11	11	1 AN ACT concerning finance.
12	12	2 Be it enacted by the People of the State of Illinois,
13	13	3 represented in the General Assembly:
14	14	4 Section 5. The Charitable Trust Stabilization Act is
15	15	5 amended by changing Section 15 as follows:
16	16	6 (30 ILCS 790/15)
17	17	7 Sec. 15. Grant eligibility. To be eligible to receive a
18	18	8 grant under this Act, an organization must be a
19	19	9 community-based organization or other not-for-profit entity
20	20	10 that:
21	21	11 (1) is a not-for-profit corporation that is exempt
22	22	12 from federal income taxation under Section 501(c)(3) of
23	23	13 the federal Internal Revenue Code of 1986;
24	24	14 (2) is organized under the General Not for Profit
25	25	15 Corporation Act of 1986 for the purpose of providing
26	26	16 charitable services to the community; and
27	27	17 (3) complies with the provisions of the Charitable
28	28	18 Trust Act; .
29	29	19 (4) has a staff or board that is completely voluntary
30	30	20 or has the equivalent of not more than one full-time paid
31	31	21 employee; and
32	32	22 (5) has adopted a policy of non-discrimination on the
33	33	23 basis of race, gender, sexual orientation, age, national
