4-AN ACT concerning commuter passenger rail service.
5-Be it enacted by the People of the State of Illinois,
6-represented in the General Assembly:
7-Section 5. The Transportation Cooperation Act of 1971 is
8-amended by adding Section 7.5 as follows:
9-(5 ILCS 225/7.5 new)
10-Sec. 7.5. Rail safety recommendation report.
11-(a) A railroad passenger service or Association shall
12-issue an annual report on or before December 31 of each year
13-containing all rail safety recommendations made by the
14-National Transportation Safety Board during the previous 12
15-months and the status of the service's or Association's
16-implementation of those recommendations. The report shall be
17-made publicly available on the website of the rail passenger
18-service or Association.
19-(b) The Federal Railroad Corporation may issue an annual
20-report on or before December 31 of each year containing all
21-rail safety recommendations made by the National
22-Transportation Safety Board during the previous 12 months and
23-the status of the Corporation's implementation of those
24-recommendations. If the Corporation voluntarily issues a
25-report under this subsection, the Corporation shall make the
26-report publicly available on the Corporation's website.

12+10 containing all rail safety recommendations made by the
13+11 National Transportation Safety Board during the previous 12
14+12 months and the status of the service's or Association's
15+13 implementation of those recommendations. The report shall be
16+14 made publicly available on the website of the rail passenger
17+15 service or Association.
18+16 (b) The Federal Railroad Corporation may issue an annual
19+17 report on or before December 31 of each year containing all
20+18 rail safety recommendations made by the National
21+19 Transportation Safety Board during the previous 12 months and
22+20 the status of the Corporation's implementation of those

33-Section 10. The Department of Transportation Law of the
34-Civil Administrative Code of Illinois is amended by adding
35-Section 2705-423 as follows:
36-(20 ILCS 2705/2705-423 new)
37-Sec. 2705-423. Rail safety recommendation report. The
38-Department shall issue an annual report on or before December
39-31 of each year containing all rail safety recommendations
40-made by the National Transportation Safety Board during the
41-previous 12 months and the status of the Department's
42-implementation of those recommendations. The report shall be
43-made publicly available on the Department's website.
44-Section 15. The Bi-State Development Agency Act is amended
45-by adding Section 8.5 as follows:
46-(45 ILCS 105/8.5 new)
47-Sec. 8.5. Rail safety recommendation report. The Bi-State
48-Development Agency may issue an annual report on or before
49-December 31 of each year containing all rail safety
50-recommendations made by the National Transportation Safety
51-Board during the previous 12 months and the status of the
52-Corporation's implementation of those recommendations. If the
53-Bi-State Development Agency voluntarily issues a report under
54-this Section, the Bi-State Development Agency shall make the

58-Section 20. The Regional Transportation Authority Act is
59-amended by adding Section 5.15 as follows:

61-Sec. 5.15. Rail safety recommendation report. The Regional
62-Transportation Authority, the Chicago Transit Authority, and
63-the Commuter Rail Division shall issue an annual report on or
64-before December 31 of each year containing all rail safety
65-recommendations made by the National Transportation Safety
66-Board during the previous 12 months and the status of the
67-Regional Transportation Authority's, the Chicago Transit
68-Authority's, and the Commuter Rail Division's implementation
69-of those recommendations, including for any recommendations
70-within the Regional Transportation Authority's
71-extra-territorial authority, if any. The reports shall be made
72-publicly available on the Regional Transportation Authority's
73-website.
