11	11	1 AN ACT concerning safety.
12	12	2 Be it enacted by the People of the State of Illinois,
13	13	3 represented in the General Assembly:
14	14	4 Section 5. The Hazardous Materials Emergency Act is
15	15	5 amended by changing Section 1 as follows:
16	16	6 (430 ILCS 50/1) (from Ch. 127, par. 1251)
17	17	7 Sec. 1. It is the finding of the General Assembly:
18	18	8 (a) That That the use, transportation, storage and
19	19	9 manufacture of hazardous materials creates a substantial risk
20	20	10 that accidents will occur involving such hazardous materials;
21	21	11 (b) That accidents involving hazardous materials create an
22	22	12 unreasonable risk to the health, safety and welfare of the
23	23	13 People of Illinois;
24	24	14 (c) That the federal government promulgates regulations
25	25	15 for the interstate transportation of hazardous materials, but
26	26	16 that the People of Illinois can benefit by having such
27	27	17 precautions as those included in federal regulation extended
28	28	18 to intrastate transportation and other activities which might
29	29	19 result in an accident involving hazardous materials;
30	30	20 (d) That often the emergency agency which first responds
31	31	21 to an accident involving a hazardous material is unable to
32	32	22 determine the nature of the material and is unfamiliar with
33	33	23 precautionary measures which must be exercised in handling the
