4	4	2 WHEREAS, President Joe Biden's Drug Enforcement
5	5	3 Administration(DEA) has reported a significant spike in
6	6	4 attempts to smuggle large amounts of fentanyl and illicit
7	7	5 fentanyl-containing tablets across the southern border,
8	8	6 resulting in higher incidents of fentanyl overdoses and deaths
9	9	7 in the United States; and
10	10	8 WHEREAS, President Biden's Federal Bureau of Investigation
11	11	9 (FBI) has confirmed that nearly 1.8 million "gotaways" have
12	12	10 entered the United States in recent years, and that a rising
13	13	11 number of individuals on the terrorist watchlist have crossed
14	14	12 the southern border into the United States; some but not all
15	15	13 have been apprehended, and the FBI is actively trying to
16	16	14 locate certain individuals from the terrorist watchlist who
17	17	15 remain in this country and pose a serious threat to national
18	18	16 security; and
19	19	17 WHEREAS, The influx of migrants into the United States has
20	20	18 led to over 35,000 of those who crossed the U.S. southern
21	21	19 border coming to the State of Illinois; and
22	22	20 WHEREAS, Historical data shows that most migrants who
23	23	21 enter the United States as asylum seekers will be denied
24	24	22 asylum and will not be granted lawful permanent status in our

34	34	2 WHEREAS, The migrants in Illinois have placed tremendous
35	35	3 pressures on the Illinois Department of Human Services' budget
36	36	4 and other budget areas, leading to a diversion of hundreds of
37	37	5 millions in total state budget funds toward food, housing,
38	38	6 healthcare, and other wraparound services for migrants; and
39	39	7 WHEREAS, Comprehensive services for migrants are crowding
40	40	8 out other vital funding priorities for the State of Illinois,
41	41	9 including adequate care and service hours for the
42	42	10 intellectually and developmentally disabled community; and
43	43	11 WHEREAS, Illinois' nonpartisan Commission on Government
44	44	12 Forecasting and Accountability recently projected a nearly $1
45	45	13 billion budget deficit for Fiscal Year 2025; and
46	46	14 WHEREAS, Illinois' Healthcare for Immigrant Program, which
47	47	15 provides free healthcare to non-citizens, has ballooned in
48	48	16 scope and cost to a point where it could cost as much as $1.1
49	49	17 billion during the current fiscal year; and
50	50	18 WHEREAS, The flow of migrants into communities across the
51	51	19 State has resulted in increased class sizes in schools, which
52	52	20 adversely affects property taxpayers; and

63	63	1 WHEREAS, Secretary Alejandro Mayorkas has intentionally
64	64	2 failed to perform his sworn duties by knowingly and
65	65	3 purposefully refusing to enforce immigration and border
66	66	4 control laws passed by the U.S. Congress; and
67	67	5 WHEREAS, Through his willful refusal to enforce laws
68	68	6 passed by the Congress and through his support of programs
69	69	7 that violate immigration laws, Secretary Mayorkas has
70	70	8 threatened national security by failing to prevent more than
71	71	9 10 million migrants from coming into the United States,
72	72	10 including many suspected terrorists; and
73	73	11 WHEREAS, By refusing to comply with federal immigration
74	74	12 laws, Secretary Mayorkas has also violated the separation of
75	75	13 powers section of the Constitution; therefore, be it
76	76	14 RESOLVED, BY THE SENATE OF THE ONE HUNDRED THIRD GENERAL
77	77	15 ASSEMBLY OF THE STATE OF ILLINOIS, that we support the United
78	78	16 States House of Representatives' action to impeach U.S.
79	79	17 Department of Homeland Security Secretary Alejandro Mayorkas;
80	80	18 and be it further
81	81	19 RESOLVED, That suitable copies of this resolution be
82	82	20 delivered to the President of the United States, the U.S.
83	83	21 Senate Majority Leader, the U.S. Senate Minority Leader, the
84	84	22 U.S. Speaker of the House, the U.S. House of Representatives
