4-AN ACT concerning government.
5-Be it enacted by the People of the State of Illinois,
6-represented in the General Assembly:
7-Section 5. The Department of Public Health Powers and
8-Duties Law of the Civil Administrative Code of Illinois is
9-amended by adding Section 2310-711 as follows:
10-(20 ILCS 2310/2310-711 new)
11-Sec. 2310-711. Training; cell phone medical information.
12-The Department shall require and approve a program to train
13-EMS personnel, as that term is defined in Section 3.5 of the
14-Emergency Medical Services (EMS) Systems Act, to access a cell
15-phone's medical identification or medical information
16-application. The Department shall adopt rules to implement
17-this Section. EMS personnel may not be charged any fee for
18-training required under this Section and may not be required
19-to complete the training until at least 6 months after
20-adoption of rules under this Section.
21-Section 10. The Illinois State Police Law of the Civil
22-Administrative Code of Illinois is amended by changing Section
23-2605-51 as follows:

32-(a) The Division of the Academy and Training shall
33-exercise, but not be limited to, the following functions:
34-(1) Oversee and operate the Illinois State Police
35-Training Academy.
36-(2) Train and prepare new officers for a career in law
37-enforcement, with innovative, quality training and
38-educational practices.
39-(3) Offer continuing training and educational programs
40-for Illinois State Police employees.
41-(4) Oversee the Illinois State Police's recruitment
42-initiatives.
43-(5) Oversee and operate the Illinois State Police's
44-quartermaster.
45-(6) Duties assigned to the Illinois State Police in
46-Article 5, Chapter 11 of the Illinois Vehicle Code
47-concerning testing and training officers on the detection
48-of impaired driving.
49-(7) Duties assigned to the Illinois State Police in
50-Article 108B of the Code of Criminal Procedure.
51-(a-5) Successful completion of the Illinois State Police
52-Academy satisfies the minimum standards pursuant to
53-subsections (a), (b), and (d) of Section 7 of the Illinois
54-Police Training Act and exempts State police officers from the
55-Illinois Law Enforcement Training Standards Board's State

59-Satisfactory completion shall be evidenced by a commission or
60-certificate issued to the officer.
61-(b) The Division of the Academy and Training shall
62-exercise the rights, powers, and duties vested in the former
63-Division of State Troopers by Section 17 of the Illinois State
64-Police Act.
65-(c) Specialized training.
66-(1) Training; cultural diversity. The Division of the
67-Academy and Training shall provide training and continuing
68-education to State police officers concerning cultural
69-diversity, including sensitivity toward racial and ethnic
70-differences. This training and continuing education shall
71-include, but not be limited to, an emphasis on the fact
72-that the primary purpose of enforcement of the Illinois
73-Vehicle Code is safety and equal and uniform enforcement
74-under the law.
75-(2) Training; death and homicide investigations. The
76-Division of the Academy and Training shall provide
77-training in death and homicide investigation for State
78-police officers. Only State police officers who
79-successfully complete the training may be assigned as lead
80-investigators in death and homicide investigations.
81-Satisfactory completion of the training shall be evidenced
82-by a certificate issued to the officer by the Division of
83-the Academy and Training. The Director shall develop a
84-process for waiver applications for officers whose prior

87-training and experience as homicide investigators may
88-qualify them for a waiver. The Director may issue a
89-waiver, at his or her discretion, based solely on the
90-prior training and experience of an officer as a homicide
91-investigator.
92-(A) The Division shall require all homicide
93-investigator training to include instruction on
94-victim-centered, trauma-informed investigation. This
95-training must be implemented by July 1, 2023.
96-(B) The Division shall cooperate with the Division
97-of Criminal Investigation to develop a model
98-curriculum on victim-centered, trauma-informed
99-investigation. This curriculum must be implemented by
100-July 1, 2023.
101-(3) Training; police dog training standards. All
102-police dogs used by the Illinois State Police for drug
103-enforcement purposes pursuant to the Cannabis Control Act,
104-the Illinois Controlled Substances Act, and the
105-Methamphetamine Control and Community Protection Act shall
106-be trained by programs that meet the certification
107-requirements set by the Director or the Director's
108-designee. Satisfactory completion of the training shall be
109-evidenced by a certificate issued by the Division of the
110-Academy and Training.
111-(4) Training; post-traumatic stress disorder. The
112-Division of the Academy and Training shall conduct or

