14	14	1 AN ACT concerning education.
15	15	2 Be it enacted by the People of the State of Illinois,
16	16	3 represented in the General Assembly:
17	17	4 Section 5. The School Code is amended by adding Section
18	18	5 2-3.206 and by changing Sections 21A-25, 21B-20, and 21B-40 as
19	19	6 follows:
20	20	7 (105 ILCS 5/2-3.206 new)
21	21	8 Sec. 2-3.206. Temporary Teacher Apprentice Program.
22	22	9 (a) In this Section:
23	23	10 "Mentor teacher" means an individual who (i) holds a
24	24	11 Professional Educator License, (ii) has at least 7 years of
25	25	12 classroom experience, (iii) has an "excellent" rating on his
26	26	13 or her 2 most recent teacher evaluations, and (iv) has
27	27	14 volunteered to serve as a mentor teacher under this Section. A
28	28	15 school district may not require a teacher to assume the role of
29	29	16 mentor teacher under this Section.
30	30	17 "Qualified participant" means an individual who (i) holds
31	31	18 a high school diploma or its recognized equivalent, (ii) holds
32	32	19 an associate degree or has completed a minimum of 60 semester
33	33	20 hours of coursework from a regionally accredited institution
34	34	21 of higher education, (iii) has at least a 3.0 cumulative grade
35	35	22 point average upon receiving the associate degree or
36	36	23 completing the coursework at the regionally accredited

78	78	2 Temporary Teacher Apprentice Program under this Section, and
79	79	3 (v) is seeking a bachelor's degree from a regionally
80	80	4 accredited institution of higher education in this State.
81	81	5 (b) Beginning with the 2025-2026 school year, the State
82	82	6 Board of Education, in consultation with the State Educator
83	83	7 Preparation and Licensure Board, shall establish and maintain
84	84	8 a Temporary Teacher Apprenticeship Program to assist qualified
85	85	9 participants in acquiring a Professional Educator License. The
86	86	10 State Board of Education, in consultation with the State
87	87	11 Educator Preparation and Licensure Board, may establish and
88	88	12 adopt any rules necessary to implement this Section, including
89	89	13 the standards that a qualified participant must meet to
90	90	14 receive a Professional Educator License under Section 21B-20
91	91	15 of this Code.
92	92	16 (c) In order to successfully complete the Temporary
93	93	17 Teacher Apprentice Program, a qualified participant must:
94	94	18 (1) receive his or her bachelor's degree within 3
95	95	19 years after receiving a temporary teacher apprentice
96	96	20 endorsement on an Educator License with Stipulations under
97	97	21 subparagraph (O) of paragraph (2) of Section 21B-20 of
98	98	22 this Code; however, the qualified participant is not
99	99	23 required to receive a bachelor's degree from an educator
100	100	24 preparation program; and
101	101	25 (2) spend 2 full school years as a temporary teacher
102	102	26 apprentice working one-on-one under a mentor teacher to

113	113	1 develop the qualified participant's pedagogy skills by
114	114	2 assisting the mentor teacher in creating classroom
115	115	3 curriculum and lesson plans, grading and evaluating
116	116	4 students, and all other aspects of classroom activity
117	117	5 performed by the mentor teacher.
118	118	6 (d) Upon completing the requirements set forth in
119	119	7 subsection (c) of this Section, a qualified participant is
120	120	8 eligible for a Professional Educator License under Section
121	121	9 21B-20 of this Code. However, before the qualified participant
122	122	10 receives a Professional Educator License, the mentor teacher
123	123	11 and the school principal shall certify to the State Board of
124	124	12 Education, in a form developed and prescribed by the State
125	125	13 Board, that the qualified participant is eligible to receive a
126	126	14 Professional Educator License. In order to receive a grade
127	127	15 level or subject endorsement, the qualified participant must
128	128	16 pass the applicable content area test, but the qualified
129	129	17 participant is not required to pass a teacher performance
130	130	18 assessment prior to receiving a Professional Educator License
131	131	19 under Section 21B-20 of this Code.
132	132	20 (e) Each qualified participant shall receive pay while
133	133	21 serving in that capacity for no more than 2 school years.
134	134	22 Mentor teachers shall receive a paid bonus at the end of each
135	135	23 school year in which they serve as a mentor teacher for the
136	136	24 full school year. The rate of pay for the qualified
137	137	25 participant and the rate of the bonus pay for the mentor
138	138	26 teacher shall be determined by the school board, in accordance

150	150	2 agreement, if any. A school district may use appropriate
151	151	3 State, federal, or local revenue to issue pay or bonus pay
152	152	4 under this subsection (e).
153	153	5 Subject to appropriation by the General Assembly for
154	154	6 grants associated with Article 21A of this Code, the State
155	155	7 Board of Education may issue grants to school districts to
156	156	8 cover the costs associated with mentor teachers in accordance
157	157	9 with subsection (c) of Section 21A-25 of this Code.

