11	11	1 AN ACT concerning local government.
12	12	2 Be it enacted by the People of the State of Illinois,
13	13	3 represented in the General Assembly:
14	14	4 Section 5. The Decennial Committees on Local Government
15	15	5 Efficiency Act is amended by changing Section 10 as follows:
16	16	6 (50 ILCS 70/10)
17	17	7 Sec. 10. Formation of committee; members; vacancy;
18	18	8 administrative support.
19	19	9 (a) By June 10, 2023 (one year after the effective date of
20	20	10 this Act) and at least once every 10 years after June 10, 2023,
21	21	11 each governmental unit may must form a committee to study
22	22	12 local efficiencies and report recommendations regarding
23	23	13 efficiencies and increased accountability to the county board
24	24	14 in which the governmental unit is located.
25	25	15 (b) Each committee's membership shall include the elected
26	26	16 or appointed members of the governing board of the
27	27	17 governmental unit; at least 2 residents within the territory
28	28	18 served by the governmental unit, who are appointed by the
29	29	19 chair of the governing board, with the advice and consent of
30	30	20 the governing board; and any chief executive officer or other
31	31	21 officer of the governmental unit. The committee shall be
32	32	22 chaired by the president or chief elected or appointed
33	33	23 official of the governing board or his or her designee. The

68	68	1 chairperson may appoint additional members to the committee as
69	69	2 the chairperson deems appropriate.
70	70	3 Committee members shall serve without compensation but may
71	71	4 be reimbursed by the governmental unit for their expenses
72	72	5 incurred in performing their duties.
73	73	6 (b-5) In lieu of the committee described in subsection
74	74	7 (a), a highway commissioner of a township road district in a
75	75	8 county with a population under 400,000 and the township board
76	76	9 of the same township may form a joint committee for the
77	77	10 purposes described in subsection (a). That joint committee
78	78	11 shall include: the township trustees; the highway
79	79	12 commissioner; at least 2 residents of the territory served by
80	80	13 the governmental unit appointed by the township supervisor
81	81	14 with the advice and consent of the township board; at least one
82	82	15 resident of the governmental unit appointed by the highway
83	83	16 commissioner; and the township supervisor. The joint committee
84	84	17 shall be chaired by the township supervisor and shall issue a
85	85	18 joint report with 2 sections, one section for the township and
86	86	19 one section for the road district. Except with respect to its
87	87	20 composition and report, the joint committee shall otherwise
88	88	21 comply with subsection (b). References in this Act to a
89	89	22 "committee" shall also include a joint committee formed under
90	90	23 this subsection.
91	91	24 (c) A committee may employ or use the services of
92	92	25 specialists in public administration and governmental
93	93	26 management and any other trained consultants, analysts,
