1	1	104TH GENERAL ASSEMBLY State of Illinois 2025 and 2026 HB1215 Introduced , by Rep. Adam M. Niemerg SYNOPSIS AS INTRODUCED: New Act Creates the Utilizing Illinois Energy Resources Task Force Act. Creates the Utilizing Illinois Energy Resources Task Force. Provides that the Task Force shall study methods the State can use to support and expand the use of natural resources in this State, including, coal, crude oil, and natural gas. Provides for the membership of the Task Force. Provides that the Director of Natural Resources may retain the services of outside parties with legal, engineering, and financial expertise to assist the Task Force in carrying out its duties. Provides that the Task Force members are not eligible to receive compensation or reimbursement of expenses. Provides that the Task Force shall file a report no later than December 31, 2026 with the General Assembly on all issues deemed appropriate by the Task Force. Provides that the Task Force shall be abolished upon filing its report with the General Assembly. Repeals the Act on June 1, 2027. Effective immediately. 11	11	1 AN ACT concerning regulation.
12	12	2 Be it enacted by the People of the State of Illinois,
13	13	3 represented in the General Assembly:
14	14	4 Section 1. Short title. This Act may be cited as the
15	15	5 Utilizing Illinois Energy Resources Task Force Act.
16	16	6 Section 5. Utilizing Illinois Energy Resources Task Force.
17	17	7 (a) The Utilizing Illinois Energy Resources Task Force is
18	18	8 created to study methods the State can use to support and
19	19	9 expand the use of natural resources in this State, including
20	20	10 coal, crude oil, and natural gas.
21	21	11 (b) The Task Force shall include the following members:
22	22	12 (1) the Director of Natural Resources, or the
23	23	13 Director's designee, who shall serve as the ex officio
24	24	14 chairperson of the Task Force;
25	25	15 (2) one member appointed by the Speaker of the House
26	26	16 of Representatives;
27	27	17 (3) one member appointed by the President of the
28	28	18 Senate;
29	29	19 (4) one member appointed by the Minority Leader of the
30	30	20 House of Representatives;
31	31	21 (5) one member appointed by the Minority Leader of the
32	32	22 Senate; and
33	33	23 (6) the following members appointed by the Governor:

68	68	1 (A) one member representing an entity engaged in,
69	69	2 or seeking to be engaged in, the extraction of coal in
70	70	3 the State;
71	71	4 (B) one member representing an entity engaged in,
72	72	5 or seeking to be engaged in, the extraction of crude
73	73	6 oil in the State;
74	74	7 (C) one member representing an entity engaged in,
75	75	8 or seeking to be engaged in, the extraction of natural
76	76	9 gas in the State; and
77	77	10 (D) one member representing the agriculture
78	78	11 community.
79	79	12 (c) The Department of Natural Resources shall provide
80	80	13 administrative and other support to the Task Force.
81	81	14 (d) The Director of Natural Resources may retain the
82	82	15 services of outside parties with legal, engineering, and
83	83	16 financial expertise to assist the Task Force in carrying out
84	84	17 its duties.
85	85	18 (e) Task Force members are not eligible to receive
86	86	19 compensation or reimbursement of expenses.
87	87	20 Section 10. Report on Utilizing Illinois Energy Resources
88	88	21 legislation.
89	89	22 (a) The Task Force shall file a report no later than
90	90	23 December 31, 2026 with the General Assembly on all issues
91	91	24 deemed appropriate by the Task Force, including, but not
92	92	25 limited to, the following:

107	107	5 (b) The Task Force shall be abolished upon filing its
108	108	6 report with the General Assembly.
109	109	7 Section 15. Repealer. This Act is repealed on June 1,
110	110	8 2027.
