SYNOPSIS AS INTRODUCED:
Makes appropriations for the ordinary and contingent
expenses of the Department of Human Services for the fiscal
year beginning July 1, 2024, as follows:

AN ACT concerning appropriations. 1
Be it enacted by the People of the State of Illinois, represented 2
in the General Assembly: 3
ARTICLE 1 4
Section 1. The sum of $935,001,500, or so much thereof as 5
may be necessary, is appropriated from the General Revenue Fund 6
to the Department of Human Services for ordinary and contingent 7
expenses of the department, permanent improvements and for 8
student, member or inmate compensation expenses of the 9
department for the fiscal year ending June 30, 2025. 10
Section 2. The amount of $12,639,600, or so much thereof 11
as may be necessary, is appropriated from the General Revenue 12
Fund to the Department of Human Ser vices for ordinary and 13
contingent expenses associated with the Office of the Inspector 14
General. 15
The Department, with the consent in writing from the 16
Governor, may reapportion not more than 1 percent of the total 17
appropriation of General Revenue Funds in Section 1 to Section 18
2 above among the various purposes therein enumerated. 19

appropriated from the Fund for Illinois’ Future to the 13
Department of Human Services for a grant t o NAACP for the ACT-14
SO Achievement Program, including prior years’ costs. 15
Section 740. The amount of $60,000, that was appropriated 16
from the General Revenue Fund to the Department of Human 17
Services for a grant to Tri-Town YMCA for costs associated with 18
the purchase of a vehicle and related expenses in State fiscal 19
year 2024 by Article 56, Section 1200 of Public Act 103 -0006, 20
as amended, or so much thereof as may be necessary and remains 21
unexpended at the close of business on June 30, 2024, is hereby 22

Section 745. The amount of $60,000, tha t was appropriated 4
from the General Revenue Fund to the Department of Human 5
Services for a grant to Dupage Pads Inc. for costs associated 6
with the purchase of a vehicle and related expenses in State 7
fiscal year 2024 by Article 56, Section 1205 of Public A ct 103-8
0006, as amended, or so much thereof as may be necessary and 9
remains unexpended at the close of business on June 30, 2024, 10
is hereby appropriated from the Fund for Illinois’ Future to 11
the Department of Human Services for a grant to Dupage Pads 12
Inc. for costs associated with the purchase of a vehicle and 13

Section 750. The amount of $2,500,000, that was 15
appropriated from the General Revenue Fund to the Department 16
of Human Services for grants to non -profit organizations for 17
costs associated with operating expenses in State fiscal year 18
2024 by Article 56, Section 1210 of Public Act 103 -0006, as 19
amended, or so much thereof as may be necessary and remains 20
unexpended at the close of business on June 30, 2024, is hereby 21
appropriated from the Fund for Illinois’ Future to the 22

organizations for costs associated with operating expenses, 1

Section 755. The amount of $5,000,000, that was 3
appropriated from the General Revenue Fund to the Department 4
of Human Services for a grant to the Family Resource Center for 5
operating expenses in State fiscal year 2024 by Article 56, 6
Section 1215 of Public Act 103 -0006, as amended, or so much 7
thereof as may be necessary and remains unexpended at the close 8
of business on June 30, 2024, is hereby appropriated from the 9
Fund for Illinois’ Future to the Department of Human Services 10
for a grant to the Family Resource Center for operating 11
expenses, including prior years’ costs. 12
Section 760. The amount of $3,111,110, that was 13
appropriated from the General Revenue Fund to the Department 14
of Human Services for a grant to Westside Health Authority in 15
Austin for operating expenses in State fiscal year 2024 by 16
Article 56, Section 1220 of Public Act 103 -0006, as amended, 17
or so much thereof as may be necessary and remains unexpended 18

appropriated from the Fund for Illinois’ Future to the 20
Department of Human Servic es for a grant to the Westside Health 21
Authority in Austin for operating expenses, including prior 22

Section 765. The amount of $500,000, that was appropriated 1
from the General Revenue Fund to the Department of Human 2
Services for a grant to the Community Counseling Centers of 3
Chicago (C4) in Oak Park for operating expenses in State fiscal 4
year 2024 by Article 56, Section 1225 of Public Act 103 -0006, 5
as amended, or so much thereof as may be necessary and remains 6
unexpended at the close of business on June 30, 2024, is hereby 7
appropriated from the Fund for Illinois’ Future to the 8
Department of Human Services for a grant to the Community 9
Counseling Centers of Chicago (C4) in Oak Park for operating 10

