1 SENATE RESOLUTION
2 WHEREAS, On October 7, 2023, terrorists launched a
3 horrific assault on the State of Israel from Hamas-controlled
4 Gaza, murdering hundreds of unarmed civilians and kidnapping
5 women, children, and the elderly; and
6 WHEREAS, The assault commenced as the Jewish people and
7 the diaspora celebrated the holidays of Sukkot and Shemini
8 Atzeret/Simchat Torah; and
9 WHEREAS, Hamas terrorists crossed the border into Israel
10 and began targeting unarmed civilians, which included
11 countless incidents of rape, torture, and untold cruelty while
12 killing at least 1,400 people, becoming the largest targeted
13 killing of those of Jewish descent since the Holocaust; and
14 WHEREAS, Hamas terrorists intentionally targeted unarmed
15 civilians and killed many, including at least 260 people
16 murdered at the Tribe of Nova, an Israeli music festival for
17 peace, in the largest massacre in Israel's history; and
18 WHEREAS, Hamas terrorists kidnapped at least 240 innocent
19 civilians, including women, children, and infants, from Israel
20 and forced them across the border into Gaza; and

1 WHEREAS, Illinoisans were victimized in this horrific act,
2 and many Illinois families have been impacted; and
3 WHEREAS, The attack on Israel was an attack on the world as
4 citizens from multiple countries were victims, including at
5 least 31 American citizens, as well as citizens from Canada,
6 the United Kingdom, France, Thailand, Nepal, Philippines,
7 Germany, Cambodia, Brazil, Paraguay, Russia, Ukraine, Mexico,
8 Ireland, and other nations; and
9 WHEREAS, In response to these terrorist attacks, the State
10 of Israel declared war on Hamas; and
11 WHEREAS, Since October 7, 2023, the death toll in Israel
12 and Gaza has continued to rise; and
13 WHEREAS, The Hamas terrorist attacks were motivated in
14 part to derail peace talks in the region between Israel and
15 other Middle East nations, including Saudi Arabia; and
16 WHEREAS, Israel, like all sovereign nations, has the right
17 and obligation to protect its citizens from terrorist attacks
18 and hostile foreign powers; and
19 WHEREAS, These events delay peace, have and will continue
20 to create instability, spur an increase in hostile activity