115-approve a training program in post-traumatic stress
116-disorder for State police officers. The purpose of that
117-training shall be to equip State police officers to
118-identify the symptoms of post-traumatic stress disorder
119-and to respond appropriately to individuals exhibiting
120-those symptoms.
121-(5) Training; opioid antagonists. The Division of the
122-Academy and Training shall conduct or approve a training
123-program for State police officers in the administration of
124-opioid antagonists as defined in paragraph (1) of
125-subsection (e) of Section 5-23 of the Substance Use
126-Disorder Act that is in accordance with that Section. As
127-used in this Section, "State police officers" includes
128-full-time or part-time State police officers,
129-investigators, and any other employee of the Illinois
130-State Police exercising the powers of a peace officer.
131-(6) Training; sexual assault and sexual abuse.
132-(A) Every 3 years, the Division of the Academy and
133-Training shall present in-service training on sexual
134-assault and sexual abuse response and report writing
135-training requirements, including, but not limited to,
136-the following:
137-(i) recognizing the symptoms of trauma;
138-(ii) understanding the role trauma has played
139-in a victim's life;
140-(iii) responding to the needs and concerns of

149-common myths of sexual assault and sexual abuse;
150-and
151-(vii) report writing techniques in accordance
152-with the curriculum standards in this paragraph
153-(6).
154-(B) This training must also be presented in all
155-full and part-time basic law enforcement academies.
156-(C) Instructors providing this training shall have
157-successfully completed training on evidence-based,
158-trauma-informed, victim-centered responses to cases of
159-sexual assault and sexual abuse and have experience
160-responding to sexual assault and sexual abuse cases.
161-(D) The Illinois State Police shall adopt rules,
162-in consultation with the Office of the Attorney
163-General and the Illinois Law Enforcement Training
164-Standards Board, to determine the specific training
165-requirements for these courses, including, but not
166-limited to, the following:
167-(i) evidence-based curriculum standards for
168-report writing and immediate response to sexual

171-assault and sexual abuse, including
172-trauma-informed, victim-centered interview
173-techniques, which have been demonstrated to
174-minimize retraumatization, for all State police
175-officers; and
176-(ii) evidence-based curriculum standards for
177-trauma-informed, victim-centered investigation
178-and interviewing techniques, which have been
179-demonstrated to minimize retraumatization, for
180-cases of sexual assault and sexual abuse for all
181-State police officers who conduct sexual assault
182-and sexual abuse investigations.
183-(7) Training; human trafficking. The Division of the
184-Academy and Training shall conduct or approve a training
185-program in the detection and investigation of all forms of
186-human trafficking, including, but not limited to,
187-involuntary servitude under subsection (b) of Section 10-9
188-of the Criminal Code of 2012, involuntary sexual servitude
189-of a minor under subsection (c) of Section 10-9 of the
190-Criminal Code of 2012, and trafficking in persons under
191-subsection (d) of Section 10-9 of the Criminal Code of
192-2012. This program shall be made available to all cadets
193-and State police officers.
194-(8) Training; hate crimes. The Division of the Academy
195-and Training shall provide training for State police
196-officers in identifying, responding to, and reporting all

200-(9) Training; cell phone medical information. The
201-Division of the Academy and Training shall develop and
202-require each State police officer to complete training on
203-accessing and utilizing medical information stored in cell
204-phones. The Division may use the program approved under
205-Section 2310-711 of the Department of Public Health Powers
206-and Duties Law of the Civil Administrative Code of
207-Illinois to develop the Division's program.
208-(d) The Division of the Academy and Training shall
209-administer and conduct a program consistent with 18 U.S.C.
210-926B and 926C for qualified active and retired Illinois State
211-Police officers.
