11	11	1 AN ACT concerning local government.
12	12	2 Be it enacted by the People of the State of Illinois,
13	13	3 represented in the General Assembly:
14	14	4 Section 5. The Illinois Municipal Code is amended by
15	15	5 changing Section 10-2.1-9 as follows:

17	17	7 Sec. 10-2.1-9. Original appointments; Preferences;
18	18	8 Limitation.
19	19	9 (a) The The board of fire and police commissioners shall
20	20	10 give preference for original appointment to persons designated
21	21	11 in Section 10-2.1-8 whose names appear on any register of
22	22	12 eligibles resulting from an examination for original entrance
23	23	13 in the classified service of the fire and police departments
24	24	14 of any municipality coming under the provisions of this
25	25	15 Division 2.1 by adding to the final grade average which they
26	26	16 receive or will receive as the result of any examination held
27	27	17 for original entrance, 5 points. The board shall also give
28	28	18 preference to persons eligible under subsection (b) as
29	29	19 provided in that subsection. The numerical result thus
30	30	20 attained shall be applied by the board of fire and police
31	31	21 commissioners in determining the position of such persons on
32	32	22 any eligibility list which has been created as the result of
33	33	23 any examination for original entrance for purposes of

69	69	2 eligibility list. The board shall strike off the names of
70	70	3 candidates for original appointment after such names have been
71	71	4 on the list for more than 2 years.
72	72	5 (b) All persons who, on or after the effective date of this
73	73	6 amendatory Act of 1993, have been paid-on-call certified
74	74	7 firefighters II, paramedics, or any combination of those
75	75	8 capacities, of the municipality shall be awarded 0.5 point for
76	76	9 each year of successful service in one or more of those
77	77	10 capacities, up to a maximum of 5 points at the time of
78	78	11 examination for original appointment to the classified service
79	79	12 of the fire department. Certified firefighters III shall be
80	80	13 awarded one point per year up to a maximum of 5 points.
81	81	14 Applicants from outside the municipality who were employed as
82	82	15 full-time firefighters or firefighter-paramedics by a fire
83	83	16 protection district or another municipality for at least 2
84	84	17 years shall have the same preference as paid-on-call
85	85	18 personnel. These additional points presuppose a rating scale
86	86	19 totalling 100 points available for the eligibility list. If
87	87	20 more or fewer points are used in the rating scale for the
88	88	21 eligibility list, the points awarded under this subsection
89	89	22 shall be increased or decreased by a factor equal to the total
90	90	23 possible points available for the examination divided by 100.
91	91	24 No person entitled to additional points under this
92	92	25 subsection shall be required to claim that preference or
93	93	26 credit before an examination is held. The preference shall be
