1111 1 AN ACT concerning local government.
1212 2 Be it enacted by the People of the State of Illinois,
1313 3 represented in the General Assembly:
1414 4 Section 5. The Decennial Committees on Local Government
1515 5 Efficiency Act is amended by changing Section 10 as follows:

1717 7 Sec. 10. Formation of committee; members; vacancy;
1818 8 administrative support.
1919 9 (a) By June 10, 2023 (one year after the effective date of
2020 10 this Act) and at least once every 10 years after June 10, 2023,
2121 11 each governmental unit may must form a committee to study
2222 12 local efficiencies and report recommendations regarding
2323 13 efficiencies and increased accountability to the county board
2424 14 in which the governmental unit is located.
2525 15 (b) Each committee's membership shall include the elected
2626 16 or appointed members of the governing board of the
2727 17 governmental unit; at least 2 residents within the territory
2828 18 served by the governmental unit, who are appointed by the
2929 19 chair of the governing board, with the advice and consent of
3030 20 the governing board; and any chief executive officer or other
3131 21 officer of the governmental unit. The committee shall be
3232 22 chaired by the president or chief elected or appointed
3333 23 official of the governing board or his or her designee. The

6868 1 chairperson may appoint additional members to the committee as

7070 3 Committee members shall serve without compensation but may
7171 4 be reimbursed by the governmental unit for their expenses
7272 5 incurred in performing their duties.
7373 6 (b-5) In lieu of the committee described in subsection
7474 7 (a), a highway commissioner of a township road district in a
7575 8 county with a population under 400,000 and the township board
7676 9 of the same township may form a joint committee for the
7777 10 purposes described in subsection (a). That joint committee
7878 11 shall include: the township trustees; the highway
7979 12 commissioner; at least 2 residents of the territory served by
8080 13 the governmental unit appointed by the township supervisor
8181 14 with the advice and consent of the township board; at least one
8282 15 resident of the governmental unit appointed by the highway
8383 16 commissioner; and the township supervisor. The joint committee
8484 17 shall be chaired by the township supervisor and shall issue a
8585 18 joint report with 2 sections, one section for the township and
8686 19 one section for the road district. Except with respect to its
8787 20 composition and report, the joint committee shall otherwise
8888 21 comply with subsection (b). References in this Act to a
8989 22 "committee" shall also include a joint committee formed under
9090 23 this subsection.
9191 24 (c) A committee may employ or use the services of
9292 25 specialists in public administration and governmental