159	159	11 Sec. 21A-25. Funding.
160	160	12 (a) From a separate appropriation made for the purposes of
161	161	13 this Article, for each new teacher participating in a new
162	162	14 teacher induction and mentoring program that meets the
163	163	15 requirements set forth in Section 21A-20 of this Code or in an
164	164	16 existing program that is in the process of transition to a
165	165	17 program that meets those requirements, the State Board of
166	166	18 Education shall pay the eligible entity for the duration of
167	167	19 the grant for the purpose of providing the following:
168	168	20 (1) Mentor teacher compensation and new teacher
169	169	21 compensation.
170	170	22 (2) Mentor teacher professional learning or new
171	171	23 teacher learning or both.
172	172	24 (3) (Blank).
173	173	25 (b) Each school district shall decide, in conjunction with

184	184	1 its exclusive bargaining representative, if any, which
185	185	2 eligible applicant offers the most suitable program. If a
186	186	3 mentor teacher receives release time to support a new teacher,
187	187	4 the total workload of other teachers regularly employed by the
188	188	5 public school shall not increase in any substantial manner. If
189	189	6 the appropriation is not included in the State budget, the
190	190	7 State Board of Education is not required to implement programs
191	191	8 established by this Article.
192	192	9 (c) Notwithstanding any other provision of this Article,
193	193	10 subject to appropriation of funding under this Section, the
194	194	11 State Board of Education shall allocate no more than 25% of the
195	195	12 appropriation level for this Section to provide mentor teacher
196	196	13 grants under Section 2-3.206 of this Code. School districts
197	197	14 participating in the Temporary Teacher Apprentice Program
198	198	15 shall apply to the State Board for funding. No school district
199	199	16 may receive a grant of more than $2,000 per mentor teacher. If
200	200	17 allocated funds are less than the amount needed to fully fund
201	201	18 grants of $2,000 per mentor teacher, the grants shall be
202	202	19 issued on a prorated basis.

205	205	22 Sec. 21B-20. Types of licenses. The State Board of
206	206	23 Education shall implement a system of educator licensure,
207	207	24 whereby individuals employed in school districts who are
208	208	25 required to be licensed must have one of the following

220	220	2 educator license with stipulations; (iii) a substitute
221	221	3 teaching license; or (iv) until June 30, 2028, a short-term
222	222	4 substitute teaching license. References in law regarding
223	223	5 individuals certified or certificated or required to be
224	224	6 certified or certificated under Article 21 of this Code shall
225	225	7 also include individuals licensed or required to be licensed
226	226	8 under this Article. The first year of all licenses ends on June
227	227	9 30 following one full year of the license being issued.
228	228	10 The State Board of Education, in consultation with the
229	229	11 State Educator Preparation and Licensure Board, may adopt such
230	230	12 rules as may be necessary to govern the requirements for
231	231	13 licenses and endorsements under this Section.
232	232	14 (1) Professional Educator License. Persons who (i)
233	233	15 have successfully completed an approved educator
234	234	16 preparation program and are recommended for licensure by
235	235	17 the Illinois institution offering the educator preparation
236	236	18 program, (ii) have successfully completed the required
237	237	19 testing under Section 21B-30 of this Code, (iii) have
238	238	20 successfully completed coursework on the psychology of,
239	239	21 the identification of, and the methods of instruction for
240	240	22 the exceptional child, including, without limitation,
241	241	23 children with learning disabilities, (iv) have
242	242	24 successfully completed coursework in methods of reading
243	243	25 and reading in the content area, and (v) have met all other
244	244	26 criteria established by rule of the State Board of

