44 2 WHEREAS, The members of the Illinois Senate wish to
55 3 congratulate Alderman Howard B. Brookins Jr. of the 21st Ward
66 4 on the occasion of his retirement from the Chicago City
77 5 Council; and
88 6 WHEREAS, Alderman Brookins is the son of former Illinois
99 7 Senator Howard B. Brookins Sr.; he graduated from Mendel
1010 8 Catholic High School and earned a degree in Mortuary Science
1111 9 from Southern Illinois University Carbondale; he earned his
1212 10 Juris Doctor from Northern Illinois University College of Law;
1313 11 and
1414 12 WHEREAS, Prior to serving on the Chicago City Council,
1515 13 Alderman Brookins served as an Assistant Public Defender,
1616 14 Assistant State's Attorney, and Special Assistant Attorney
1717 15 General; he remains a practicing attorney at the Law Office of
1818 16 Howard B. Brookins Jr., PC; and
1919 17 WHEREAS, Alderman Brookins was first elected to serve the
2020 18 21st Ward as an alderman in 2003, representing parts of Auburn
2121 19 Gresham and Washington Heights; he is currently completing his
2222 20 fifth term as one of the longest sitting members of the Chicago
2323 21 City Council, having served for 20 years by the end of this

3333 1 WHEREAS, While in office, Alderman Brookins'
3434 2 accomplishments include the opening of the 21st Ward's first
3535 3 Starbucks, the launch of Chicago's electric scooter program,
3636 4 and the establishment of a reparations fund for victims of
3737 5 notorious former Chicago Police Commander Jon Burge; he worked
3838 6 tirelessly to bring a Walmart Supercenter to West Chatham and
3939 7 was instrumental in the development of the Anaerobic Digester,
4040 8 which uses food waste to produce renewable energy and nutrient
4141 9 rich compost; he also served as chairman of the Committee on
4242 10 Economic, Capital and Technology Development, the Committee on
4343 11 Education and Child Development, and the Committee on
4444 12 Transportation and Public Way; and
4545 13 WHEREAS, Alderman Brookins has also shown his dedication
4646 14 and commitment to the 21st Ward through hosting many community
4747 15 events, including job fairs, internship fairs, high school
4848 16 fairs, business advisory council meetings, the Annual Back to
4949 17 School Summer Picnic, the Annual 21st Ward Clean & Green, Bike
5050 18 the Hood, the Annual Senior Thanksgiving Dinners, the Annual
5151 19 Christmas Party, the Summer Music series, the Annual
5252 20 Shred-A-Thons, weekly Constituent Nights, and monthly Town
5353 21 Hall meetings; and
5454 22 WHEREAS, Alderman Brookins has served as a member of

6666 1 Lodge #64, the Community Media Workshop Board of Directors,
6767 2 the Northern Illinois Alumni Association Board of Directors,
6868 3 and Alpha Phi Alpha Fraternity, Inc.; and
6969 4 WHEREAS, Alderman Brookins has expressed plans to remain
7070 5 politically active and to serve as a guide and counsel to young
7171 6 people in the 21st Ward Young Democrats organization; and
7272 7 WHEREAS, Alderman Brookins is the husband of Ebonie
7373 8 Taylor-Brookins and the father of Howard B. Brookins III and
7474 9 Harihson B. Brookins; therefore, be it
7575 10 RESOLVED, BY THE SENATE OF THE ONE HUNDRED THIRD GENERAL
7676 11 ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate
7777 12 Alderman Howard B. Brookins Jr. on his retirement from the
7878 13 Chicago City Council, thank him for his years of dedicated
7979 14 service to the people of the 21st Ward and the City of Chicago,
8080 15 and wish him continued success in his future endeavors; and be
8181 16 it further
8282 17 RESOLVED, That a suitable copy of this resolution be
8383 18 presented to Alderman Brookins as an expression of our esteem
