Travis Weaver SYNOPSIS AS INTRODUCED: 20 ILCS 405/405-546 new Amends the Department of Central Management Services Law of the Civil Administrative Code of Illinois. Provides that, within 6 months after the effective date of the amendatory Act, the Department of Central Management Services, in conjunction with the 5 State-funded retirement systems, may enter into a contract with an administrator to establish and conduct a State Retiree Medicare Primacy Coordination Audit and Assistance Program to identify relevant individuals eligible for Medicare but not enrolled in Medicare, and to assist those individuals with enrolling in Social Security and Medicare. Provides that the State Retiree Medicare Primacy Coordination Audit and Assistance Program shall conduct an annual audit of the State health benefits program for everyone covered under the State Employees Group Insurance Program, the Teachers' Retirement Insurance Program, and the College Insurance Program for the purpose of identifying participants and their dependents who are eligible for Medicare under federal law and shall also ensure that those annuitants, retirees, benefit recipients, survivors, or dependents who are eligible for Medicare are enrolled in Medicare with Medicare as their primary health care benefits coverage and the State Health Benefits Program being the secondary provider of their health care benefits coverage. Provides that the State Retiree Medicare Primacy Coordination Audit and Assistance Program shall assist any annuitant, retiree, benefit recipient, survivor or their dependents who becomes disabled, and is not enrolled in Social Security Disability Insurance and Medicare, with enrolling in and obtaining Social Security Disability Insurance and Medicare benefits. Provides that the administrator of the State Retiree Medicare Primacy Coordination Audit and Assistance Program shall provide the Department, the 5 State-funded retirement systems, and the General Assembly with an annual report. 11	11	1 AN ACT concerning State government.
12	12	2 Be it enacted by the People of the State of Illinois,
13	13	3 represented in the General Assembly:
14	14	4 Section 5. The Department of Central Management Services
15	15	5 Law of the Civil Administrative Code of Illinois is amended by
16	16	6 adding Section 405-546 as follows:

19	19	9 Audit and Assistance Program.
20	20	10 (a) Within 6 months after the effective date of this
21	21	11 amendatory Act of the 104th General Assembly, the Department
22	22	12 of Central Management Services, in conjunction with the State
23	23	13 Employees' Retirement System of Illinois, the State
24	24	14 Universities Retirement System, the Teachers' Retirement
25	25	15 System of the State of Illinois, the Judges' Retirement System
26	26	16 of Illinois, and the General Assembly Retirement System, may
27	27	17 enter into a contract with a qualified and experienced
28	28	18 administrator to establish and conduct a State Retiree
29	29	19 Medicare Primacy Coordination Audit and Assistance Program to
30	30	20 identify annuitants, retirees, benefit recipients, survivors,
31	31	21 or dependents who are eligible for Medicare, but not enrolled
32	32	22 in Medicare, and to assist those annuitants, retirees, benefit

69	69	2 (b) The State Retiree Medicare Primacy Coordination Audit
70	70	3 and Assistance Program shall conduct an annual audit of the
71	71	4 State health benefits program for everyone covered under the
72	72	5 State Employees Group Insurance Program, the Teachers'
73	73	6 Retirement Insurance Program, and the College Insurance
74	74	7 Program for the purpose of identifying participants and their
75	75	8 dependents who are eligible for Medicare under federal law.
76	76	9 The Program shall also ensure that those annuitants, retirees,
77	77	10 benefit recipients, survivors, or dependents who are eligible
78	78	11 for Medicare are enrolled in Medicare with Medicare as their
79	79	12 primary health care benefits coverage and the State Health
80	80	13 Benefits Program as the secondary provider of their health
81	81	14 care benefits coverage.
82	82	15 (c) The State Retiree Medicare Primacy Coordination Audit
83	83	16 and Assistance Program shall assist any annuitant, retiree,
84	84	17 benefit recipient, survivor or their dependents who becomes
85	85	18 disabled, and is not enrolled in Social Security Disability
86	86	19 Insurance and Medicare, with enrolling in and obtaining Social
87	87	20 Security Disability Insurance and Medicare benefits. This
88	88	21 assistance shall include, but not be limited to: (i)
89	89	22 developing communication materials to educate individuals
90	90	23 about Social Security Disability Insurance benefits; (ii)
91	91	24 performing multiple outreaches to targeted populations; (iii)
92	92	25 analyzing responses to determine Social Security Disability
93	93	26 Insurance eligibility; and (iv) representing qualified

106	106	3 (d) The administrator shall provide the Department, the
107	107	4 State Employees' Retirement System of Illinois, the State
108	108	5 Universities Retirement System, the Teachers' Retirement
109	109	6 System of the State of Illinois, the Judges' Retirement System
110	110	7 of Illinois, the General Assembly Retirement System, and the
111	111	8 General Assembly with an annual report showing the number of
112	112	9 annuitants, retirees, benefit recipients, survivors, and
113	113	10 dependents who are transitioned to Social Security Disability
114	114	11 Insurance and Medicare and the amount of savings realized by
115	115	12 the State of Illinois.
