11	11	1 AN ACT concerning public aid.
12	12	2 Be it enacted by the People of the State of Illinois,
13	13	3 represented in the General Assembly:
14	14	4 Section 5. The Illinois Public Aid Code is amended by
15	15	5 changing Section 5-35 as follows:

17	17	7 Sec. 5-35. Personal needs allowance.
18	18	8 (a) For a person who is a resident in a facility licensed
19	19	9 under the ID/DD Community Care Act, the Community-Integrated
20	20	10 Living Arrangements Licensure and Certification Act, the
21	21	11 Specialized Mental Health Rehabilitation Act of 2013, or the
22	22	12 MC/DD Act for whom payments are made under this Article
23	23	13 throughout a month and who is determined to be eligible for
24	24	14 medical assistance under this Article, the State shall pay an
25	25	15 amount in addition to the minimum monthly personal needs
26	26	16 allowance authorized under Section 1902(q) of Title XIX of the
27	27	17 Social Security Act (42 U.S.C. 1396(q)) so that the person's
28	28	18 total monthly personal needs allowance from both State and
29	29	19 federal sources equals $60.
30	30	20 (b) Beginning January 1, 2026, for a person who is a
31	31	21 resident in a facility licensed under the Community-Integrated
32	32	22 Living Arrangements Licensure and Certification Act for whom
33	33	23 payments are made under this Article throughout a month and
