1717 2 Be it enacted by the People of the State of Illinois,

1919 4 Section 5. The State Officials and Employees Ethics Act is

2424 9 Sec. 7-5. Continuing education for public officials.
2525 10 (a) Each officer or member who, on or after the effective
2626 11 date of this amendatory Act of the 103rd General Assembly, is
2727 12 elected or appointed to office must complete, at his or her own
2828 13 expense, the 8-hour continuing education program approved by
2929 14 the Illinois Community College Board under subsection (b) of
3030 15 this Section within 2 years after the date the officer or
3131 16 member is first elected or appointed. After the initial
3232 17 training, each officer or member must complete a 4-hour
3333 18 training every 2 years thereafter for as long as he or she
3434 19 remains an officer or member. However, an officer or member
3535 20 who is elected or appointed to more than one public office must
3636 21 complete the 4-hour continuing education program only once

8282 1 (b) The Illinois Council on Economic Education, located at
8383 2 Northern Illinois University, shall develop, and the Illinois
8484 3 Community College Board shall review for approval, an 8-hour
8585 4 and 4-hour continuing education program for officers and
8686 5 members. The continuing education program curriculum shall
8787 6 consist of courses focusing on macroeconomic and microeconomic
8888 7 theories and the interaction between economic theory and
8989 8 governmental policy, including, but not limited to, the impact
9090 9 of government financial decisions and policy decisions on
9191 10 individuals and businesses.
9292 11 (c) An officer or member who fails to timely complete the
9393 12 continuing education program required under this Section is
9494 13 subject to the penalties specified in subsection (e) of
9595 14 Section 50-5 of this Act, and if that officer or member does
9696 15 not timely pay an administrative fine levied under that
9797 16 Section and complete the continuing education program, then he
9898 17 or she may not subsequently be elected or appointed as an
9999 18 officer or member.
100100 19 (d) An officer or member who is currently licensed by the
101101 20 Sate in a financial field and is already required to take
102102 21 continuing education classes concerning accounting, economics,
103103 22 or finance shall be exempt from the requirements of this
104104 23 Section.

967967 2 the purpose of hearing and passing upon objector's petitions
968968 3 shall independently verify that no candidate under its
969969 4 jurisdiction is barred from being elected or appointed under
970970 5 subsection (c) of Section 7-5 of the State Officials and
971971 6 Employees Ethics Act. If the electoral board finds that a
972972 7 candidate is barred from being elected or appointed under