255	255	1 Education or persons who have successfully completed the
256	256	2 Temporary Teacher Apprentice Program under Section 2-3.206
257	257	3 of this Code shall be issued a Professional Educator
258	258	4 License. All Professional Educator Licenses are valid
259	259	5 until June 30 immediately following 5 years of the license
260	260	6 being issued. The Professional Educator License shall be
261	261	7 endorsed with specific areas and grade levels in which the
262	262	8 individual is eligible to practice. For an early childhood
263	263	9 education endorsement, an individual may satisfy the
264	264	10 student teaching requirement of his or her early childhood
265	265	11 teacher preparation program through placement in a setting
266	266	12 with children from birth through grade 2, and the
267	267	13 individual may be paid and receive credit while student
268	268	14 teaching. The student teaching experience must meet the
269	269	15 requirements of and be approved by the individual's early
270	270	16 childhood teacher preparation program.
271	271	17 Individuals can receive subsequent endorsements on the
272	272	18 Professional Educator License. Subsequent endorsements
273	273	19 shall require a minimum of 24 semester hours of coursework
274	274	20 in the endorsement area and passage of the applicable
275	275	21 content area test, unless otherwise specified by rule.
276	276	22 (2) Educator License with Stipulations. An Educator
277	277	23 License with Stipulations shall be issued an endorsement
278	278	24 that limits the license holder to one particular position
279	279	25 or does not require completion of an approved educator
280	280	26 program or both.

293	293	3 any other entity to replace any presently employed teacher
294	294	4 who otherwise would not be replaced for any reason.

298	298	8 (B) Alternative provisional educator. An
299	299	9 alternative provisional educator endorsement on an
300	300	10 Educator License with Stipulations may be issued to an
301	301	11 applicant who, at the time of applying for the
302	302	12 endorsement, has done all of the following:
303	303	13 (i) Graduated from a regionally accredited
304	304	14 college or university with a minimum of a
305	305	15 bachelor's degree.
306	306	16 (ii) Successfully completed the first phase of
307	307	17 the Alternative Educator Licensure Program for
308	308	18 Teachers, as described in Section 21B-50 of this
309	309	19 Code.
310	310	20 (iii) Passed a content area test, as required
311	311	21 under Section 21B-30 of this Code.
312	312	22 The alternative provisional educator endorsement is
313	313	23 valid for 2 years of teaching and may be renewed for a
314	314	24 third year by an individual meeting the requirements set
315	315	25 forth in Section 21B-50 of this Code.

328	328	2 an Educator License with Stipulations entitles the
329	329	3 holder to serve only as a superintendent or assistant
330	330	4 superintendent in a school district's central office.
331	331	5 This endorsement may only be issued to an applicant
332	332	6 who, at the time of applying for the endorsement, has
333	333	7 done all of the following:
334	334	8 (i) Graduated from a regionally accredited
335	335	9 college or university with a minimum of a master's
336	336	10 degree in a management field other than education.
337	337	11 (ii) Been employed for a period of at least 5
338	338	12 years in a management level position in a field
339	339	13 other than education.
340	340	14 (iii) Successfully completed the first phase
341	341	15 of an alternative route to superintendent
342	342	16 endorsement program, as provided in Section 21B-55
343	343	17 of this Code.
344	344	18 (iv) Passed a content area test required under
345	345	19 Section 21B-30 of this Code.
346	346	20 The endorsement is valid for 2 fiscal years in
347	347	21 order to complete one full year of serving as a
348	348	22 superintendent or assistant superintendent.

350	350	24 (E) Career and technical educator. A career and
351	351	25 technical educator endorsement on an Educator License
352	352	26 with Stipulations may be issued to an applicant who

374	374	12 with Stipulations but does not hold a bachelor's
375	375	13 degree may substitute teach in career and technical
376	376	14 education classrooms.
377	377	15 An individual who holds a valid career and
378	378	16 technical educator endorsement on an Educator License
379	379	17 with Stipulations is entitled to all of the rights and
380	380	18 privileges granted to a holder of a Professional
381	381	19 Educator License.
382	382	20 (F) (Blank).
383	383	21 (G) Transitional bilingual educator. A
384	384	22 transitional bilingual educator endorsement on an
385	385	23 Educator License with Stipulations may be issued for
386	386	24 the purpose of providing instruction in accordance

672	672	22 a qualified participant in the Temporary Teacher
673	673	23 Apprentice Program under Section 2-3.206 of this Code.
674	674	24 The temporary teacher apprenticeship endorsement is

733	733	11 Licenses are not eligible for endorsements. Applicants for
734	734	12 a Substitute Teaching License must hold a bachelor's
735	735	13 degree or higher from a regionally accredited institution
736	736	14 of higher education or must be enrolled in an approved
737	737	15 educator preparation program in this State and have earned
738	738	16 at least 90 credit hours.
739	739	17 Substitute Teaching Licenses are valid for 5 years.
740	740	18 Substitute Teaching Licenses are valid for substitute
741	741	19 teaching in every county of this State. If an individual
742	742	20 has had his or her Professional Educator License or
743	743	21 Educator License with Stipulations suspended or revoked,
744	744	22 then that individual is not eligible to obtain a

