	15	+	13 (a) In addition to any other special license plate, the
	16	+	14 Secretary, upon receipt of all applicable fees and
	17	+	15 applications made in the form prescribed by the Secretary, may
	18	+	16 issue Universal special license plates to residents of
	19	+	17 Illinois on behalf of organizations that have been authorized
	20	+	18 by the General Assembly to issue decals for Universal special
	21	+	19 license plates. Appropriate documentation, as determined by
	22	+	20 the Secretary, shall accompany each application. Authorized
	23	+	21 organizations shall be designated by amendment to this

	32	+	1 Section. When applying for a Universal special license plate
	33	+	2 the applicant shall inform the Secretary of the name of the
	34	+	3 authorized organization from which the applicant will obtain a
	35	+	4 decal to place on the plate. The Secretary shall make a record
	36	+	5 of that organization and that organization shall remain
	37	+	6 affiliated with that plate until the plate is surrendered,
	38	+	7 revoked, or otherwise cancelled. The authorized organization
	39	+	8 may charge a fee to offset the cost of producing and
	40	+	9 distributing the decal, but that fee shall be retained by the
	41	+	10 authorized organization and shall be separate and distinct
	42	+	11 from any registration fees charged by the Secretary. No decal,
	43	+	12 sticker, or other material may be affixed to a Universal
	44	+	13 special license plate other than a decal authorized by the
	45	+	14 General Assembly in this Section or a registration renewal
	46	+	15 sticker. The special plates issued under this Section shall be
	47	+	16 affixed only to passenger vehicles of the first division,
	48	+	17 including motorcycles and autocycles, or motor vehicles of the
	49	+	18 second division weighing not more than 8,000 pounds. Plates
	50	+	19 issued under this Section shall expire according to the
	51	+	20 multi-year procedure under Section 3-414.1 of this Code.
	52	+	21 (b) The design, color, and format of the Universal special
	53	+	22 license plate shall be wholly within the discretion of the
	54	+	23 Secretary. Universal special license plates are not required
	55	+	24 to designate "Land of Lincoln", as prescribed in subsection
	56	+	25 (b) of Section 3-412 of this Code. The design shall allow for
	57	+	26 the application of a decal to the plate. Organizations

	68	+	1 authorized by the General Assembly to issue decals for
	69	+	2 Universal special license plates shall comply with rules
	70	+	3 adopted by the Secretary governing the requirements for and
	71	+	4 approval of Universal special license plate decals. The
	72	+	5 Secretary may, in his or her discretion, allow Universal
	73	+	6 special license plates to be issued as vanity or personalized
	74	+	7 plates in accordance with Section 3-405.1 of this Code. The
	75	+	8 Secretary of State must make a version of the special
	76	+	9 registration plates authorized under this Section in a form
	77	+	10 appropriate for motorcycles and autocycles.
	78	+	11 (c) When authorizing a Universal special license plate,
	79	+	12 the General Assembly shall set forth whether an additional fee
	80	+	13 is to be charged for the plate and, if a fee is to be charged,
	81	+	14 the amount of the fee and how the fee is to be distributed.
	82	+	15 When necessary, the authorizing language shall create a
	83	+	16 special fund in the State treasury into which fees may be
	84	+	17 deposited for an authorized Universal special license plate.
	85	+	18 Additional fees may only be charged if the fee is to be paid
	86	+	19 over to a State agency or to a charitable entity that is in
	87	+	20 compliance with the registration and reporting requirements of
	88	+	21 the Charitable Trust Act and the Solicitation for Charity Act.
	89	+	22 Any charitable entity receiving fees for the sale of Universal
	90	+	23 special license plates shall annually provide the Secretary of
	91	+	24 State a letter of compliance issued by the Attorney General
	92	+	25 verifying that the entity is in compliance with the Charitable
	93	+	26 Trust Act and the Solicitation for Charity Act.

	104	+	1 (d) Upon original issuance and for each registration
	105	+	2 renewal period, in addition to the appropriate registration
	106	+	3 fee, if applicable, the Secretary shall collect any additional
	107	+	4 fees, if required, for issuance of Universal special license
	108	+	5 plates. The fees shall be collected on behalf of the
	109	+	6 organization designated by the applicant when applying for the
	110	+	7 plate. All fees collected shall be transferred to the State
	111	+	8 agency on whose behalf the fees were collected, or paid into
	112	+	9 the special fund designated in the law authorizing the
	113	+	10 organization to issue decals for Universal special license
	114	+	11 plates. All money in the designated fund shall be distributed
	115	+	12 by the Secretary subject to appropriation by the General
	116	+	13 Assembly.
	117	+	14 (e) The following organizations may issue decals for
	118	+	15 Universal special license plates with the original and renewal
	119	+	16 fees and fee distribution as follows:
	120	+	17 (1) The Illinois Department of Natural Resources.
	121	+	18 (A) Original issuance: $25; with $10 to the
	122	+	19 Roadside Monarch Habitat Fund and $15 to the Secretary
	123	+	20 of State Special License Plate Fund.
	124	+	21 (B) Renewal: $25; with $23 to the Roadside Monarch
	125	+	22 Habitat Fund and $2 to the Secretary of State Special
	126	+	23 License Plate Fund.

	367	+	12 Mechanics Training Fund shall be paid as grants to the
	368	+	13 Mechanics Local 701 Training Fund.
	369	+	14 (7) The Theresa Tracy Trot - Illinois CancerCare
	370	+	15 Foundation Fund. All money in the Theresa Tracy Trot -
	371	+	16 Illinois CancerCare Foundation Fund shall be paid to the
	372	+	17 Illinois CancerCare Foundation for the purpose of
	373	+	18 furthering pancreatic cancer research.
	374	+	19 (8) The Developmental Disabilities Awareness Fund. All
	375	+	20 money in the Developmental Disabilities Awareness Fund
	376	+	21 shall be paid as grants to the Illinois Department of
	377	+	22 Human Services to fund legal aid groups to assist with
	378	+	23 guardianship fees for private citizens willing to become
	379	+	24 guardians for individuals with developmental disabilities
	380	+	25 but who are unable to pay the legal fees associated with
	381	+	26 becoming a guardian.

	400	+	9 (11) The Experimental Aircraft Association Fund. All

	402	+	11 be paid, subject to appropriation by the General Assembly
	403	+	12 and distribution by the Secretary, as grants to promote
	404	+	13 recreational aviation.
	405	+	14 (12) The Child Abuse Council of the Quad Cities Fund.
	406	+	15 All money in the Child Abuse Council of the Quad Cities
	407	+	16 Fund shall be paid as grants to benefit the Child Abuse
	408	+	17 Council of the Quad Cities.
	409	+	18 (13) The Illinois Health Care Workers Benefit Fund.
	410	+	19 All money in the Illinois Health Care Workers Benefit Fund
	411	+	20 shall be paid as grants to the Trinity Health Foundation
	412	+	21 for the benefit of health care workers, doctors, nurses,
	413	+	22 and others who work in the health care industry in this
	414	+	23 State.
	415	+	24 (14) The Future Farmers of America Fund. All money in
	416	+	25 the Future Farmers of America Fund shall be paid as grants
	417	+	26 to the Illinois Association of Future Farmers of America.
