11	11	1 AN ACT concerning finance.
12	12	2 Be it enacted by the People of the State of Illinois,
13	13	3 represented in the General Assembly:
14	14	4 Section 5. The Business Enterprise for Minorities, Women,
15	15	5 and Persons with Disabilities Act is amended by changing
16	16	6 Section 8i as follows:
17	17	7 (30 ILCS 575/8i)
18	18	8 (Section scheduled to be repealed on June 30, 2029)
19	19	9 Sec. 8i. Renewals. State agencies and public institutions
20	20	10 of higher education shall:
21	21	11 (a) review all existing contracts prior to the time of
22	22	12 renewal to determine if the contract goal is being met by
23	23	13 the prime vendor;
24	24	14 (b) review all existing contracts prior to the time of
25	25	15 renewal to determine if the contract goal should be
26	26	16 increased based upon market conditions and availability of
27	27	17 firms certified pursuant to this Act;
28	28	18 (c) review existing contracts with no contract goal to
29	29	19 determine if a goal can be established; if it is
30	30	20 determined that a contract goal can be established, the
31	31	21 State agency or public institution of higher education
32	32	22 shall encourage the prime vendor to amend the contract to
33	33	23 include the contract goal; if a prime vendor is not
