44 2 WHEREAS, The members of the Illinois Senate are saddened
55 3 to learn of the death of Richard Allen "Dick" Smock of
66 4 Andalusia, who passed away on May 29, 2023; and
77 5 WHEREAS, Richard Smock was born to John M. and Eva M.
88 6 Hopper Smock in Rock Island on April 11, 1949; he married
99 7 Marlowe Robinson at the First Presbyterian Church in Milan on
1010 8 May 15, 1971; and
1111 9 WHEREAS, Richard Smock served in the U.S. Army during the
1212 10 Vietnam War; he received numerous honors for his military
1313 11 service, including the Vietnam Service Medal with 3 Bronze
1414 12 Service Stars, the Republic of Vietnam Campaign Medal, the
1515 13 Combat Infantry Badge, the Air Medal, the Army Commendation
1616 14 Medal with 1 Oak Leaf Cluster, the Purple Heart, and the Bronze
1717 15 Star Medal with "V" Device and 1 Oak Leaf Cluster; and
1818 16 WHEREAS, Richard Smock worked as an assembler for Raymond
1919 17 Toyota Manufacturing in Muscatine, Iowa for 25 years; he
2020 18 retired in 2014; and
2121 19 WHEREAS, Richard Smock was a member of Reynolds American
2222 20 Legion Post 1166 and Vietnam Veterans of America #299; and

3131 1 WHEREAS, Richard Smock enjoyed golfing, snowmobiling,
3232 2 boating, and riding UTVs side by side with friends; and
3333 3 WHEREAS, Richard Smock was preceded in death by his
3434 4 parents and his sisters, Virginia Carpio and Sandra Pate; and
3535 5 WHEREAS, Richard Smock is survived by his wife, Marlowe
3636 6 Smock, and his siblings, Bill Sehnert, Jack Smock, and Mary
3737 7 Alderson; therefore, be it
3838 8 RESOLVED, BY THE SENATE OF THE ONE HUNDRED THIRD GENERAL
3939 9 ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of
4040 10 Richard Allen "Dick" Smock and extend our sincere condolences
4141 11 to his family, friends, and all who knew and loved him; and be
4242 12 it further
4343 13 RESOLVED, That a suitable copy of this resolution be
4444 14 presented to the family of Richard Smock as an expression of
