4	4	2 WHEREAS, Adjuncts/non-tenure/part-time instructors in
5	5	3 institutions of higher education are not treated, respected,
6	6	4 nor valued the same as full-time instructors; and
7	7	5 WHEREAS, Adjuncts/non-tenure/part-time instructors in
8	8	6 institutions of higher education are not valued the same as
9	9	7 full-time instructors but have the same credentials; and
10	10	8 WHEREAS, Adjuncts/non-tenure/part-time instructors in
11	11	9 institutions of higher education teach a majority of all
12	12	10 courses offered; and
13	13	11 WHEREAS, Adjuncts/non-tenure/part-time instructors in
14	14	12 institutions of higher education are expected to teach the
15	15	13 same material and are held to the same standards as full-time
16	16	14 instructors; and
17	17	15 WHEREAS, Currently, all part-time/contingent/adjunct
18	18	16 Illinois public teachers, librarians, counselors, and
19	19	17 educational support personnel are not equitably compensated,
20	20	18 have no access to health benefits, and lack full and fair
21	21	19 pension reporting and accountability; and
22	22	20 WHEREAS, Student learning is directly related to

31	31	1 part-time/contingent/adjunct working conditions; it follows
32	32	2 that college and university student learning is negatively
33	33	3 impacted by the inequities and unfairness embedded in the
34	34	4 system of higher education; therefore, be it
35	35	5 RESOLVED, BY THE SENATE OF THE ONE HUNDRED THIRD GENERAL
36	36	6 ASSEMBLY OF THE STATE OF ILLINOIS, that we urge that
37	37	7 adjuncts/non-tenure/part-time instructors in institutions of
38	38	8 higher education be treated with the same respect,
39	39	9 recognition, value, and standards as full-time instructors and
40	40	10 no longer be second class citizens within the ranks of higher
41	41	11 education professionals as has been the practice within these
42	42	12 institutions of higher learning; and be it further
43	43	13 RESOLVED, That we affirm that these professionals, who
44	44	14 have the same credentials as the full-time instructors, are
45	45	15 being underpaid to do the same job; and be it further
46	46	16 RESOLVED, That we pledge to seek solutions that include,
47	47	17 but are not limited to, legislated salary parity, mandated
48	48	18 access to health benefits, and full and fair pension reporting
49	49	19 and accountability for all part-time/contingent/adjunct
50	50	20 Illinois public teachers, librarians, counselors, and
51	51	21 educational support personnel; and be it further
52	52	22 RESOLVED, That a suitable copy of this resolution be