Section 770. The amount of $1,000,000, that was 12
appropriated from the General Revenue Fund to the Department 13
of Human Services for a grant to Thresholds in Austin for 14
operating expenses in State fiscal year 2024 by Article 56, 15
Section 1230 of Public Act 103 -0006, as amended, or so much 16
thereof as may be necessary and remains unexpended at the close 17
of business on June 30, 2024, is hereby appropriated from the 18
Fund for Illinois’ Futur e to the Department of Human Services 19
for a grant to Thresholds in Austin for operating expenses, 20

Illinois’ Future to the Department of Human Services for a 7

from the General Revenue Fund to the Department of Human 11
Services for a grant to Project Explorations for operating 12
expenses in State fiscal year 2024 by Article 56, Section 1255 13

be necessary and remains unexpended at the close of business 15
on June 30, 2024, is hereby appropriated from the Fund for 16
Illinois’ Future to the Department of Human Services for a 17

Section 800. The amount of $300,000. that was appropriated 3

expenses in State fiscal year 2024 by Article 56, Section 1275 6
of Public Act 103-0006, as amended, or so much thereof as may 7
be necessary and remains unexpended at the close of business 8
on June 30, 2024, is hereby appropriated from the Fund for 9
Illinois’ Future to the Department of Hu man Services for a 10
grant to PCC Wellness Center for operating expenses, including 11

Section 805. The amount of $250,000, that was appropriated 13
from the General Revenue Fund to the Department of Human 14
Services for a grant to the Austin Community Family Center for 15
operating expenses in State fiscal year 2024 by Article 56, 16

thereof as may be necessary and remains unexpended at the close 18
of business on June 30, 2024,is hereby appropriated from the 19
Fund for Illinois’ Future to the Department of Human Services 20
for a grant to the Austin Community Family Center for operating 21

thereof as may be necessary and remains unexpended at the close 6
of business on June 30, 2024, is hereby appropriated from the 7
Fund for Illinois’ Future to the Department of Human Services 8
for a grant to Bright Star Community Outreach for operating 9

Section 815. The amount of $1,425,055, that was 11
appropriated from the General Revenue Fund to the Department 12
of Human Services for a grant to IT Takes a Village for 13
programmatic and administrative support for youth violence 14
prevention services in State fiscal year 2024 by Article 56, 15
Section 1286 of Public Act 103 -0006, as amended, or so much 16

of business on June 30, 2024, is hereby appropriated from the 18
Fund for Illinois’ Future to the Department of Human Services 19
for a grant to IT Takes a Village for programmatic and 20

on June 30, 2024, is hereby appropriated from the Fund for 6
Illinois’ Future to the Department of Human Services for a 7
grant to Club Apaseo el Alto for operational expenses, 8
including prior years’ costs. 9
Section 825. The amount of $450,000, that was appropriated 10
from the General Revenue Fund to the Department of Human 11
Services for an initial full year’s implementation of a non -12
profit vendor that can compare and assess addiction treatment 13
facilities to identify high quality providers and provide a 14
publicly available search function for patients, health care 15
providers, and first responders to find substance use disorder 16
in State fiscal year 2024 by Article 56, Section 1295 of Public 17
Act 103-0006, as amended, or so much thereof as may be necessary 18
and remains unexpended at the close of business on June 30, 19
2024, is hereby appropriated to from the Fund for Illinois’ 20
Future to the Department of Human Services for an initial full 21
year’s implementation of a non -profit vendor that can compare 22
and assess addiction treatment facilities to identify high 23

function for patients, health care provide rs, and first 1
responders to find substance use disorder, including prior 2

Section 830. The amount of $2,000,000, that was 4
appropriated from the General Revenue Fund to the Department 5

investments and staffing needs in State fiscal year 2024 by 7
Article 56, Section 1300 of Public Act 103 -0006, as amended, 8
or so much thereof as may be necessary and remains unexpended 9
at the close of business on June 30, 2024, is hereby 10
appropriated fro m the Fund for Illinois’ Future to the 11
Department of Human Services for a grant to TASC, Inc. for 12
programmatic investments and staffing needs, including prior 13
years’ costs. 14
Section 835. The amount of $56,632, that was appropriated 15
from the General Reve nue Fund to the Department of Human 16
Services for a grant to Positive Change Charities Incorporated 17
for operational expenses in State fiscal year 2024 by Article 18
56, Section 1305 of Public Act 103 -0006, as amended, or so much 19
thereof as may be necessary and remains unexpended at the close 20
of business on June 30, 2024, is hereby appropriated from the 21
Fund for Illinois’ Future to the Department of Human Services 22
