11 | 11 | | 4 Section 1. Findings. The General Assembly finds that: |

12 | 12 | | 5 (1) the laws the General Assembly creates can have |

13 | 13 | | 6 significant financial and other economic consequences, and the |

14 | 14 | | 7 enactment of Public Act 101-652 created very challenging |

15 | 15 | | 8 financial mandates upon all law enforcement agencies in the |
---|
16 | 16 | | 9 State that are already burdened by budget constraints, |
---|
17 | 17 | | 10 historical recruitment and retention issues, and deteriorating |
---|
18 | 18 | | 11 morale; |

19 | 19 | | 12 (2) the changes made to the Law Enforcement Officer-Worn |
---|
20 | 20 | | 13 Body Camera Act by Public Act 101-652 created a costly |
---|
21 | 21 | | 14 financial mandate on local agencies through a phased |
---|
22 | 22 | | 15 requirement that all law enforcement officers are to wear body |
---|
23 | 23 | | 16 cameras no later than January 1, 2025 without providing enough |
---|
24 | 24 | | 17 financial assistance to local governments to fund this costly |
---|
25 | 25 | | 18 mandate; |

26 | 26 | | 19 (3) without the financial commitment by the State to |

27 | 27 | | 20 shoulder the responsibility of these expensive mandates, the |

28 | 28 | | 21 burden will fall upon law enforcement agencies, local |

29 | 29 | | 22 governments, and the public, potentially in the form of |

30 | 30 | | 23 layoffs, property tax increases, and decreased local |
