44 2 WHEREAS, President Joe Biden's Drug Enforcement
55 3 Administration(DEA) has reported a significant spike in
66 4 attempts to smuggle large amounts of fentanyl and illicit
77 5 fentanyl-containing tablets across the southern border,
88 6 resulting in higher incidents of fentanyl overdoses and deaths
99 7 in the United States; and
1010 8 WHEREAS, President Biden's Federal Bureau of Investigation
1111 9 (FBI) has confirmed that nearly 1.8 million "gotaways" have
1212 10 entered the United States in recent years, and that a rising
1313 11 number of individuals on the terrorist watchlist have crossed
1414 12 the southern border into the United States; some but not all
1515 13 have been apprehended, and the FBI is actively trying to
1616 14 locate certain individuals from the terrorist watchlist who
1717 15 remain in this country and pose a serious threat to national
1818 16 security; and
1919 17 WHEREAS, The influx of migrants into the United States has
2020 18 led to over 35,000 of those who crossed the U.S. southern
2121 19 border coming to the State of Illinois; and
2222 20 WHEREAS, Historical data shows that most migrants who
2323 21 enter the United States as asylum seekers will be denied
2424 22 asylum and will not be granted lawful permanent status in our

3434 2 WHEREAS, The migrants in Illinois have placed tremendous
3535 3 pressures on the Illinois Department of Human Services' budget
3636 4 and other budget areas, leading to a diversion of hundreds of
3737 5 millions in total state budget funds toward food, housing,
3838 6 healthcare, and other wraparound services for migrants; and
3939 7 WHEREAS, Comprehensive services for migrants are crowding
4040 8 out other vital funding priorities for the State of Illinois,
4141 9 including adequate care and service hours for the
4242 10 intellectually and developmentally disabled community; and
4343 11 WHEREAS, Illinois' nonpartisan Commission on Government
4444 12 Forecasting and Accountability recently projected a nearly $1
4545 13 billion budget deficit for Fiscal Year 2025; and
4646 14 WHEREAS, Illinois' Healthcare for Immigrant Program, which
4747 15 provides free healthcare to non-citizens, has ballooned in
4848 16 scope and cost to a point where it could cost as much as $1.1
4949 17 billion during the current fiscal year; and
5050 18 WHEREAS, The flow of migrants into communities across the
5151 19 State has resulted in increased class sizes in schools, which
5252 20 adversely affects property taxpayers; and

6363 1 WHEREAS, Secretary Alejandro Mayorkas has intentionally
6464 2 failed to perform his sworn duties by knowingly and
6565 3 purposefully refusing to enforce immigration and border
6666 4 control laws passed by the U.S. Congress; and
6767 5 WHEREAS, Through his willful refusal to enforce laws
6868 6 passed by the Congress and through his support of programs
6969 7 that violate immigration laws, Secretary Mayorkas has
7070 8 threatened national security by failing to prevent more than
7171 9 10 million migrants from coming into the United States,
7272 10 including many suspected terrorists; and
7373 11 WHEREAS, By refusing to comply with federal immigration
7474 12 laws, Secretary Mayorkas has also violated the separation of
7575 13 powers section of the Constitution; therefore, be it
7676 14 RESOLVED, BY THE SENATE OF THE ONE HUNDRED THIRD GENERAL
7777 15 ASSEMBLY OF THE STATE OF ILLINOIS, that we support the United
7878 16 States House of Representatives' action to impeach U.S.
7979 17 Department of Homeland Security Secretary Alejandro Mayorkas;
8080 18 and be it further
8181 19 RESOLVED, That suitable copies of this resolution be
8282 20 delivered to the President of the United States, the U.S.
8383 21 Senate Majority Leader, the U.S. Senate Minority Leader, the
