands conservation 21 in the State of Illinois, and to cover reasonable cost for 22 SB2556 -29- LRB103 31563 DTM 59699 b Ducks Unlimited plate advertising and administration of the 1 wetland conservation projects and education program. 2 Section 290. The sum of $200,000, or so much thereof as may 3 be necessary, is appropriated to the Secretary of State from 4 the Family Responsibility F und for all costs associated with 5 enforcement of the Family Financial Responsibility Law. 6 Section 295. The sum of $500,000, or so much thereof as may 7 be necessary, is appropriated to the Office of the Secretary 8 of State from the Illinois State Police Me morial Park Fund for 9 grants to the Illinois State Police Heritage Foundation, Inc. 10 for building and maintaining a memorial and park, holding an 11 annual memorial commemoration, giving scholarships to children 12 of State police officers killed or catastrophically injured in 13 the line of duty, and providing financial assistance to police 14 officers and their families when a police officer is killed 15 or injured in the line of duty. 16 Section 300. The sum of $5,000, or so much thereof as may 17 be necessary, is appropri ated to the Office of the Secretary 18 of State from the Illinois Sheriffs' Association Scholarship 19 and Training Fund for grants to the Illinois Sheriffs' 20 Association for scholarships obtained in a competitive process 21 to attend the Illinois Teen Institute or an accredited college 22 SB2556 -30- LRB103 31563 DTM 59699 b or university, for programs designed to benefit the elderly and 1 teens, and for law enforcement training. 2 Section 305. The sum of $1,300,000, or so much thereof as 3 may be necessary, is appropriated to the Office of the Secretary 4 of State from the Alzheimer’s Awareness Fund for grants to the 5 Alzheimer’s Disease and Related Disorders Association, Greater 6 Illinois Chapter, for Alzheimer ’s care, support, education, and 7 awareness programs. 8 Section 310. The sum of $35,000, or so much thereof as may 9 be necessary, is appropriated to the Office of the Secretary 10 of State from the Illinois Nurses Foundation Fund for grants 11 to the Illinois Nurses Foundation, to promote the health of the 12 public by advancing the nursing profession in this State. 13 Section 315. The sum of $3,000, or so much thereof as may 14 be necessary, is appropriated to the Office of the Secretary 15 of State from the Hospice Fund for grants to a statewide 16 organization whose primary membership consists of hospice 17 programs. 18 Section 320. The sum of $35,000, or so much thereof as may 19 be necessary, is appropriated to the Office of the Secretary 20 of State from the Octave Chanute Aerospace Heritage Fund for 21 SB2556 -31- LRB103 31563 DTM 59699 b grants to the Rantoul Historical Society and Museum, or any 1 other charitable foundation responsible for the former exhibits 2 and collections of the Chanute Air Museum, for operational and 3 program expenses of the Chanute Air Museum and any other 4 structure housing exhibits and collections of the Chanute Air 5 Museum. 6 7 Section 325. The sum of $11,000,000, or so much thereof 8 as may be necessary, is appropriated from the Secretary of 9 State Special Services Fund to the Office of the Secretary of 10 State for operating program expenses related to the enforcement 11 of administering laws r elated to vehicles and transportation. 12 Section 330. The sum of $0, or so much thereof as may be 13 necessary, is appropriated from the General Revenue Fund to the 14 Office of the Secretary of State for all Secretary of State 15 costs associated with the implem entation of the provisions of 16 Article XIV of the Illinois Constitution, including , without 17 limitation, the duties under the Constitutional Convention Act 18 and the Illinois Constitutional Amendment Act. 19 Section 335. The amount of $150,000, or so much of this 20 amount as may be necessary, is appropriated from the General 21 Revenue Fund to the Office of the Secretary of State for 22 ordinary and contingent expenses of the Executive Inspector 23 SB2556 -32- LRB103 31563 DTM 59699 b General. 1 Section 340. The sum of $300 or so much thereof as may be 2 necessary, is appropriated from the Guide Dogs of America Fund 3 to the Office of the Secretary of State for such purposes in 4 Section 3-699.14 of the Illinois Vehicle Code (625 ILCS 5). 5 Section 345. The sum of $13,000, or so much thereof as may 6 be necessary, is appropriated from the Illinois EMS Memorial 7 Scholarship and Training Fund to the Office of the Secretary 8 of State for such purposes in Section 3 -684 of the Illinois 9 Vehicle Code (625 ILCS 5). 10 Section 350. The amount of $200,000,000, or so much thereof 11 as may be necessary, is appropriated to the Office of the 12 Secretary of State from the General Revenue Fund for deposit 13 into the Secretary of State Special Services Fund for 14 technology modernization and maintenance of information 15 technology systems and infrastructure and other costs. 16 Section 99. Effective date. This Act takes effect on july 17 1, 2023. 18
