1111 1 AN ACT concerning revenue.
1212 2 Be it enacted by the People of the State of Illinois,
1313 3 represented in the General Assembly:
1414 4 Section 5. The Illinois Income Tax Act is amended by
1515 5 adding Section 246 as follows:

1717 7 Sec. 246. Solid waste recycling credit.
1818 8 (a) For taxable years ending on or after December 31,
1919 9 2025, each individual taxpayer is entitled to a credit against
2020 10 the taxes imposed by subsections (a) and (b) of Section 201 in
2121 11 an amount equal to 100% of the eligible recycling costs
2222 12 incurred by the taxpayer during the taxable year, not to
2323 13 exceed $1,000 per taxpayer.
2424 14 (b) In no event shall a credit under this Section reduce
2525 15 the taxpayer's liability to less than zero. If the amount of
2626 16 the credit exceeds the tax liability for the year, the excess
2727 17 may be carried forward and applied to the tax liability of the
2828 18 5 taxable years following the excess credit year. The tax
2929 19 credit shall be applied to the earliest year for which there is
3030 20 a tax liability. If there are credits for more than one year
3131 21 that are available to offset a liability, the earlier credit
3232 22 shall be applied first.
