4	4	2 WHEREAS, The members of the Illinois Senate are saddened
5	5	3 to learn of the death of Joyce Perry Richmond of Chicago, who
6	6	4 passed away on August 22, 2023 at the age of 87; and
7	7	5 WHEREAS, Joyce Richmond was born to A.D. "Edward" and Anna
8	8	6 Mae Perry on February 2, 1936; she graduated from St. Malachy
9	9	7 High School in Chicago; she then enrolled at Cardinal Stritch
10	10	8 University of Milwaukee before marrying James Earl Richmond in
11	11	9 August 1957; and
12	12	10 WHEREAS, Joyce Richmond was a dedicated support staffer at
13	13	11 Jens Jensen Elementary School for more than 30 years, where
14	14	12 two of her priorities were student readiness and recruiting
15	15	13 parent volunteers; she was also known for conducting home
16	16	14 visits as needed; and
17	17	15 WHEREAS, Joyce Richmond enjoyed watching old Westerns and
18	18	16 law shows during her retirement; and
19	19	17 WHEREAS, Joyce Richmond was fondly regarded by her
20	20	18 neighbors, and she often engaged them in conversation during
21	21	19 her daily walks to Walgreens; and
22	22	20 WHEREAS, Joyce Richmond knew the value of a dollar and was

31	31	1 not interested in living a frivolous lifestyle; she was
32	32	2 affectionately known as "Roy" by her children and
33	33	3 grandchildren, and their loving company helped sustain her;
34	34	4 and
35	35	5 WHEREAS, Joyce Richmond was preceded in death by her
36	36	6 parents; her daughter, Lori; her sisters, Rosetta, Patricia,
37	37	7 and Hettie; and her niece, Tina; and
38	38	8 WHEREAS, At the time of her passing, Joyce Richmond was
39	39	9 survived by her children, Karen, Andrea, James, and Lisa; her
40	40	10 granddaughter, Alexa Joyce; her great-granddaughter, Noah
41	41	11 Alivia; her siblings, Pat (Anthony), Mary, Donna, Regina,
42	42	12 Morell, Peter, Patrick, Edward, Kevin (Valeria), Robert,
43	43	13 Thomas, and Anthony; her nieces and nephews, Margaret,
44	44	14 Anthony, Bea, Bernita, Courtney, and Tiffany; and her friends,
45	45	15 Shirley and David Glover, Betty and Tom Arnieri, Vivian Scott,
46	46	16 Rudy Salazar, Catherine Carter, Joyce Ball, Althea Johnson,
47	47	17 and Maxine McShann; therefore, be it
48	48	18 RESOLVED, BY THE SENATE OF THE ONE HUNDRED THIRD GENERAL
49	49	19 ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of
50	50	20 Joyce Perry Richmond and extend our sincere condolences to her
51	51	21 family, friends, and all who knew and loved her; and be it
