Provides that an institution of higher education that, pursuant to an official policy of the institution to prohibit the display of the flag of the United States by the institution, removes, censors, takes down, prohibits, or otherwise halts display of the flag of the United States is ineligible to receive State funds for the following fiscal year until the institution reports to the General Assembly and the Board of Higher Education the complete and proper reinstatement, by the institution in its official capacity, of the flag of the United States at any and all locations on campus property from which a previously displayed flag of the United States was removed, censored, taken down, prohibited, or otherwise halted from display pursuant to an official policy of the institution to prohibit the display of the flag of the United States by the institution. 11	11	1 AN ACT concerning education.
12	12	2 Be it enacted by the People of the State of Illinois,
13	13	3 represented in the General Assembly:
14	14	4 Section 1. Short title. This Act may be cited as the
15	15	5 Protect the Flag Act.
16	16	6 Section 5. Definition. As used in this Act, "institution
17	17	7 of higher education" means a publicly or privately operated
18	18	8 university or college in this State, a publicly or privately
19	19	9 operated business, technical, or vocational school in this
20	20	10 State, or any other publicly or privately operated educational
21	21	11 institution offering degrees and instruction beyond the
22	22	12 secondary school level in this State.
23	23	13 Section 10. Restriction on funding. An institution of
24	24	14 higher education that, pursuant to an official policy of the
25	25	15 institution of higher education to prohibit the display of the
26	26	16 flag of the United States by the institution of higher
27	27	17 education, removes, censors, takes down, prohibits, or
28	28	18 otherwise halts display of the flag of the United States is
29	29	19 ineligible to receive State funds until the institution of
30	30	20 higher education reports to the General Assembly and the Board
31	31	21 of Higher Education the complete and proper reinstatement, by
32	32	22 the institution of higher education in its official capacity,
