4	4	2 WHEREAS, The members of the Illinois Senate wish to
5	5	3 congratulate Alderman Howard B. Brookins Jr. of the 21st Ward
6	6	4 on the occasion of his retirement from the Chicago City
7	7	5 Council; and
8	8	6 WHEREAS, Alderman Brookins is the son of former Illinois
9	9	7 Senator Howard B. Brookins Sr.; he graduated from Mendel
10	10	8 Catholic High School and earned a degree in Mortuary Science
11	11	9 from Southern Illinois University Carbondale; he earned his
12	12	10 Juris Doctor from Northern Illinois University College of Law;
13	13	11 and
14	14	12 WHEREAS, Prior to serving on the Chicago City Council,
15	15	13 Alderman Brookins served as an Assistant Public Defender,
16	16	14 Assistant State's Attorney, and Special Assistant Attorney
17	17	15 General; he remains a practicing attorney at the Law Office of
18	18	16 Howard B. Brookins Jr., PC; and
19	19	17 WHEREAS, Alderman Brookins was first elected to serve the
20	20	18 21st Ward as an alderman in 2003, representing parts of Auburn
21	21	19 Gresham and Washington Heights; he is currently completing his
22	22	20 fifth term as one of the longest sitting members of the Chicago
23	23	21 City Council, having served for 20 years by the end of this
24	24	22 term; and

33	33	1 WHEREAS, While in office, Alderman Brookins'
34	34	2 accomplishments include the opening of the 21st Ward's first
35	35	3 Starbucks, the launch of Chicago's electric scooter program,
36	36	4 and the establishment of a reparations fund for victims of
37	37	5 notorious former Chicago Police Commander Jon Burge; he worked
38	38	6 tirelessly to bring a Walmart Supercenter to West Chatham and
39	39	7 was instrumental in the development of the Anaerobic Digester,
40	40	8 which uses food waste to produce renewable energy and nutrient
41	41	9 rich compost; he also served as chairman of the Committee on
42	42	10 Economic, Capital and Technology Development, the Committee on
43	43	11 Education and Child Development, and the Committee on
44	44	12 Transportation and Public Way; and
45	45	13 WHEREAS, Alderman Brookins has also shown his dedication
46	46	14 and commitment to the 21st Ward through hosting many community
47	47	15 events, including job fairs, internship fairs, high school
48	48	16 fairs, business advisory council meetings, the Annual Back to
49	49	17 School Summer Picnic, the Annual 21st Ward Clean & Green, Bike
50	50	18 the Hood, the Annual Senior Thanksgiving Dinners, the Annual
51	51	19 Christmas Party, the Summer Music series, the Annual
52	52	20 Shred-A-Thons, weekly Constituent Nights, and monthly Town
53	53	21 Hall meetings; and
54	54	22 WHEREAS, Alderman Brookins has served as a member of
55	55	23 several organizations, including Prince Hall Mason Eureka

67	67	2 the Northern Illinois Alumni Association Board of Directors,
68	68	3 and Alpha Phi Alpha Fraternity, Inc.; and
69	69	4 WHEREAS, Alderman Brookins has expressed plans to remain
70	70	5 politically active and to serve as a guide and counsel to young
71	71	6 people in the 21st Ward Young Democrats organization; and
72	72	7 WHEREAS, Alderman Brookins is the husband of Ebonie
73	73	8 Taylor-Brookins and the father of Howard B. Brookins III and
74	74	9 Harihson B. Brookins; therefore, be it
75	75	10 RESOLVED, BY THE SENATE OF THE ONE HUNDRED THIRD GENERAL
76	76	11 ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate
77	77	12 Alderman Howard B. Brookins Jr. on his retirement from the
78	78	13 Chicago City Council, thank him for his years of dedicated
79	79	14 service to the people of the 21st Ward and the City of Chicago,
80	80	15 and wish him continued success in his future endeavors; and be
81	81	16 it further
82	82	17 RESOLVED, That a suitable copy of this resolution be
83	83	18 presented to Alderman Brookins as an expression of our esteem
84	84	19 and respect.
