13	13	1 AN ACT concerning State government.
14	14	2 Be it enacted by the People of the State of Illinois,
15	15	3 represented in the General Assembly:
16	16	4 Section 5. The Illinois Health Facilities Planning Act is
17	17	5 amended by adding Section 20 as follows:
18	18	6 (20 ILCS 3960/20 new)
19	19	7 Sec. 20. South Suburban Trauma Center.
20	20	8 (a) There is created in the State treasury a special fund
21	21	9 known as the South Suburban Trauma Center Fund. The Fund shall
22	22	10 receive revenue under Section 36 of the Toll Highway Act
23	23	11 together with moneys received from the Trauma Center Fund. Of
24	24	12 the revenue generated under Section 36 of the Toll Highway
25	25	13 Act, 20% shall be deposited into the South Suburban Trauma
26	26	14 Center Fund. Moneys in the South Suburban Trauma Center Fund
27	27	15 may be used for the purposes described in subsection (b) of
28	28	16 this Section.
29	29	17 (b) The Board, in consultation with the Department of
30	30	18 Public Health, shall:
31	31	19 (1) designate the location of a south suburban trauma
32	32	20 center to be situated on the border between Calumet City
33	33	21 and the Village of Dolton and constructed using the funds
34	34	22 collected and deposited into the South Suburban Trauma

74	74	1 (2) select the provider that shall operate and provide
75	75	2 healthcare services to the trauma center;
76	76	3 (3) enter into an operational agreement, with the
77	77	4 provider selected under paragraph (2), which specifies the
78	78	5 terms of how the trauma center is to be run and maintained;

80	80	7 (4) determine the sources of revenue needed to
81	81	8 maintain the trauma center.
82	82	9 Section 10. The State Finance Act is amended by adding
83	83	10 Section 5.1030 as follows:

85	85	12 Sec. 5.1030. The South Suburban Trauma Center Fund.
86	86	13 Section 15. The Toll Highway Act is amended by adding
87	87	14 Section 36 as follows:

89	89	16 Sec. 36. Use of certain toll revenue.
90	90	17 (a) From July 1, 2025 through June 30, 2035, there shall be
91	91	18 a $1 surcharge at the toll plaza known as Plaza 47.
92	92	19 (b) Of the revenue generated under subsection (a) of this
93	93	20 Section, 20% shall be collected and deposited into the South
94	94	21 Suburban Trauma Center Fund. The remaining 80% of the revenue
95	95	22 generated subsection (a) of this Section shall be allocated to
