1111 1 AN ACT concerning finance.
1212 2 Be it enacted by the People of the State of Illinois,
1313 3 represented in the General Assembly:
1414 4 Section 1. Short title. This Act may be cited as the
1515 5 Taxpayers' Fiscal Charter Act.
1616 6 Section 5. Definitions. As used in this Act:
1717 7 "Backlog payment cycle" means the time between a
1818 8 submission of a proper bill or invoice to the State
1919 9 Comptroller for payment and the issuing of that payment.
2020 10 "Discretionary spending" means any spending not mandated
2121 11 by federal or State law or court order.
2222 12 "Unfunded mandate" means a law requiring a unit of local
2323 13 government or school district to expend money without
2424 14 accompanying money from the State.
2525 15 Section 10. Discretionary spending freeze.
2626 16 (a) The General Assembly shall freeze all discretionary
2727 17 spending during fiscal years 2026 and 2027. The General
2828 18 Assembly shall not expand any existing programs or create new
2929 19 programs requiring the expenditure of additional money.
3030 20 (b) Beginning in fiscal year 2028, the General Assembly
3131 21 may create new programs or expand existing programs requiring
3232 22 the expenditure of additional money only if the State's

6767 1 backlog payment cycle is 30 days or less and the State has made
6868 2 its full pension payment for the fiscal year, as actuarially
6969 3 determined.
7070 4 Section 15. Pay as you go. If the provisions of Section 10
7171 5 of this Act are satisfied, any new spending proposed by the
7272 6 General Assembly in addition to existing obligations shall be
7373 7 accompanied by a proposed source of revenue to pay for the
7474 8 proposed spending or specified cuts necessary to offset the
7575 9 proposed spending.
7676 10 Section 20. Unfunded mandates; prohibition.
7777 11 Notwithstanding any other provisions of law to the contrary,
7878 12 the State shall not impose any unfunded mandates on a school
7979 13 district or other unit of local government. No school district
8080 14 or other unit of local government shall be required to comply
8181 15 with an unfunded mandate until the mandate is no longer
8282 16 unfunded.
8383 17 Section 25. Appropriations requirements.
8484 18 (a) Before the General Assembly passes and the Governor
8585 19 signs any appropriations law, the State Comptroller shall
8686 20 publish the State's estimated income, balance sheet, cash
8787 21 flow, and surplus or deficit.
8888 22 (b) No appropriations bill shall be voted on for third
8989 23 reading unless the bill, as amended, has been available for 72
