88 1 AN ACT concerning appropriations.
99 2 Be it enacted by the People of the State of Illinois,
1010 3 represented in the General Assembly:
1111 4 Section 1. Findings. The General Assembly finds that:
1212 5 (1) the laws the General Assembly creates can have
1313 6 significant financial and other economic consequences, and the
1414 7 enactment of Public Act 101-652 created very challenging
1515 8 financial mandates upon all law enforcement agencies in the
1616 9 State that are already burdened by budget constraints,
1717 10 historical recruitment and retention issues, and deteriorating
1818 11 morale;
1919 12 (2) the changes made to the Law Enforcement Officer-Worn
2020 13 Body Camera Act by Public Act 101-652 created a costly
2121 14 financial mandate on local agencies through a phased
2222 15 requirement that all law enforcement officers are to wear body
2323 16 cameras no later than January 1, 2025 without providing enough
2424 17 financial assistance to local governments to fund this costly
2525 18 mandate;
2626 19 (3) without the financial commitment by the State to
2727 20 shoulder the responsibility of these expensive mandates, the
2828 21 burden will fall upon law enforcement agencies, local
2929 22 governments, and the public, potentially in the form of
3030 23 layoffs, property tax increases, and decreased local
3131 24 government services, which could lead to a reduction in public

5454 2 (4) the General Assembly should fund the policies and
5555 3 mandates it imposes and should provide an annual appropriation
5656 4 in an amount sufficient to finance the mandate of changes to
5757 5 the Law Enforcement Officer-Worn Body Camera Act under Public
5858 6 Act 101-652.
5959 7 Section 5. The amount of $80,000,000, or so much thereof
6060 8 as may be necessary, is appropriated from the General Revenue
6161 9 Fund to the Law Enforcement Training Standards Board for
6262 10 deposit into the Law Enforcement Camera Grant Fund to assist
6363 11 units of local government in Illinois with full compliance
6464 12 with the mandates of the Law Enforcement Officer-Worn Body
6565 13 Camera Act.