916	916	15 (2) A $150 application fee for individuals who have
917	917	16 not been entitled by an Illinois-approved educator
918	918	17 preparation program at an Illinois institution of higher
919	919	18 education and are seeking any of the licenses set forth in
920	920	19 subdivision (1) of this subsection (a).
921	921	20 (3) A $50 application fee for each endorsement or

923	923	22 (4) A $10 per year registration fee for the course of
924	924	23 the validity cycle to register the license, which shall be
925	925	24 paid to the regional office of education having

938	938	1 individual holding the license is not yet employed, then
939	939	2 the license may be registered in any county in this State.
940	940	3 The registration fee must be paid in its entirety the
941	941	4 first time the individual registers the license for a
942	942	5 particular validity period in a single region. No
943	943	6 additional fee may be charged for that validity period
944	944	7 should the individual subsequently register the license in
945	945	8 additional regions. An individual must register the
946	946	9 license (i) immediately after initial issuance of the
947	947	10 license and (ii) at the beginning of each renewal cycle if
948	948	11 the individual has satisfied the renewal requirements
949	949	12 required under this Code.
950	950	13 Beginning on July 1, 2017, at the beginning of each
951	951	14 renewal cycle, individuals who hold a Substitute Teaching
952	952	15 License may apply for a reimbursement of the registration
953	953	16 fee within 18 months of renewal and shall be issued that
954	954	17 reimbursement by the State Board of Education from funds
955	955	18 appropriated for that purpose if the licensee provides
956	956	19 evidence to the State Board of Education that the licensee
957	957	20 has taught pursuant to the Substitute Teaching License at
958	958	21 least 10 full school days within one year of renewal.
959	959	22 (5) The license renewal fee for an Educator License
960	960	23 with Stipulations with a paraprofessional educator
961	961	24 endorsement is $25.
962	962	25 (a-5) An applicant for a temporary teacher apprentice
963	963	26 endorsement on an Educator License with Stipulations may not

975	975	2 (b) All application fees paid pursuant to subdivisions (1)
976	976	3 through (3) of subsection (a) of this Section shall be
977	977	4 deposited into the Teacher Certificate Fee Revolving Fund and
978	978	5 shall be used, subject to appropriation, by the State Board of
979	979	6 Education to provide the technology and human resources
980	980	7 necessary for the timely and efficient processing of
981	981	8 applications and for the renewal of licenses. Funds available
982	982	9 from the Teacher Certificate Fee Revolving Fund may also be
983	983	10 used by the State Board of Education to support the
984	984	11 recruitment and retention of educators, to support educator
985	985	12 preparation programs as they seek national accreditation, and
986	986	13 to provide professional development aligned with the
987	987	14 requirements set forth in Section 21B-45 of this Code. A
988	988	15 majority of the funds in the Teacher Certificate Fee Revolving
989	989	16 Fund must be dedicated to the timely and efficient processing
990	990	17 of applications and for the renewal of licenses. The Teacher
991	991	18 Certificate Fee Revolving Fund is not subject to
992	992	19 administrative charge transfers, authorized under Section 8h
993	993	20 of the State Finance Act, from the Teacher Certificate Fee
994	994	21 Revolving Fund into any other fund of this State, and moneys in
995	995	22 the Teacher Certificate Fee Revolving Fund shall not revert
996	996	23 back to the General Revenue Fund at any time.
997	997	24 The regional superintendent of schools shall deposit the
998	998	25 registration fees paid pursuant to subdivision (4) of
999	999	26 subsection (a) of this Section into the institute fund

1011	1011	2 (c) The State Board of Education and each regional office
1012	1012	3 of education are authorized to charge a service or convenience
1013	1013	4 fee for the use of credit cards for the payment of license
1014	1014	5 fees. This service or convenience fee shall not exceed the
1015	1015	6 amount required by the credit card processing company or
1016	1016	7 vendor that has entered into a contract with the State Board or
1017	1017	8 regional office of education for this purpose, and the fee
1018	1018	9 must be paid to that company or vendor.
1019	1019	10 (d) If, at the time a certificate issued under Article 21
1020	1020	11 of this Code is exchanged for a license issued under this
1021	1021	12 Article, a person has paid registration fees for any years of
1022	1022	13 the validity period of the certificate and these years have
1023	1023	14 not expired when the certificate is exchanged, then those fees
1024	1024	15 must be applied to the registration of the new license.
