                            104TH GENERAL ASSEMBLY State of Illinois 2025 and 2026 HB0068 Introduced , by Rep. Diane Blair-Sherlock SYNOPSIS AS INTRODUCED: New Act Creates the Bottled Drinking Water Sales Act. Provides that, beginning January 1, 2026, an entertainment venue operating in the State shall not charge more than specified amounts for bottled drinking water. Provides that, beginning January 1, 2031, and every 5 years thereafter, the Attorney General shall adjust the rates by the average of the annual percentage increase or decrease in the Consumer Price Index for All Urban Consumers as issued by the United States Department of Labor from the previous 5 years. Provides that an entertainment venue that violates the Act is subject to a civil penalty of not more than an amount equal to 10% of the total ticket sales from the entertainment event at which the violation occurred. Provides that the Attorney General may bring an action to enforce the collection of any civil penalty. Defines terms. Effective January 1, 2026. 1  AN ACT concerning business.
2  Be it enacted by the People of the State of Illinois,
3  represented in the General Assembly:
4  Section 1. Short title. This Act may be cited as the
5  Bottled Drinking Water Sales Act.
6  Section 10. Definitions.  As used in this Act:
7  "Bottled drinking water" means water that is ultimately
8  sold, provided, or offered for human consumption in a closed
9  container.
10  "Entertainment venue" means a place of entertainment,
11  recreation, or leisure that requires a ticket for entry.
12  Section 15. Bottled drinking water price.
13  (a) Beginning January 1, 2026, an entertainment venue
14  operating in this State shall not do any of the following:
15  (1) charge more than $2.00 for bottled drinking water
16  with a liquid capacity of 16 ounces or less;
17  (2) charge more than $2.50 for bottled drinking water
18  with a 2 liquid capacity between 16.01 and 19.99 ounces;
19  (3) charge more than $3.00 for bottled drinking water
20  with a 4 liquid capacity between 20 and 23.99 ounces; and
21  (4) charge more than $4.00 for bottled drinking water
22  with a 6 liquid capacity of 24 ounces or more.

7  Section 20. Penalty. An entertainment venue that violates
8  this Act is subject to a civil penalty of not more than an
9  amount equal to 10% of the total ticket sales from the
10  entertainment event at which the violation occurred. The
11  Attorney General may bring an action to enforce the collection
12  of any civil penalty imposed under this Act.
