4	4	2 WHEREAS, The members of the Illinois Senate are saddened
5	5	3 to learn of the death of Richard P. "Dick" Robinson of
6	6	4 Springfield, who passed away on January 1, 2024; and
7	7	5 WHEREAS, Dick Robinson was born to Robert Junior and Doris
8	8	6 Mason Robinson in Sebring, Florida on December 22, 1942; he
9	9	7 graduated from the Air Force Military Dependents High School
10	10	8 in Madrid, Spain; he attended college at Colorado State
11	11	9 University at Pueblo, Lincoln College, and the University of
12	12	10 Illinois Springfield; he served in the U.S. Air Force from
13	13	11 October 1961 to October 1965, achieving the rank of airman
14	14	12 first class; he married Marie Cunningham Malek on November 19,
15	15	13 1993; and
16	16	14 WHEREAS, Dick Robinson earned a reputation as a committed
17	17	15 and effective State of Illinois administrator and community
18	18	16 service leader; during his public service career, he served in
19	19	17 the offices of the Illinois Secretary of State, the Illinois
20	20	18 Attorney General, and the Illinois Department of Human
21	21	19 Services; he also participated in the political process,
22	22	20 working for Jim Edgar's successful election campaign for
23	23	21 Illinois Governor in 1990; and
24	24	22 WHEREAS, In the Secretary of State's office, Dick Robinson

33	33	1 helped lead an initiative to return state license plate
34	34	2 manufacturing to Illinois, moving it to a non-profit entity to
35	35	3 employ persons with disabilities; as deputy director of
36	36	4 Business Services, he also played a role in implementing the
37	37	5 State of Illinois' Limited Liability Companies Act, and he
38	38	6 presented the State's then-groundbreaking program nationally;
39	39	7 he retired from public service in 2003; and
40	40	8 WHEREAS, Dick Robinson was a proud and active member of
41	41	9 Rotary International, beginning in Lincoln in 1977, and he
42	42	10 later belonged to the Springfield Sunrise Club; he served as
43	43	11 club president from 1998 to 1999 and as district governor for
44	44	12 Rotary District 6460 from 2006 to 2007; he was a Paul Harris
45	45	13 Fellow and a Rotary Foundation Benefactor; he represented
46	46	14 Rotary International during the 2006 St. Louis Cardinals World
47	47	15 Championship season, even throwing out the first pitch at
48	48	16 Busch Stadium; and
49	49	17 WHEREAS, Dick Robinson served on the local board of the
50	50	18 American Cancer Society's Relay for Life, the Epilepsy
51	51	19 Foundation District Board, and SPARC; he also served as vice
52	52	20 chairman for the International Association of Corporate
53	53	21 Administrators; and
54	54	22 WHEREAS, Dick Robinson was an avid fan of the University
55	55	23 of Illinois Fighting Illini, the St. Louis Cardinals, and the

68	68	3 WHEREAS, Dick Robinson was a loving husband, father,
69	69	4 grandfather, and friend; and
70	70	5 WHEREAS, Dick Robinson was preceded in death by his
71	71	6 parents; and
72	72	7 WHEREAS, Dick Robinson is survived by his wife, Marie
73	73	8 Malek Robinson; his brother, Charles Arthur (Susan) Robinson;
74	74	9 his sisters, Cheryl Williams and Doris (Kevin) Funk; his
75	75	10 children, Eric (Kim) Robinson, Dana (Kim) Robinson, Joe
76	76	11 (Seanna) Malek, and Jason (Karly) Malek; his grandchildren,
77	77	12 Emily Robinson, Bayley Robinson (Sam) Cooper, Braidy Robinson,
78	78	13 Alena Malek, Claire Carmean, Joey Malek, and Addie Malek;
79	79	14 therefore, be it
80	80	15 RESOLVED, BY THE SENATE OF THE ONE HUNDRED THIRD GENERAL
81	81	16 ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of
82	82	17 Richard P. "Dick" Robinson and extend our sincere condolences
83	83	18 to his family, friends, and all who knew and loved him; and be
84	84	19 it further
85	85	20 RESOLVED, That a suitable copy of this resolution be
86	86	21 presented to the family of Dick Robinson as an expression of
