4	4	2 WHEREAS, On October 7, 2023, terrorists launched a
5	5	3 horrific assault on the State of Israel from Hamas-controlled
6	6	4 Gaza, murdering hundreds of unarmed civilians and kidnapping
7	7	5 women, children, and the elderly; and
8	8	6 WHEREAS, The assault commenced as the Jewish people and
9	9	7 the diaspora celebrated the holidays of Sukkot and Shmini
10	10	8 Atzeret/Simchat Torah; and
11	11	9 WHEREAS, Hamas terrorists crossed the border into Israel
12	12	10 and began targeting unarmed civilians, which included
13	13	11 countless incidents of rape, torture, and untold cruelty while
14	14	12 killing at least 1,400 people, becoming the largest targeted
15	15	13 killing of those of Jewish descent since the Holocaust; and
16	16	14 WHEREAS, Hamas terrorists intentionally targeted unarmed
17	17	15 civilians and killed many, including at least 260 people
18	18	16 murdered at the Tribe of Nova, an Israeli music festival for
19	19	17 peace, in the largest massacre in Israel's history; and
20	20	18 WHEREAS, Hamas terrorists kidnapped at least 240 innocent
21	21	19 civilians, including women, children, and infants, from Israel
22	22	20 and forced them across the border into Gaza; and

31	31	1 WHEREAS, Illinoisans were victimized in this horrific act,
32	32	2 and many Illinois families have been impacted; and
33	33	3 WHEREAS, The attack on Israel was an attack on the world as
34	34	4 citizens from multiple countries were victims, including at
35	35	5 least 31 American citizens, as well as citizens from Canada,
36	36	6 the United Kingdom, France, Thailand, Nepal, Philippines,
37	37	7 Germany, Cambodia, Brazil, Paraguay, Russia, Ukraine, Mexico,
38	38	8 Ireland, and other nations; and
39	39	9 WHEREAS, In response to these terrorist attacks, the State
40	40	10 of Israel declared war on Hamas; and
41	41	11 WHEREAS, Since October 7, 2023, the death toll in Israel
42	42	12 and Gaza has continued to rise; and
43	43	13 WHEREAS, The Hamas terrorist attacks were motivated in
44	44	14 part to derail peace talks in the region between Israel and
45	45	15 other Middle East nations, including Saudi Arabia; and
46	46	16 WHEREAS, Israel, like all sovereign nations, has the right
47	47	17 and obligation to protect its citizens from terrorist attacks
48	48	18 and hostile foreign powers; and
49	49	19 WHEREAS, These events delay peace, have and will continue
50	50	20 to create instability, spur an increase in hostile activity
