SYNOPSIS AS INTRODUCED: 
 
Makes appropriations for the ordinary and contingent 
expenses of the Department of Human Services for the fiscal 
year beginning July 1, 2024, as follows:

  AN ACT concerning appropriations. 1 
 
  Be it enacted by the People of the State of Illinois, represented 2 
in the General Assembly: 3 
 
ARTICLE 1 4 
 
  Section 1.  The sum of $935,001,500, or so much thereof as 5 
may be necessary, is appropriated from the General Revenue Fund 6 
to the Department of Human Services for ordinary and contingent 7 
expenses of the department, permanent improvements and for 8 
student, member or inmate compensation expenses of the 9 
department for the fiscal year ending June 30, 2025. 10 
 
  Section 2.  The amount of $12,639,600, or so much thereof 11 
as may be necessary, is appropriated from the General Revenue 12 
Fund to the Department of Human Ser vices for ordinary and 13 
contingent expenses associated with the Office of the Inspector 14 
General. 15 
 
  The Department, with the consent in writing from the 16 
Governor, may reapportion not more than 1 percent of the total 17 
appropriation of General Revenue Funds in Section 1 to Section 18 
2 above among the various purposes therein enumerated. 19

  Section 825. The amount of $450,000, that was appropriated 10 
from the General Revenue Fund to the Department of Human 11 
Services for an initial full year’s implementation of a non -12 
profit vendor that can compare and assess addiction treatment 13 
facilities to identify high quality providers and provide a 14 
publicly available search function for patients, health care 15 
providers, and first responders to find substance use disorder 16 
in State fiscal year 2024 by Article 56, Section 1295 of Public 17 
Act 103-0006, as amended, or so much thereof as may be necessary 18 
and remains unexpended at the close of business on June 30, 19 
2024, is hereby appropriated to from the Fund for Illinois’ 20 
Future to the Department of Human Services for an initial full 21 
year’s implementation of a non -profit vendor that can compare 22 
and assess addiction treatment facilities to identify high 23

  Section 830. The amount of $2,000,000, that was 4 
appropriated from the General Revenue Fund to the Department 5 
of Human Services for a grant to TASC, Inc. for programma tic 6 
investments and staffing needs in State fiscal year 2024 by 7 
Article 56, Section 1300 of Public Act 103 -0006, as amended, 8 
or so much thereof as may be necessary and remains unexpended 9 
at the close of business on June 30, 2024, is hereby 10 
appropriated fro m the Fund for Illinois’ Future to the 11 
Department of Human Services for a grant to TASC, Inc. for 12 
programmatic investments and staffing needs, including prior 13 
years’ costs. 14 
 
  Section 835. The amount of $56,632, that was appropriated 15 
from the General Reve nue Fund to the Department of Human 16 
Services for a grant to Positive Change Charities Incorporated 17 
for operational expenses in State fiscal year 2024 by Article 18 
56, Section 1305 of Public Act 103 -0006, as amended, or so much 19 
thereof as may be necessary and remains unexpended at the close 20 
of business on June 30, 2024, is hereby appropriated from the 21 
Fund for Illinois’ Future to the Department of Human Services 22

year 2024 by Article 56, Section 1310 of Public Act 103 -0006, 6 
as amended, or so much thereof as may be necessary and remains 7 
unexpended at the close of business on June 30, 2024, is hereby 8 
appropriated from the Fund for Illinois’ Future to the 9 
Department of Human Services for a grant to the Chicago Austin 10 
Your Travel Adventures Inc. NFP for operational expenses, 11 
including prior years’ costs.   12 
 
  Section 845. The amount of $208,381, that was appropriated 13 
from the General Revenue Fund to the Department of Human 14 
Services for a grant to the Bright Leadership Institute for 15 
operational expenses in State fiscal year 2024 by Article 56, 16 
Section 1315 of P ublic Act 103-0006, as amended, or so much 17 
thereof as may be necessary and remains unexpended at the close 18 
of business on June 30, 2024, is hereby appropriated from the 19 
Fund for Illinois’ Future to the Department of Human Services 20 
for a grant to the Bright Leadership Institute for operational 21

thereof as may be necessary and remains unexpended at the close 6 
of business on June 30, 2024, is hereby appropriated from the 7 
Fund for Illinois’ Future to the Department of Human Services 8 
for a grant to the A New Beginning Starts Now for operational 9 
expenses, including prior years’ costs. 10 
 
  Section 855. The amount of $150,000, that was appropriated 11 
from the General Revenue Fund to th e Department of Human 12 
Services for a grant to Don Moyers Boys and Girls Club for 13 
operating expenses in State fiscal year 2024 by Article 56, 14 
Section 1325 of Public Act 103 -0006, as amended, or so much 15 
thereof as may be necessary and remains unexpended at t he close 16 
of business on June 30, 2024, is hereby appropriated from the 17 
Fund for Illinois’ Future to the Department of Human Services 18 
for a grant to the Don Moyers Boys and Girls Club for operating 19 
expenses, including prior years’ costs. 20 
 
  Section 860. The amount of $30,000, that was appropriated 21 
from the General Revenue Fund to the Department of Human 22

with substance abuse prevention programs in State fiscal year 1 
2024 by Article 56, Section 1330 o f Public Act 103 -0006, as 2 
amended, or so much thereof as may be necessary and remains 3 
unexpended at the close of business on June 30, 2024, is hereby 4 
appropriated from the Fund for Illinois’ Future to the 5 
Department of Human Services for a grant to Maine T ownship for 6 
costs associated with substance abuse prevention programs, 7 
including prior years’ costs . 8 
 
Section 999. Effective date. This Act takes effect July 1, 9 
2024. 10
