4	4	2 WHEREAS, The members of the Illinois Senate are saddened
5	5	3 to learn of the death of Cook County Clerk Karen A. Yarbrough,
6	6	4 who passed away on April 7, 2024; and
7	7	5 WHEREAS, Clerk Yarbrough was born on August 22, 1950; she
8	8	6 earned her Bachelor of Arts in Business Management from
9	9	7 Chicago State University and her Master of Arts in Inner City
10	10	8 Studies from Northeastern Illinois University; she and her
11	11	9 husband, Henderson, have been longtime Maywood residents and
12	12	10 active members of their community; and
13	13	11 WHEREAS, Clerk Yarbrough was a beloved leader, a dedicated
14	14	12 public servant, and a tireless legislator who was serving her
15	15	13 second term as Clerk of Cook County at the time of her passing,
16	16	14 leaving behind a career that spanned local and state politics
17	17	15 for over three decades; and
18	18	16 WHEREAS, Clerk Yarbrough was first elected Clerk of Cook
19	19	17 County in 2018, becoming the first woman and first African
20	20	18 American to hold the office; she oversaw elections in suburban
21	21	19 Cook County and maintained the county's vital records, such as
22	22	20 birth, marriage, civil union, and death certificates; she was
23	23	21 credited with implementing sweeping changes throughout the
24	24	22 office, including a complete modernization of election voting

33	33	1 equipment and enhancements to the entire voting process for
34	34	2 suburban voters; and
35	35	3 WHEREAS, During the height of the COVID-19 pandemic in
36	36	4 2020, Clerk Yarbrough successfully managed a first-of-its kind
37	37	5 government consolidation by assuming all duties of the former
38	38	6 Cook County Recorder of Deeds Office into the operations of
39	39	7 the Clerk's Office; she was noted for her commitment to
40	40	8 accuracy, efficiency, advocacy, and cybersecurity, resulting
41	41	9 in groundbreaking initiatives in programming and technology;
42	42	10 and
43	43	11 WHEREAS, Clerk Yarbrough previously served as Cook County
44	44	12 Recorder of Deeds from December 2012 to 2018; prior to that,
45	45	13 she served as State Representative of Illinois' 7th District
46	46	14 from 2001 until 2012, representing parts of the western
47	47	15 suburbs of Chicago; and
48	48	16 WHEREAS, During her tenure in the Illinois House of
49	49	17 Representatives, Clerk Yarbrough served as an Assistant
50	50	18 Majority Leader and as a leader of the Black Caucus and
51	51	19 sponsored many landmark pieces of legislation, including the
52	52	20 law that abolished the death penalty in the State, one of the
53	53	21 nation's first cyberstalking laws, and the Smoke Free Illinois

65	65	1 WHEREAS, Clerk Yarbrough was active in the Democratic
66	66	2 Party, working for both the Cook County Democratic Party and
67	67	3 the Democratic Party of Illinois; she served as a
68	68	4 committeeperson for the Cook County Democratic Party,
69	69	5 representing west suburban Proviso Township, and also served
70	70	6 as treasurer; she was a member of the State Central Committee
71	71	7 for the Democratic Party of Illinois; and
72	72	8 WHEREAS, Outside of politics, Clerk Yarbrough was a
73	73	9 licensed real estate broker and the founder of the Hathaway
74	74	10 Insurance Agency; and
75	75	11 WHEREAS, Clerk Yarbrough was a wife, a mother, a sister,
76	76	12 an aunt, a mentor, and a trailblazer; as a public servant, she
77	77	13 remained committed to social and economic justice, serving as
78	78	14 a champion of women's rights and a defender of the
79	79	15 underprivileged; she will be remembered for leading an
80	80	16 incredibly impactful life while serving the people of Illinois
81	81	17 with steadfast devotion; therefore, be it
82	82	18 RESOLVED, BY THE SENATE OF THE ONE HUNDRED THIRD GENERAL
83	83	19 ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of
84	84	20 Cook County Clerk Karen A. Yarbrough and extend our sincere
85	85	21 condolences to her family, friends, and all who knew and loved
86	86	22 her; and be it further
