11 104TH GENERAL ASSEMBLY State of Illinois 2025 and 2026 HB1160 Introduced , by Rep. Chris Miller SYNOPSIS AS INTRODUCED: New Act Creates the Protect the Flag Act. Provides that an institution of higher education that, pursuant to an official policy of the institution to prohibit the display of the flag of the United States by the institution, removes, censors, takes down, prohibits, or otherwise halts display of the flag of the United States is ineligible to receive State funds for the following fiscal year until the institution reports to the General Assembly and the Board of Higher Education the complete and proper reinstatement, by the institution in its official capacity, of the flag of the United States at any and all locations on campus property from which a previously displayed flag of the United States was removed, censored, taken down, prohibited, or otherwise halted from display pursuant to an official policy of the institution to prohibit the display of the flag of the United States by the institution. 1111 1 AN ACT concerning education.
1212 2 Be it enacted by the People of the State of Illinois,
1313 3 represented in the General Assembly:
1414 4 Section 1. Short title. This Act may be cited as the
1515 5 Protect the Flag Act.
1616 6 Section 5. Definition. As used in this Act, "institution
1717 7 of higher education" means a publicly or privately operated
1818 8 university or college in this State, a publicly or privately
1919 9 operated business, technical, or vocational school in this
2020 10 State, or any other publicly or privately operated educational
2121 11 institution offering degrees and instruction beyond the
2222 12 secondary school level in this State.
2323 13 Section 10. Restriction on funding. An institution of
2424 14 higher education that, pursuant to an official policy of the
2525 15 institution of higher education to prohibit the display of the
2626 16 flag of the United States by the institution of higher
2727 17 education, removes, censors, takes down, prohibits, or
2828 18 otherwise halts display of the flag of the United States is
2929 19 ineligible to receive State funds until the institution of
3030 20 higher education reports to the General Assembly and the Board
