11 104TH GENERAL ASSEMBLY State of Illinois 2025 and 2026 HB0017 Introduced , by Rep. Travis Weaver SYNOPSIS AS INTRODUCED: 20 ILCS 405/405-546 new Amends the Department of Central Management Services Law of the Civil Administrative Code of Illinois. Provides that, within 6 months after the effective date of the amendatory Act, the Department of Central Management Services, in conjunction with the 5 State-funded retirement systems, may enter into a contract with an administrator to establish and conduct a State Retiree Medicare Primacy Coordination Audit and Assistance Program to identify relevant individuals eligible for Medicare but not enrolled in Medicare, and to assist those individuals with enrolling in Social Security and Medicare. Provides that the State Retiree Medicare Primacy Coordination Audit and Assistance Program shall conduct an annual audit of the State health benefits program for everyone covered under the State Employees Group Insurance Program, the Teachers' Retirement Insurance Program, and the College Insurance Program for the purpose of identifying participants and their dependents who are eligible for Medicare under federal law and shall also ensure that those annuitants, retirees, benefit recipients, survivors, or dependents who are eligible for Medicare are enrolled in Medicare with Medicare as their primary health care benefits coverage and the State Health Benefits Program being the secondary provider of their health care benefits coverage. Provides that the State Retiree Medicare Primacy Coordination Audit and Assistance Program shall assist any annuitant, retiree, benefit recipient, survivor or their dependents who becomes disabled, and is not enrolled in Social Security Disability Insurance and Medicare, with enrolling in and obtaining Social Security Disability Insurance and Medicare benefits. Provides that the administrator of the State Retiree Medicare Primacy Coordination Audit and Assistance Program shall provide the Department, the 5 State-funded retirement systems, and the General Assembly with an annual report. 1212 2 Be it enacted by the People of the State of Illinois,
1313 3 represented in the General Assembly:
1414 4 Section 5. The Department of Central Management Services

2020 10 (a) Within 6 months after the effective date of this
2121 11 amendatory Act of the 104th General Assembly, the Department
2222 12 of Central Management Services, in conjunction with the State
2323 13 Employees' Retirement System of Illinois, the State
2424 14 Universities Retirement System, the Teachers' Retirement
2525 15 System of the State of Illinois, the Judges' Retirement System
2626 16 of Illinois, and the General Assembly Retirement System, may
2727 17 enter into a contract with a qualified and experienced
2828 18 administrator to establish and conduct a State Retiree
2929 19 Medicare Primacy Coordination Audit and Assistance Program to
3030 20 identify annuitants, retirees, benefit recipients, survivors,

6868 1 Security and Medicare.
6969 2 (b) The State Retiree Medicare Primacy Coordination Audit
7070 3 and Assistance Program shall conduct an annual audit of the
7171 4 State health benefits program for everyone covered under the
7272 5 State Employees Group Insurance Program, the Teachers'
7373 6 Retirement Insurance Program, and the College Insurance
7474 7 Program for the purpose of identifying participants and their
7575 8 dependents who are eligible for Medicare under federal law.
7676 9 The Program shall also ensure that those annuitants, retirees,
7777 10 benefit recipients, survivors, or dependents who are eligible
7878 11 for Medicare are enrolled in Medicare with Medicare as their
7979 12 primary health care benefits coverage and the State Health
8080 13 Benefits Program as the secondary provider of their health
8181 14 care benefits coverage.
8282 15 (c) The State Retiree Medicare Primacy Coordination Audit
8383 16 and Assistance Program shall assist any annuitant, retiree,
8484 17 benefit recipient, survivor or their dependents who becomes
8585 18 disabled, and is not enrolled in Social Security Disability
8686 19 Insurance and Medicare, with enrolling in and obtaining Social
8787 20 Security Disability Insurance and Medicare benefits. This
8888 21 assistance shall include, but not be limited to: (i)
8989 22 developing communication materials to educate individuals
9090 23 about Social Security Disability Insurance benefits; (ii)
9191 24 performing multiple outreaches to targeted populations; (iii)
9292 25 analyzing responses to determine Social Security Disability
9393 26 Insurance eligibility; and (iv) representing qualified
